Workshop RAD MDGs

Awang Faroek Ishak is represented by the Governor's Expert Staff in the field of 1a._naraSource_MDGspeople's welfare, community empowerment and MDGs Prof. Dwi Nugroho Hidayanto delivered a speech and opened the Socialization event for the Preparation of the Provincial MDGs Report and the Workshop for the Preparation of the Regency/Municipal RAD MDGs Matrix in the Le Grandeur Hotel Meeting Room, Jalan Jenderal Sudirman, Balikpapan City, Tuesday 6/5/14.

The Socialization Event for the Preparation of Provincial MDGs Reports and the Regency/City RAD MDG Matrix Preparation Workshop were attended by 70 participants from Regency/City Bappeda throughout East Kalimantan and Regency/City Bappeda throughout North Kalimantan, East Kalimantan Province MDGs working groups and elements of East Kalimantan Province Bappeda and North Kalimantan Province Bappeda.

Moderator of socialization on the preparation of the Provincial MDGs report and workshop on the preparation of the RAD MDGs matrix on the first day by the Head of the Human Resources Development Division of the Provincial Bappeda. East Kalimantan, Drs. H. Hariyo Santoso with resource persons by Mahendra Arfan Azhar, as well as from the Deputy for Human Resources at the Ministry of National Development Planning/Bappenas from the National MDGs Secretariat, represented by Mukhlis Hanif Nurdin, explained the Guidelines for Preparing Provincial MDGs Reports and Guidelines for Preparing Regency/Municipal MDGs RAD Matrices, then the event continued with presentations on Evaluation and Achievements as well as Provincial MDGs Best Practices. East Kalimantan in 2013 by the MDGs Secretariat of East Kalimantan Province presented by Drs. H. Hariyo Santoso continued with discussion and questions and answers.

The second day of socialization on the MDGs, Wednesday 7 May 2014, continued with the presentation of the Best Practices POKJA 1, 2 and Pokja 4 MDGs for East Kalimantan Province and the presentation of the results of the Regency/Municipal RAD MDG Matrix Preparation by Bappeda Tarakan City representing North Kalimantan Province and Bappeda East Kutai Regency representing East Kalimantan Province followed by discussion and questions and answers.

In order to accelerate the achievement of the MDGs goals, Presidential Instruction (Inpres) Number 3 of 2010 concerning the Just Development Program has been issued, which is addressed to Ministers, Governors, Regents and Mayors to accelerate the achievement of the MDGs.

On the basis of this Presidential Instruction, the Government has prepared a Road Map for Accelerating MDGs Achievement in Indonesia in 2010-2015. At the regional level, a Regional Action Plan (RAD) has been completed to accelerate the achievement of the MDGs in 2011-2015 and is stipulated through a Governor's Regulation.1._peserta_socialization_MDGs

To provide information regarding the progress that has been achieved by the province as a commitment to realizing the achievement of the MDGs targets for its people, the Provincial Government has prepared the 2014 MDGs Monitoring & Evaluation Report. This report will briefly outline the conditions and trends as well as important efforts to accelerate the achievement of the goals up to the position in 2013, so that it can be used as a basis for preparing the activities needed to accelerate the 2015 MDGs targets. For this purpose, it is necessary to hold a Socialization on the Preparation of the 2013 MDG Achievement Report while continuing the activities carried out in 2013, facilitated by the Bappeda of East Kalimantan Province.

In an effort to accelerate the achievement of the MDGs targets, targets that have not yet been institutionalized in planning and budgeting in the regions need to be equalized in perception among managers. In this regard, socialization is needed to increase capacity, both at national, provincial and district/city levels in setting MDG targets and indicators and integrating them into Regional Government Work Plans (RKPD).

Regency and city RAD MDGs are very important in efforts to accelerate the achievement of MDGs targets because districts and cities are the direct implementers of various programs and to support the acceleration of MDGs achievement. For this reason, all districts and cities throughout East Kalimantan and North Kalimantan need to prepare the MDGs RAD.

Furthermore, in order to create a common understanding regarding how to prepare the MDGs RAD and its matrix, it is necessary to hold a MDGs RAD Preparation Workshop for Bappeda districts and cities throughout East Kalimantan and North Kalimantan as coordinators of MDGs planning and budgeting in the regions, especially in the preparation of the matrix. Then, based on the workshop, it is hoped that the district/city Bappeda can coordinate the relevant SKPDs to be able to prepare an MDGs RAD matrix which includes the 7 MDGs goals.

Preparation of Provincial MDG Reports

1. Understand the structure of writing MDGs achievement reports both in terms of substance and systematics;
2. Increase the capacity of provincial Bappeda in preparing provincial MDGs achievement reports;
3. Increase the capacity of the provincial Bappeda to be able to coordinate relevant stakeholders to prepare reports on the achievement of MDGs at the provincial level.

Preparation of District/City RAD Matrix

1. Increasing the capacity of district and city Bappeda in preparing district/city RAD MDGs;
2. Increase the capacity of district and city Bappeda so that they can coordinate the relevant SKPD to prepare the MDGs RAD matrix in accordance with the MDGs objectives for which they are responsible;
3. Carrying out an exercise in preparing the district and city RAD MDGs matrix based on the 2013 DPA database;
4. Increasing the capacity of districts/cities in describing MDGs targets in RAD into the annual Regional Government Work Plan (RKPD);
5. Increasing the capacity of districts/cities in the exercise of preparing the Regional Action Plan Matrix (RAD).

Conclusion

1. At the provincial level, it is necessary to prepare a report on the achievement of the MDGs and submit the report to the Minister of National Development Planning/Head of Bappenas and the Minister of Home Affairs by the end of June 2014;
2. Completion of Monitoring & Evaluation Reports (Forms 1, 2 & 3) RAD MDGs Prov. East Kalimantan 2014 Semester 1 (June 2014);
3. At the Regency/City Level, it is necessary to prepare a RAD MDGs matrix with a maximum submission deadline of June 2014;
4. Regency/City MDGs RAD matrices need to be prepared as an effort to accelerate the achievement of MDGs targets, because districts/cities are the direct implementers of various programs and activities that support the acceleration of MDGs achievement;
5. With 1.5 years remaining until the end of 2015, accelerated efforts are needed to achieve all MDG indicator targets;
6. North Kalimantan Province has not yet prepared the RAD MDGs because disaggregated data is not yet available (data for North Kalimantan province is still included in the parent province, namely East Kalimantan);
7. Collaboration with BPS at both the provincial and district/city levels needs to be strengthened more intensively to support the availability of MDGs indicator data;
8. Integration of accelerated achievement of MDGs targets in the 2015 RKPD and DPA.
