East Kalimantan RPJMD Draft Regional Regulation Committee 2013-2018

delivering answers to questions from members of the East Kalimantan Provincial DPRD Special Committee in the meeting room of building III of the East Kalimantan Provincial DPRD office, Thursday, 5/6/14.
The implementation of the special committee meeting for the 2013-2018 East Kalimantan Provincial RPJMD Regional Regulation Draft begins at 20.25 WIT until 2013-2018. 23.49 by Chairman of the Special Committee Drs. H. Hatta Zainal Abidin, M.Si and accompanied by Hj. Encik Widyani SJ, S.KM., M. Qih; Hermanto Kewot, SP; Hj. Kasriyah; Drs. Andareas P. Sirenden, MM; Syafaruddin, S.Sos as member of the East Kalimantan Provincial DPRD and expert staff of the East Kalimantan Provincial DPRD who attended included 1. DR.Ir. Ndan Imang, MP; 2. Achmad Zaini, SP., M.Si; 3. Hairian, SH., MH and special committee staff H. Andi Abdul Razak, SH and M. Irsan Arisadikin, SE..
The total number of participants attending the special committee event for the 2013-2018 RPJMD Regional Regulation Draft for East Kalimantan Province was attended by approximately 35 people. Meanwhile the participants present from the Kalimantan Provincial Government consisted of less than Plt. Regional Secretary of East Kalimantan Province, DR.H. Rusmadi.MS, Head of Finance Bureau, H. Fadliansyah, SE, Head of P3D Bappeda East Kalimantan Province, Ir. H. Djoko Susilo Handono; Head of Infrastructure and Regional Development of the East Kalimantan Bappeda, H. Hafid Lahiya; Head of Economics, Ir. Ujang Rakhmad, M.Si; Head of Regional Development Assessment Subdivision, East Kalimantan Province Bappeda, Yusliando, ST; Head of Development Financing Subdivision of East Kalimantan Bappeda, Andi Arifuddin, S.Pi; Head of Subdivision of Regional Infrastructure, Bappeda of East Kalimantan Province Ahmad Muzakkir, ST; Head of Regional Development Sub-Division of East Kalimantan Bappeda, Denny Wardhana, ST., M.Si; Head of Development Control Subdivision of East Kalimantan Bappeda, Charmarijaty, ST and attended by related SKPD within the East Kalimantan Provincial Government.
Drs. H. Hatta Zainal, M.Si delivered a speech and at the same time welcomed the special committee meeting for the Final Draft RPJMD for East Kalimantan Province for 2013-2018 and then gave the East Kalimantan Provincial Government the opportunity to provide answers to questions or suggestions from members of the East Kalimantan Province council.
Delivery of the East Kalimantan Provincial Government's response
The East Kalimantan Provincial Government in providing answers to questions from the East Kalimantan Provincial DPRD was delivered by Plt. Regional Secretary of East Kalimantan Province, DR.H. Rusmadi. MS. which has been prepared.
Based on the answers from the East Kalimantan Provincial Government, the East Kalimantan Provincial DPRD provided responses including:
1. A clear target for self-sufficiency in rice and land, from Andarieas;
2. Is there a confirmation subsidy for gas in the RPJMD;
3. Conservation of nature reserves in East Kalimantan;
4. Synchronization for the next 5 years between Departments or SKPDs must have one direction which will be achieved by the Governor;
5. What are the real actions of the Provincial Government regarding electricity problems, from Encik;
6. Improvement or repair of infrastructure, both roads and bridges, is included in the provision of funds amounting to 12 T;
7. When will the electricity crisis in East Kalimantan end; Syafarudin, S. Sos;
8. The coordination space between the Provincial Government and the Central Government is actually open to convey the East Kalimantan electricity crisis and even dare to convey it to the Central Government;
9. The City of Samarinda as the capital of East Kalimantan Province is expected to receive more attention in providing infrastructure, however, there are a number of large projects in Samarinda City, but to date many have not been completed, including the Twin Bridges, Mahkota Bridge and BSB;
10. Flood management in Samarinda City must pay attention to mining sector permits;
11. Stop mining permits in Samarinda City and leaders must have the courage to express their stance in stopping mining permits in Samarinda City;
12. Environmental management must be consistent with government programs and activities;
13. Land conflict in Bohan;
14. There is still oil palm planting on the riverbank in the Kukar area as well as oil palm planting in the lake area. This results in the loss of livelihoods of local communities;
15. The Provincial Government is expected to take firm action against abuse of company authority in the regions;
16. The special committee leader conveyed the message that questions from the council could be answered more firmly;
17. It is necessary to issue regulations that will be a record for the council;
18. The integration of spatial planning between land and sea has not been answered by the government;
19. The Final Draft Document for the 2013-2018 East Kalimantan RPJMD is close to the expectations of this special committee and this RPJMD has the courage to present a budget for the next 5 years and has targets that we want to achieve, from Plt. East Kalimantan Provincial Secretary, DR.Ir.H Rusmadi.MS;
20. The experience of the previous year has become a very valuable lesson in achieving rice self-sufficiency so that in the following year we will be very careful to achieve the desired target;
21. The expectations of the food estate program are very constrained by spatial planning so that it does not achieve what was expected;
22. The rice self-sufficiency target can be achieved in 2018 through printing rice fields in all districts/cities throughout East Kalimantan;
