Minister of National Development Planning: MP3EI Continues

Jakarta, 5/11/14. This was conveyed by the Minister of National Development Planning (PPN) / Head of the National Development Planning Agency (BAPPENAS), Andrinof Chaniago in delivering a speech and presentation at the Coordination Meeting for Discussion of the Kalimantan Regional Priority Program in the Sumba Room meeting room at the Borobudur Hotel, Jakarta, Wednesday 5/11/14.

The opening of the Coordination Meeting for the Discussion of the Kalimantan Regional Priority Program by the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (BPN), Ferry Mursyidan Baldan, stated that the importance of land management, land must be managed not only by processing land documents/certificates, but must be cultivated or managed well so that conflicts do not occur.

While closing by the Minister of National Development Planning/Head of BAPPENAS, Andrinof Chaniago hopes that the island of Kalimantan will become a new era of development in Indonesia, especially in the Eastern region.

Formulation of Coordination Meeting for Discussion of Kalimantan Priority Programs 2014 in the Kalimantan Regional Development Revitalization and Acceleration Cooperation Forum (FKRP2RK):

1. As Chair of the Kalimantan Regional Development Acceleration Revitalization Cooperation Forum (FKRP2RK), below I would like to convey several things that we have produced from the Kalimantan Governor's Working Meeting with the theme "Accelerating the Completion of Connectivity, Fulfillment of Energy and Food Security in Kalimantan" where this meeting aims to convey proposals for Priority Programs and Activities from the results of the Kalimantan Regional Musrenbang to the Jokowi-JK Government and the Working Cabinet to Accelerate the Completion of Connectivity, Meeting Energy and Food Security in Kalimantan;

2. Some of the agreements and follow-up from this work meeting are:

2.1. Don't make Kalimantan just a place to take natural resources without providing benefits to the people of Kalimantan Island.

2.2. We propose Programs/Activities to resolve
the problems of Connectivity, Energy Security and Food Security development amounting to IDR 59.12 Trillion. The proposal was submitted to the Ministry of Public Works and Public Housing for IDR 17.04 trillion; Ministry of Transportation Rp. 6.56 trillion; Ministry of Energy and Mineral Resources Rp. 10.44 Trillion; and the Ministry of Agriculture Rp. 14.87 trillion, and we hope that this proposal can be accommodated in the 2015 APBN.

6._peteman_DSC_0003_142.3. To accelerate the completion of RTRW for provinces in P. Kalimantan which have not been completed using a one-stop procedure through the Indonesian Ministry of Agrarian Affairs and Spatial Planning.

2.4. To overcome the problem of land control in forest areas by the community, for example to issue land certificates in forest areas for the community, they can use the legal basis of a joint regulation of the Minister of Forestry, Minister of Home Affairs, Minister of Public Works and the head of BPN regarding how to resolve land control in forest areas. For this, the readiness of each provincial and district/city government is required to take advantage of this joint decision.

2.5. To support food security, the government will build an irrigation network covering an area of ​​1 million hectares and rehabilitate reservoirs and dams, therefore it must be ensured that Kalimantan gets part of the irrigation network development plan.

2.6. Accelerate the construction of inter-provincial roads on the island of Kalimantan which are still cut off and bridges, thereby also building a road network to the center of industrial areas and central growth areas.

2.7. Increasing the efficiency of resources in the agricultural sector, especially in land use, as well as improving agricultural infrastructure to increase agricultural production while increasing the number of farming households and increasing the use of machinery, therefore funding support from the APBN for proposed programs/activities in the field of food security is highly expected.

2.8. There must be a licensing revolution in all aspects and giving authority to regional governments. Next, it is hoped that Governors throughout Kalimantan will submit a proposal for deregulation of licensing in the energy sector to the Ministry of Energy and Mineral Resources, as a form of policy restructuring, especially in the energy sector in P. Kalimantan.

3. Priority development programs are directed at efforts to utilize the extraordinary potential of natural resources with a manufacturing approach as what is traded is not a primary product but in the form of processed goods, both intermediate products and final products.

4. Serious evidence that regional governments throughout Kalimantan are carrying out economic transformation towards manufacturing with the designation of the industrial area in Maloy, East Kalimantan as an MBTK KEK based on the PP. No. 85/2014 we hope that industrial areas will grow in Kalimantan.

5. To support the development of industrial areas, the government throughout Kalimantan has and will continue to pay attention to the readiness of human resources through the construction of the Kalimantan technology institute, ISBI and student scholarships to doctor programs, for example Kaltim Cemerlang with a target of 250,000 scholarships in 5 years.

6. Supporting central government policies to carry out a licensing revolution.

7. Details of the proposed Programs and Activities are contained in the attached document which has been officially signed by each Governor and submitted to the President and the relevant Ministries, then a time will be set to carry out working visits to each ministry to discuss in more detail to ensure that it is budgeted for in the 2015 APBN and support for other technical aspects.

8. We express our gratitude for the concern and support of the President of the Republic of Indonesia and the ranks of the Working Cabinet who have accepted the proposal from Kalimantan Island. The proposed activity program is none other than to accelerate economic growth and just and sustainable welfare of the people in Provinces throughout Kalimantan.
