conveying enthusiasm in carrying out the duties and topuctions of each SKPD as well as a very deep message, namely "work based on existing rules, not based on the personality of a leader," he said when opening the event 1. Explanation of Integration SIPPD-SIMDA; 2. SIPPD-SIMDA training for the Assistance Team; 3. Preparation for Implementation of Shopping Standards Analysis in the meeting room on the 10th floor of the Grand Jatra Hotel in the Balikpapan Super Blok Shopping Complex, Jln. General Sudirman Balikpapan, which was attended by approximately 80 participants, came from Bappeda of East Kalimantan Province, Finance Bureau of Setwilda of East Kalimantan Province, Regional Development Bureau of Setwilda of East Kalimantan Province and Equipment Bureau of Setwilda of East Kalimantan Province.
The meeting agenda began with an opening introduction by the Head of the Budget Section of the Finance Bureau, H. Fahmi Prima Laksana by conveying in general the aims and objectives of implementing the agenda in question.
General Administration Assistant's Greeting
In delivering his speech the Assistant for General Administration conveyed several important things, including:
1. Work based on the applicable system and rules, not because of a person or a leader, whoever the leader is doesn't matter because it is based on the existing system and rules;
2. Cadre formation in carrying out duties, because this is very important in maintaining the quality of work;
3. Cadre formation is not due to material with the aim of this team becoming more solid;
4. The system must be compact and integrated, taking as an example the existing system model in Korea, all of which use the system;
5. Working should be enjoyable so that it will be easy to carry out tasks;
6. Work must be complete in carrying out tasks;
7. The Governor conveyed his enthusiasm for work before President Jokowi delivered his appeal to work..work..work;
8. It is hoped that the governor will receive an encouraging report.

A. Participant questions included:
1. If you are busy carrying out other priority work, how can you solve it, Hermanto, Finance Bureau;
2. Blud funds in the 2016 RKPD are still old data, even though there is already the latest data, is this explanation just an example, Surono, Bappeda of East Kalimantan Province;

10. The guidelines for preparing the RKA by the Bangda Bureau have been socialized in advance to all SKPD;

11. There are 3000 activities that will be assisted and divided into 4 groups. It is hoped that the time required for assistance can be anticipated so that they can be consistent, H. Buyung;

15. In the Constitution, ASN will not be based on echelons, but will be based on competency starting in December 2015;

17. Socialization of RKA operational guidelines will be carried out for SKPDs including heads of SKPDs;

1. Integration of RKPD as a KUA design;
2. Preparation of KUA based on system;
3. Facilitate the assistance process to the system;
4. The system sends data to SIMDA;
5. The assistance team conveys information to open the system for SKPD and when it is complete it will be closed and transferred to SIMDA;
6. If there are changes, they are carried out according to the procedure;
7. When finished, the color will turn green;
8. Any shortfall in the ceiling will be entered through the bridge system;
9. If the number meets the ceiling, it will be locked and transferred to SIMDA and initial assistance will be provided;
10. A ceiling whose status is red means it cannot be transferred;
