Consolidation between East Kalimantan SKPDs

conveyed the importance of consolidation between SKPDs within the East Kalimantan Provincial Government to jointly make the development program a success in all fields between SKPDs.
Consolidation and coordination with various parties is very necessary to find out what obstacles are faced if problems occur, so that development programs that have been planned by various SKPD can run according to the targets that have been set. This was revealed during a leadership meeting between SKPDs within the East Kalimantan Provincial Government and Regencies/Cities throughout East Kalimantan and North Kalimantan in the Ruhui Rahayu room, first floor of the East Kalimantan Governor's Office, Jl. Gadjah Mada Number 2 Samarinda is led directly by Plt. Regional Secretary of East Kalimantan Province, DR.Ir.H. Rusmadi.MS starts from 9.00 WIT until 12.30 WIT, 7/11/13.
The 2013 East Kalimantan Province APBD Budget Absorption Evaluation and Monitoring Team Meeting was attended by approximately 150 participants consisting of all SKPDs within East Kalimantan and representatives from SKPDs within Regencies/Cities throughout East Kalimantan and North Kalimantan.
Based on the explanation from Plt. Sedaprov Kaltim and several sources stated that it is important to use the TEPPA application so that it can save time, energy and costs in controlling the East Kalimantan Province development program.
In accordance with the definition of the TEPPA Application, it is an application system used to facilitate the implementation of monitoring, evaluation and supervision of the absorption of development budgets sourced from APBD funds, which is carried out by each SKPD in accordance with their respective functional duties, in order to achieve the targets of the RKPD and RPJMD of East Kalimantan Province.
The purpose of the TEPPA Application, is to develop an Online Application for Monitoring and Evaluation System and supervision of APBD budget absorption used by the East Kalimantan Provincial Government, in order to ensure that goals, development targets and achievement indicators can be achieved optimally within the appropriate planning time.
TEPPA Application Objectives, include: 1). Able to maintain consistency between implementation (realization) according to plan; 2). Can find out developments, namely physical progress of activities, budget absorption capacity, handling of problems that arise in the field, results of field monitoring and achievement of activity performance indicators; 3). Can assess the performance of SKPD and its activities.
Objective of the TEPPA Application, all SKPDs and supporting instruments within the scope of the East Kalimantan Provincial Government, have a system for reporting development activities in SKPDs that come from APBD funds periodically and quickly.
Legal Basis for TEPPA Application
1. Law No. 25 of 2004, concerning "National Development Planning System (SPPN)";
2. Government Regulation no. 39 of 2006, concerning "Procedures for Controlling and Evaluation of the Implementation of Development Plans";
3. Government Regulation no. 8 of 2008 concerning "Stages of Procedures for Preparing, Controlling and Evaluating the Implementation of Regional Development Plans";
4. Minister of Home Affairs Regulation No. 59 of 2007 concerning "Amendments to the Regulation of the Minister of Home Affairs Number 13 of 2006 concerning "Guidelines for Regional Financial Management";
5. Instruction of the Minister of State for 2008 concerning "Performance-Based Planning and Performance Agreements within Government Agencies";
6. Permendagri No. 54 of 2010 concerning Implementation of Government Regulation No. 8 of 2008 concerning Stages, Procedures Methods for Preparing, Controlling and Evaluating the Implementation of Regional Development Plans.
Scope of Application of TEPPA
1. Establishment of the East Kalimantan Budget Absorption Evaluation and Monitoring Team (TEPPA);
2. Facilitate the Formation of District/City Budget Absorption Evaluation and Monitoring Teams (TEPPA);
3. Periodic Pre-RAPIM TEPPA facilitation based on Working Groups led by each Assistant;
4. Facilitation of periodic TEPPA RAPIM led by the Governor of East Kalimantan;
5. Facilitation and Assistance for the TEPPA Online Application System for all SKPDs within the Government of East Kalimantan Province and City Districts;
6. Implementation of the TEPPA Online Application System for all SKPDs within the East Kalimantan Provincial Government.
Realization of the 2013 East Kalimantan APBD
The realization of the 2013 East Kalimantan APBD as of 31 October 2013 based on the TEPPA Application was IDR. 8.91 trillion or 58.85% of the total pure APBD and APBD-P budget of Rp. 15.14 Trillion.
