DAK Adjusts to Regional Standards

Imam Bonjol Number 3 Samarinda City, East Kalimantan.
Furthermore Plh. The Head of the East Kalimantan Bappeda said that in implementing DAK programs and activities in each district/city throughout East Kalimantan and throughout North Kalimantan, it is hoped that they can follow the regional standards concerned. This is done for the smooth implementation of programs and activities in the regions, because regional standardization will definitely vary.

In accordance with the speech delivered as well as opening the DAK Evaluation Meeting for Regencies/Cities throughout East Kalimantan and North Kalimantan in 2013, East Kalimantan Province received an allocation of Deconcentration Funds for the Ministry of Home Affairs, the Regional Development Development program with activities to Strengthen the Province's Role in Controlling Reporting and Evaluation of the Utilization of the Special Allocation Fund (DAK) Program and this is the second year that East Kalimantan Province has received these Deconcentration Funds.
In general, the objective framework for implementing Deconcentration Strengthening the Role of Provinces in Controlling, Reporting and Evaluation of Program Utilization
DAK includes:
1. Establishment of an implementing organization at the provincial level consisting of members from Bappeda, the Regional Development Bureau and the Finance Bureau of the Regional Secretariat of East Kalimantan Province as well as related SKPDs and DAK recipients.
2. Coordinate with central and district/city implementing organizations through coordination forums.
3. Carry out technical monitoring and evaluation of DAK implementation.
4. Coordinate and consolidate technical monitoring reports on DAK implementation from Provincial SKPD and reports received from Regency/City.
5. Submit reports on the results of technical monitoring of DAK implementation and policy recommendations.
6. Together with the Central Team to carry out data collection and verification and validation of DAK data on government facilities and infrastructure in the regions.
The purpose of the DAK evaluation meeting is, among other things, to find out the progress of DAK implementation and identify problems that arise and solutions to be implemented in order to improve DAK implementation as well as increasing the role of provincial institutions as representatives of the Central Government in the Regions in terms of Guiding and Supervising DAK Implementation in East Kalimantan Province and optimizing the implementation of DAK in 2013. Apart from that, it is also to improve coordination on an ongoing basis. between Teams Provincial Working Groups, Provincial SKPDs and Regency/City Recipients of DAK as well as Regency/City Bappeda.
Based on Law Number 25 of 2004 concerning the National Development Planning System (SPPN), in carrying out development planning there are four stages that must be carried out, namely Plan Preparation, Implementation, Control and Evaluation of Plan Implementation. Planning, implementation, control and evaluation activities are parts of the management function, which are interrelated and each provides feedback and input to the others. A plan that has been well prepared is meaningless if it cannot be implemented, otherwise any implementation of the plan will not run smoothly if it is not based on good planning. In line with this, in the context of transparency and accountability in the management of development programs, it is necessary to control and evaluate the implementation of development plans. As the main task of the Provincial Bappeda is to assist the Regional Head Governor in the administration of provincial government within the scope of regional development planning and control, including monitoring and evaluating the implementation of programs/activities carried out by SKPD/Agencies/Institutions sourced from APBN/PHLN funds, Deconcentration, Assistance Tasks and Joint Affairs.
Special Allocation Funds (DAK) are funds sourced from the APBN which are allocated to certain regions with the aim of helping to fund special activities which are regional affairs and in accordance with national priorities.
Based on PP 7 of 2008, the allocation of funds for deconcentration, assistance tasks and joint affairs is intended to increase performance, efficiency and effectiveness in the administration of government, public services and development in the regions, as well as creating national harmony and synergy between deconcentration programs and activities, assistance tasks and joint affairs funded from the APBN, with decentralization programs and activities funded from the APBD.
As the consequences of regional autonomy are continuously constructed within a unitary state system, reports on the implementation of regional government are a very important tool, as a cement for the hierarchical relationship between the Central and Regional Governments. Thus, regional government activities are a series and an inseparable part of the activities of administering state government as a whole. Considering that the position and role of reporting is very important, the Report on the Implementation of Regional Government is one of the obligations of the Regional Head to be implemented, both because of his position as regional leader and as head of government in the administrative system of the Unitary State of the Republic of Indonesia.
Plth. The Head of the East Kalimantan Bappeda at the end of his speech advised that in order to improve the reporting system, in accordance with Government Regulation Number 39 of 2006 and Minister of Finance Regulation Number 156 of 2008, Regency/City SKPDs and Provincial SKPDs receiving DAK are required to make reports and submit periodic/quarterly reports, both managerial and accountability reports in accordance with the format determined for the Special Allocation Fund (DAK), as an obligation as the DAK manager to be able to submit these reports to the Governor Cq.
