The Importance of Discipline for East Kalimantan Provincial Government Employees
Samarinda, 11/3/14. Increasing employee performance and discipline is very much needed in improving the development program of East Kalimantan Province
including in preparing the Draft Regional Medium Term Development Plan (RPJMD) for 2013-2018 so that it is on target and precise time.
This was stated by Plt. Regional Secretary of East Kalimantan Province, DR.Ir.H. Rusmadi.MS accompanied by Plh. The Head of the East Kalimantan Province Bappeda delivered a speech and at the same time opened the meeting regarding the progress of the 2013-2018 East Kalimantan Province RPJMD Draft and the 2015 East Kalimantan Province Regional Government Work Plan (RKPD) Preliminary Draft in the Strategic Plan meeting room on the 2nd floor of the East Kalimantan Province Bappeda office number 2 Samarinda. The meeting was attended by approximately 150 participants consisting of all officials or staff representing SKPD within the East Kalimantan Provincial Government.

The Regional Secretary of East Kalimantan Province conveyed a message to all SKPDs to prepare programs and funding for five years and record them neatly every year in the 2013-2018 East Kalimantan Province RPJMD. The program in the document must be consistent, otherwise the document is useless.
Discussion of the RPJMD Chapter VII document with the status of 1 vision, 5 missions and 20 targets, and 122 priority programs with targets in 2018. Discussion of the missions was carried out one by one with clear objectives.
Clarification of Skpd Scope of East Kalimantan Provincial Government
1. Mining Department
The new and renewable energy sector initial condition is 0.02% and the 2018 target is 3%, with a capacity of 1000 mega watts;
Suggestion from Mr Dadang Kadi Pertanakan Prov. East Kalimantan in the energy mix indicator is new and renewable energy, and the Mining Service said that at the national level it uses an energy mix, and based on new energy information it is 4 MW;
2. Department of Public Works 
Discussion of mission 3 given opportunity for the Public Works Department to explain the condition of the infrastructure
The Health Service provides responses to public satisfaction regarding satisfaction with infrastructure conditions with an initial condition of 5% based on existing theory, and based on information from the Public Works Department, a survey has been conducted.
Yusliando, based on information from LSI, gave a score of 5% for infrastructure conditions with a normal limit of 7%, meaning that 5% of conditions still need to be improved in services to the community.
Meanwhile, the basic infrastructure service satisfaction index with initial conditions is 5% with a target of 7%.
3. Environment Agency
The environmental quality index with initial conditions is 68.63% with a final target in 2018 of 70% based on information from BLH that the calculation is in accordance with existing criteria.
Meanwhile, based on information from Saur Pasaroan, the calculation of the initial conditions of the environmental quality index is based on water, land and air conditions;
4. Department of Education
Updated data on the education sector, both in terms of literacy rates and others, have been updated and submitted to the East Kalimantan Bappeda through the Human Resources Development department, however there are still difficulties in poverty reduction programs specifically for the education sector;
5. Department of Health
The Health Service provides updated health data covering HIV and TB, there are changes to the data;
6. Social Services
The Social Service provides updated data regarding social data and changes from initial conditions and targets for 2018.
7. SKPDs that have not yet collected data include 1. East Kalimantan Perindakop Service, but are ready to collect it; 2. The Mining Service provides information that it has not received format/matrix 8 in chapter VIII;
8. "The 5 year target is life and this must be achieved," said Plt. East Kalimantan Provincial Secretary;

9. Disperindakop
Increased growth of new entrepreneurs by 10 thousand, in 2018 and specifically for Disperindakop itself the target is 5 thousand;
Meanwhile, the number of environmentally friendly industries with initial conditions is still 0 percent and finds it difficult to obtain data or information;
10. The chairman of the meeting scored the time for 15 minutes, to be precise at 15.15 minutes to give all SKPD the opportunity to update data and collect it in the planning sector, Bappeda of East Kalimantan Province and the results will later be broadcast based on the planning sector, and the meeting finished at 16.15 WITA closed by Plt.
