Development begins with a dream
Samarinda, Wednesday 3/6/15. Prof. Rhenald Kasali is a professor from one of the leading universities in Indonesia, namely the University of Indonesia
conveys a simple idea but contains an extraordinary meaning, namely "extraordinary development begins with dreams and must be able to provide solutions to every problem faced." Said the professor at the University of Indonesia who is also a motivator in various regions as well as on television media at the 2nd People's Consultation in the Ballroom of the Senyiur Hotel Samarinda.
Prof. Rhenald Kasali also expressed his admiration for the development concept under the leadership of the Governor of East Kalimantan, DR. H. Awang Faroek Ishak – H. Mukmin Faisal which has been included in the 2013-2018 East Kalimantan Province RPJMD which places greater emphasis on the development of renewable resources.
The 2nd People's Consultation participants who attended were estimated at 1,200 people coming from all levels of East Kalimantan society (stakeholders), both from regional and national figures, religious leaders, community organization figures, NGOs, parties. businessmen, students, East Kalimantan DPRD, Polda, Danrem and government officials expressed their appreciation for the presentation from Prof. Rhenald Kasali.
In addition to the motivator who delivered a presentation by national figure from Nahnatul Ulama (NU) KH. Hasim Musadi, who is also on the advisory board for President Ir.H. Joko Widodo or better known as President Jokowi conveyed enlightenment that development must be balanced with religion and having a nationalist spirit and loyalty to the Unitary State of the Republic of Indonesia can also change the mindset for the better.
The results of the formulation prepared by the team were based on listening and paying close attention to the remarks from the Governor of East Kalimantan, remarks by KH. Hasyim Musadi, as well as the enlightenment of Prof. Rhenald Kasali, who was enriched by the results of panelist discussions representing the interests of the people of East Kalimantan, was delivered by the head of the drafting team, H. Jafar Sidik, among others:
1. The people's consultation is a people's forum that can be an alternative channel to convey the people's voice when there are blockages in formal aspiration channels and can also be a control to avoid the possibility of the emergence of political oligarchy.
2. The realization of economic transformation needs to be accelerated so that prosperity for the entire community can be realized earlier through steps to expand economic development in East Kalimantan which are based on changes in mindset and the spirit of "not business as usual" but still complying with applicable laws. In this case, the central government should seriously encourage and support the wishes of the people of East Kalimantan to carry out economic transformation through improving the management and saving of natural resources to provide as much prosperity as possible for the people of East Kalimantan.
3. Economic transformation is a visionary long-term development vision, not because it is easy but because it is difficult and requires hard work, but this will make East Kalimantan economically advanced and sovereign.
4. To make East Kalimantan competitive, independent and on par with other regions that were more advanced, requires the active role of all parties, so that structural problems must be eliminated which are obstacles that cause high economic costs as well as serious efforts to increase the productivity of the people of East Kalimantan as a driving force for sustainable development.
5. The example and example of leaders, community figures and politicians in running government and taking public policies is a prerequisite for a mental and character revolution to create bureaucratic apparatus in government institutions, business people and all levels of society that are honest and anti-corruption, creative, innovative, and have a work ethic and have strong commitment, integrity and are dedicated to their work. .
6. The basic goals of development are prosperity, equality and justice which are also religious commandments, so there should be no separation and conflict between religion and development. The basic capital that must be possessed to achieve development progress/success is integrity, national loyalty, change in mindset, and a sense of nationalism/Indonesian-ness.
7. A balance between Natural Resources and Human Resources is very necessary, but strengthening Human Resources is the main capital in achieving regional independence and progress. The efforts made by the East Kalimantan Provincial Government regarding downstreaming are a very appropriate step towards independence.
8. Infrastructure development to connect centers of economic growth must be the focus and consistently carried out. East Kalimantan has determined that the backbone of the future economy will be manufacturing-based industry. The added value of industry is expected to be able to accelerate economic growth, equalize development and ultimately improve community welfare. Through industrialization, East Kalimantan is not only "running" but "running faster".
9. The economic sector based on renewable natural resources has not been optimally developed, so it needs acceleration to be ready to replace non-renewable natural resources. SKPD must concretely implement this transformation strategy through concrete work programs and synergies to achieve development targets by exploring the potential of economic sectors with high added value. Human resources that have been prepared must have a utilization strategy so that they are appropriately absorbed by the industry that will be developed.
10. The DPRD strongly supports medium and long-term development strategies, including supporting policies for structuring permits for the exploitation of natural resources, and hopes for the Governor's firmness in controlling the use of natural resources in districts/cities.
11. In implementing economic transformation, it is necessary to encourage and involve MSMEs in a real way. MSME development must be a priority work program for the relevant SKPD. Access to capital and development of product quality and marketing to become activities that must be followed up immediately.
12. UKM Empowerment Centers must be developed in all districts/cities as a place for guidance and marketing to improve the quality and quantity of MSME products.
13. Preparing MSMEs that produce products to be able to compete in the AEC era by increasing Human Resources with clear competencies. Mentoring new entrepreneurs must be carried out continuously and systematically.
14. It is necessary to improve supervision of the implementation of labor policies and increase employment opportunities at the field level. In reality, the high commitment from the Central and Provincial Governments has not been able to work well. The investment climate, which is influenced by infrastructure, bureaucracy and legal certainty, still needs to be improved. Data also shows that workers who receive rights according to the minimum wage are still below 50%.
15. In an effort to improve the welfare of workers/employees, the government is expected to intervene to reduce the cost of living component. Components of the cost of living that have a fairly large proportion include; housing and transportation components. Likewise, in terms of providing decent work, which includes the components of employment opportunities, labor protection, wage protection and social security, government intervention is also expected in one or two components.
16. Law 23 of 2014 where the authority to manage the mining and forestry sector is transferred to the Province needs to be guarded by all parties so that it does not result in a transfer of problems from the Regency/City to the Province.
17. Moratoriums/permitting arrangements are not sufficient, but what is more important is environmental audits of problematic companies followed by effective law enforcement. Improvements are needed to Gubernatorial Regulation No.17 of 2015 so that it does not cause multiple interpretations which will cause problems in the field.
18. There needs to be improvement and refinement of program indicators related to the environment in the RPJMD of East Kalimantan Province.
19. The provincial government's commitment is very high in the implementation of education. A balance is needed between intellectual and moral education as the key to providing professional human resources. Three aspects that must be considered in education are; the quality and quantity of teachers, educational facilities and the students themselves. The content of moral and moral education must be further improved.
20. The implementation of the People's Consultation needs to be made into a people's forum, considering the importance of the position of the people's meeting as a means for the people to actively participate in the development process as well as direct community control over the government as well as restoring popular democracy, so we agreed to make the people's meeting a people's forum which needs to be scheduled periodically.
