East Kalimantan Bappeda is holding the 2018 RKPD Musrenbang

The Regional Government Work Plan (RKPD) of East Kalimantan Province for 2018 was opened directly by the Governor of East Kalimantan, Dr.H. Awang Faroek Ishak at the Plenary Hall Building, Madya Sempaja Stadium, Samarinda, attended by invitations and participants from more than six hundred people, consisting of Regents/Mayors throughout East Kalimantan, all Regional Apparatus within the East Kalimantan Provincial Government and Regencies/Cities throughout East Kalimantan.

The 2017 East Kalimantan Provincial Musrenbang in the context of preparing the 2018 RKPD for East Kalimantan with the theme "Strengthening the Community's Economy Towards Fair and Equitable Prosperity" and is implementation The last year's Musrenbang was in accordance with the 2013-2018 East Kalimantan RPJMD so that all targets of priority programs must be completed in 2018. This was conveyed by Dr.Ir.H. Zairin Zain, M.Si Head of the East Kalimantan Province Bappeda in delivering his report as chairman of the 2017 East Kalimantan Musrenbang implementation committee.

Furthermore, the Head of the East Kalimantan Bappeda conveyed the legal basis for implementing the 2017 East Kalimantan Musrenbang in the context of preparing the 2018 East Kalimantan RKPD, including:
1. Law Number 25 of 2004, concerning the National Development Planning System;
2. Law Number 23 of 2014 concerning Regional Government;
3. Minister of Home Affairs Regulation No. 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluating the Implementation of Regional Development Plans.

Stages for Preparing the 2018 East Kalimantan RKPD

1. 2016 Development Performance Evaluation Meeting on February 2 2017 at Bappeda, East Kalimantan Province;
2. Coordination Meeting of Provincial and Regency/City Bappeda throughout East Kalimantan which was held in Balikpapan on March 7 2017;
3. Public Consultation inviting Academics, Professional Institutions and Non-Governmental Organizations (NGOs) on March 14 2017 in Samarinda;
4. Development Priority Program/Activity Coordination Meeting between Provincial BAPPEDA and Regional Apparatus within the East Kalimantan Provincial Government which was held on March 29 2017;
5. The Regional Apparatus Forum with participants from the Regional Apparatus of East Kalimantan Province, Bappeda of East Kalimantan Province as well as Bappeda and Regency/City Regional Apparatus throughout East Kalimantan was held on 29–30 March 2017;
6. Musrenbang for 10 Regencies/Cities in East Kalimantan which started with Musrenbang for Samarinda City on March 14 2017 and ended in Kutai Kartanegara Regency and Berau Regency on March 27 2017;

Real Financial Capacity of East Kalimantan Province 2018

The real financial capacity of East Kalimantan Province in 2018 was IDR. 224.493 billion, experiencing a very significant decrease, reaching 63.55% when compared to the real financial capacity of East Kalimantan Province in 2017 of Rp. 615,960 Billion. On the basis of the decreasing real financial capacity of East Kalimantan Province, all Regional Apparatus and District and City Governments are advised to use the existing budget to focus more on super priority programs by using the Money Follow Function policy instead of using the Money Follow Function policy in accordance with the direction of President Joko Widodo (Jokowi).

According to Jokowi, if the budget for each ministry and institution is only in accordance with the function of the position without being followed by priority programs, then the results that the government will provide to the community will not be visible. "Because whether or not the size of the budget that will be provided in the 2017 RKP depends on priority programs," he said. "That's why the order was handed down to the minister. That was a test for the minister," said Darmin at the State Palace, Jakarta, Thursday (11/2/2016). Quoting from the mass media.

Darmin explained that what President Jokowi meant was the spending budget for projects and goods used according to priority programs that had been neatly prepared. Jokowi does not want a budget request first, but there is no priority program.

Kaltim Budget Use Policy

In line with the Central Government's budget usage policy, the East Kalimantan Provincial Government starting in 2017 and the following year has implemented the Money Follow Program policy. The implementation of the Money Follow Program policy by the East Kalimantan Provincial Government certainly aims to increase the efficiency of priority spending for the 2017 and 2018 fiscal years.

The principle of Money Follow program is carried out to secure the allocation of funds for priority programs and increase efficiency for spending on priority programs. Implementation of this approach is carried out by narrowing or focusing on proposed priority programs/activities, integrating various funding sources (Ministries/Agencies, subsidies, grants, Special Allocation Funds, Village Funds and Financing through BUMN), as well as detailed discussions for project preparation.