23. The Provincial Government strongly agrees with the conservation of nature reserves, however, many conservation areas are not yet protected and will be protected in spatial planning;
24. Funding for programs and activities in the next five years must be clear about what must be completed and there is certainty that it will be completed, especially in infrastructure development;
25. This synchronization is something that we must do well;
26. The position in 2018 is safe in overcoming the problem of East Kalimantan's electricity shortage based on information from GM PLN if all planned development has gone well;
27. Infrastructure development in East Kalimantan requires financial assistance from the Central Government to handle the increase in all infrastructure development;
28. The construction of BSB received serious attention, the construction was very safe and security was generally carried out;
29. The flood management program is very much in agreement, even the East Kalimantan Provincial Government has provided funds amounting to Rp. 600 billion to the Samarinda City Government, so this program needs support from the Samarinda City government;
30. The tree planting program for 1 person as many as 5 trees is already underway;
31. Spatial planning is not finished and needs to be emphasized;
32. Education programs and health centers are very helpful for Regency/City governments to be able to provide facilities in this sector;
33. The Provincial Government is very limited in its authority over the Regency/City through authority assistance, so that the province gets around this in the form of financial assistance;
34. It is not certain that the district/city government is serious in handling the programs and activities it wants to achieve;
35. Regency/City Governments that grant additional permits must be able to reconsider the wider impact on society;
36. Land and sea integration has been integrated, especially in Berau Regency;
37. The East Kalimantan Provincial Spatial Planning, what are the obstacles, was asked by the council and answered by the East Kalimantan Provincial Government and this matter has been submitted to the Central DPR.
38. If necessary, academic texts do not need to be presented, according to the Council's expert staff;
39. The systematic writing of the 2013-2018 RPJMD has gone through the RPJMD Musrenbang and consultation with the Ministry of Home Affairs through a long process and is in accordance with Ministerial Regulation 54 of 2010; Head of P3D Bappeda Kaltim, Ir. H. Djoko Susilo Handono;
40. The 2013-2018 RPJMD document only contains programs and outcomes, no output;
41. The Governor's Vision and Mission must not change as well as the targets set in the RPJMD;
42. In principle, I agree with what the indicators convey, however, based on regulation 54 of 2010, it only conveys the outcome indicators, Plt. East Kalimantan Provincial Secretary;
43. On this occasion it is hoped that an agreement can be reached with the Special Committee.
44. Is the reduction in the poverty rate not too pessimistic from the initial condition of 6.6% to 5%, this is beyond the Council's reasoning. Member of the special committee, Syafaruddin;
45. This poverty reduction figure is realistic because East Kalimantan's poverty rate is already low, only education can improve welfare; Plt. East Kalimantan Provincial Secretary
46. Inflation from 9.65% to 5.5% has this optimistic value been taken into account by removing the fuel subsidy so that it could be a burden because if the fuel subsidy is removed there will be inflation and it will be difficult for it to go down; Council expert staff.
47. Sector unemployment from 8.9% to 5.11%;
48. Regional income projections need further clarification, but existing data is still the same from year to year;
49. The farmer's exchange rate is still a problem in animal husbandry and agriculture;
50. Where does this indicator come from, if from BPS and which other, the Chair of the Special Committee;
51. To reduce inflation in East Kalimantan, a program is carried out locally; data sources come from BPS and Bank Indonesia;
52. Agricultural industry that can absorb labor;
53. Profit sharing funds at constant prices are the result of coordination with the Mining Service, Dispenda;
54. In discussing the draft Regional Regulation for the East Kalimantan RPJMD for 2013-2018, the special committee was of the opinion that if there is a change in the target then a change in the regional regulation is needed. If there is a change in the RKPD then it is enough to do it with a Gubernatorial Regulation, Syafaruddin's opinion;
55. If an economic shock or crisis occurs, changes are needed, said Plt. East Kalimantan Provincial Secretary;
56. The special committee together with the executive agreed to eliminate article 11;
57. Every time there is a special committee, it must end with an agreement, the opinion of the chairman of the special committee.
Conclusion of the meeting
The results of the 2013-2018 East Kalimantan Province RPJMD Regional Regulation Draft Special Committee meeting are expected to provide economic equality and can grow the community's economy, economic growth per sector so that the community can prosper.
The Special Committee meeting ended with an agreement between the East Kalimantan Province DPRD Special Committee and the East Kalimantan Provincial Government at 23.49 WITA which was signed by the Chair of the East Kalimantan Province DPRD Special Committee, Drs. H. Hatta Zainal Abidin, M.Si and Head of Bappeda of East Kalimantan Province, DR.Ir.H. Rusmadi. MS. (Public Relations of Bappeda of East Kalimantan Province/Sukandar, S.Sos).
