Prevention & Eradication of Corruption

Kaltim. www.bappedakaltim.com As an effort to prevent and eradicate corruption as mandated in Presidential Regulation Number 55 of the Year pengepahan__berantasan_corruption2012 concerning the National Strategy for Long Term PPK 2012-2025 and In the mid-term PPK National Strategy for 2012-2014, the government prepared actions to prevent and eradicate corruption which were implemented every year.

In the action plan for preventing and eradicating corruption (Renaksi PPK) the president firmly instructed all levels of government both at the national and regional levels (Governor and Regent/Mayor) to implement the National Strategy for PPK.

Efforts to coordinate and evaluate PPK national strategies at both the national and regional levels are carried out by Bappenas. In an effort to coordinate and evaluate the PPK National Strategy, Bappenas and Transparency International Indonesia (TII) encourage the implementation of actions to prevent and eradicate corruption both at the national and regional levels.

The successful implementation of actions to prevent and eradicate corruption both at the national and regional levels is very important for Indonesia as reporting material in the conference forum of countries participating in the convention of nations against corruption.

East Kalimantan Province Profile

Good Economic Performance. For almost the last 10 (ten) years, East Kalimantan Province has been a province with a Gross Regional Domestic Product (GRDP) per capita based on current prices that has continued to increase. East Kalimantan Province's GDP per capita is above the national GDP per capita average. This condition places East Kalimantan on a par with DKI Jakarta Province, Riau Province, West Papua Province and Riau Islands Province.

High Cost Economy. Kimur Kalimantan Province has an Indonesian Governance Index score of 5.66. This score is included in the medium category and is below the national average index. The 2010 Corruption Perception Index in 3 (three) East Kalimantan Provinces: Balikpapan City was 5.58, Samarinda City was 4.85, and Tenggarong City was 5.41. This figure is far below the cities of Jogjakarta (5.81), Surakarta (6.00) and Denpasar (6.71).

Corruption Prevention and Eradication is Still Challenging. Regarding corruption prevention strategies, the East Kalimantan Provincial Government has implemented one of the corruption prevention strategies through One Stop Integrated Services (PTSP). Transparency International Indonesia (TII) has assessed the extent of the development of one-stop integrated licensing services (PTSP) in one of the cities in East Kalimantan Province, namely Balikpapan City. In this study, information was found that 83% of respondents who came from entrepreneurs who in the last year took care of at least one type of business permit at PTSP appreciated the licensing services through PTSP. However, the majority of entrepreneurs, around 56% of respondents, believe that the business licensing process at PTSP is still marred by the practice of bribery and facilitation payments.

Program Overview

This program will consist of 3 (three) main activities:
1. Measurement of the Corruption Perception Index (IPK),
2. Corruption Impact Campaign, and
3. Initiation of a Local Integrity System.
Measurement of the Corruption Perception Index is needed to measure the magnitude of the risk of corruption that occurs. The Corruption Perception Index consists of 11 variables divided into 3 main groups, namely:

1) Bribery Perception Variables
a. Speed ​​up business licensing
b. Speed ​​up the installation of public services
c. Tax Reduction
d. Winning of Procurement Contract
e. Obtaining a Favorable Legal Decision
f. Influence the formation of policies, regulations and laws

2) Corruption Perception Variables
a. Gratuity
b. Blackmail
c. Conflict of Interest

3) Variables of Employers' Perceptions regarding Corruption Eradication and Prevention Efforts
a. Seriousness in Eradicating Corruption
b. The seriousness of law enforcement officials in taking action against corruption cases.
The Corruption Impact Campaign is important to carry out. This campaign can be used to increase public awareness of the impact of corruption. Through this awareness process the public can actively participate in efforts to eradicate and prevent corruption. Public campaigns related to the impact of corruption are carried out by means of:
1) Serial Workshops for preparing storylines
2) Creating Corruption Risk Public Service Advertisements
3) Series Public Campaigns
The initiation of the Local Integrity System is the result of the implementation of Corruption Risk Measurement Efforts and Public Campaigns accompanied by assessments. Corruption risks reflected in the Corruption Perception Index need to be managed well. Regional governments need to ensure that the risk of corruption can be reduced and does not have a negative impact on aspects of governance and the economy in the region. Corruption Risk Management can be carried out through the implementation of a local integrity system. The implementation of a local integrity system generally fulfills the following stages:
1) Commitment to Local Integrity System Policy
2) Preparation of a Local Integrity System Action Plan
3) Establishment of a Local Integrity Core Team
4) Implementation of a Local Integrity System
5) Local Integrity System Monitoring
6) Integrity System Assessment Local

Ideally, the implementation of a local integrity system can be assessed for its effectiveness after one year of implementation.

Goal

The objectives of implementing Corruption Prevention and Eradication Actions are:
1. The existence of measuring tools that can be used to determine the baseline risk of corruption,
2. stages of policy implementation, and
3. the impact of KDP strategic policies at the regional level.

Output

This program is directed to achieve the following output:
1. There is a Corruption Perception Index (IPK),
2. Implementation of the Corruption Impact Campaign and Identification of Victims of Corruption Practices in strategic sectors,
3. There is a Study and Implementation of a Local Integrity System.
