Samarinda, 6/3/13. Anugerah Pangripta Nusantara was first awarded to the Provincial Government in 2011. In 2011 Anugerah  Pangripta Nusantara is awarded to the provincial region with the best RPJMD (Regional Medium Term Development Plan). Meanwhile, in 2012 the Pangripta Nusantara Award was given to the province with the best 2012 RKPD (Regional Development Work Plan). Meanwhile for 2013, the Pangripta Nusantara Award will be given to the Provincial and Regency/City Governments for the best 2013 RKPD.
Pangripta Nusantara is awarded to the provincial region with the best RPJMD (Regional Medium Term Development Plan). Meanwhile, in 2012 the Pangripta Nusantara Award was given to the province with the best 2012 RKPD (Regional Development Work Plan). Meanwhile for 2013, the Pangripta Nusantara Award will be given to the Provincial and Regency/City Governments for the best 2013 RKPD.
This was revealed during the socialization of the 2013 Archipelago Pengripta Award Guidelines led by the Head of Regional Development Assessment and Financing (P3D) of the East Kalimantan Bappeda, Ir.H. Djoko Susilo Handono, who represented the Head of the East Kalimantan Bappeda, was accompanied by the Head of Government and Apparatus Division, Siti Sugiyanti, SE., M.Si and from the East Kalimantan Provincial Regional Secretariat Bangda Bureau starting at 09.00 WITA in the Propeda meeting room on the second floor of the East Kalimantan Provincial Bappeda Jln Kusuma Bangsa Number 2 Samarinda.
The socialization of the 2013 Archipelago Pengripta Award Guidelines was attended by approximately fifty participants from officials and staff within the East Kalimantan Province Bappeda, all SKPDs related to the East Kalimantan Provincial Government as well as NGOs.
According to the explanation from the Head of P3D Bappeda Kaltim, Ir.H. Djoko Susilo Handono from the Ministry of National Development Planning/Bappenas said that in line with the implementation of regional autonomy, each region has different issues, characteristics and capacities in preparing development plan documents. One step to improve the quality of development plans is to give awards to regions that have succeeded in preparing development plan documents well.
It is hoped that this award assessment will provide encouragement for each region to improve the quality of development plan documents. Apart from that, giving this award can also strengthen cooperation and partnerships in realizing higher quality development planning.
Purpose of awarding the Pangripta Nusantara Planning Award
Meanwhile, the aim of awarding the Pangripta Nusantara Planning Award to Provincial and Regency/City Governments is to prepare development plan documents in a better, consistent, comprehensive, measurable and implementable manner, and at the same time to create incentives for local governments to realize better and quality planning.
Target of the Pangripta Nusantara Planning Award
Meanwhile, the targets to be achieved from the Anugerah Perenanaan Pangripta Nusantara guidelines include:
1.     Developing methods and criteria for evaluating development plan documents;
2.    Dissemination of information about methods and criteria for evaluating development plan documents;
3.    Implementation of assessment of development plan documents;
4.    The selection of the best development plan documents in accordance with predetermined criteria.
Mechanism of awarding the Pangripta Nusantara Planning Award
Providing the best Regional Development Work Plan (RKPD) for City Districts is carried out through a series of activities, including:
1.    Determination of the Development Plan Document to be assessed
The development plan document to be assessed is the Regency/City Regional Development Work Plan (RKPD) document which is legally valid both in the form of a Regent's Regulation and a Regional Regulation;
2.    Selection of Assessment Methods and Criteria
The assessment method is carried out using a weighting method using four (4) parameters and fifteen (15) indicators;
3.    Phase I assessment
Phase I assessment is carried out on Regency/City RKPD documents in each province. The assessment was carried out based on 4 parameters and 15 predetermined indicators.
The stage I assessment process produced the 3 best district/city areas. The assessment of planning documents in stage I has a weight of 30% of the entire assessment.
4.    Phase II assessment
Phase II assessment was carried out through interviews with the 3 best districts/cities. The interview assessment in stage II is with a weighting of 40% of the entire assessment.
The results of the stage II assessment will produce 1 best district/city. The results of the phase II assessment are submitted to the Ministry of National Development Planning / Bappenas to continue the assessment on a national scale. Central Assessment Team 
5.    Final stage assessment  
In the final stage of assessment, the Central Assessment Team receives the assessment results of the best Regency/City RKPD of 1 (one) each from each province. The assessment team will carry out an assessment of 33 Regency/City RKPDs. The assessment will be carried out in the form of an interview at the Ministry of National Development Planning/Bappenas with a score weight of 30%.
