Technical guidance for management and dissemination in the context of fostering governance of one Indonesian data

Balikpapan, (05/27/2021). In the framework of management and dissemination of governance, one data of Indonesia Bappeda, East Kalimantan Province, organizes technical guidance in the management and dissemination in the context of fostering governance of Indonesia directly and online at the Golden Tulip Hotel.

This activity was opened by the Head of East Kalimantan Province Bappeda Prof. Dr. Ir. H. M. Aswin, MM and presented resource persons Drs. Oktorialdi, MA, Ph.D. As the Expert Staff of the Minister of PPN in the Field of Equity and Region/Coordinator of the Central Government for one Indonesian data present online, the Head of Planning, Control and Evaluation of Rina Juliati Regional Development, the Geospatial and Balitbang Information Agency of Bontang City. Participants who participated in this event included Bappeda of East Kalimantan Province, Bappeda/Bappelitbangda Regency/City in East Kalimantan, East Kalimantan Province Diskominfo, Regency/City Diskominfo in East Kalimantan and the Central Statistics Agency of East Kalimantan Province.

  1. Speech as well as opening an event by the Head of Bappeda of East Kalimantan Province, Mr. Dr. Ir. H. M. Aswin, M.M said that:
    1. one Indonesian data has been determined through Presidential Regulation No.39 of 2019. One Indonesian data is a government data governance policy to produce accurate, up-to-date, integrated and accountable data Accessed and divided between central and regional agencies through the fulfillment of data standards, metadata, data interoperability, and using reference codes and parent data.
    2. One of Indonesia's data policies is needed as the basis of policy making in the era of information systems and speed in response to changes.
    3. It is expected that in the future the problem of data discrepancy such as the area of ​​overlapping land licensing in East Kalimantan Province can be resolved immediately.
    4. regarding the one Indonesian data, that the Provincial Government of East Kalimantan strongly supports its implementation by continuing to develop a spatial and non-spatial data supply system in East Kalimantan Province.
    5. Resource persons/presenters who fill in this event include:
      1. Expert Staff in the Field of Equity and Region, Coordinator of the Secretariat of the Indonesian Data at the Central Level, Ministry of PPN/Bappenas, Mr. Oktorialdi, Ph.D
        • One Indonesian data aims to make the data owned nationally can be more accurate, not overlapping and uniform.

            • related to geospatial data issuing data standards and geospatial metadata published in the catalog of Indonesian geospatial elements (KUGI) with reference to SNI 8843-1: 2019 and ISO 19131; Work Plan Implementation of Data and Metadata Standards 2021.
            • related to state financial data compiles guidelines for financial data and financial metadata inherent in guidelines for operating financial applications by referring to IFMIS; Work Plan Implementation of Data and Metadata Standards 2021.
          2. related to the reference code and parent data
            • BPS has carried out bridging/relations between the Ministry of Home Affairs, BPS and PT.Pos. The SDI Secretariat is preparing for the SDI forum to agree on the Integrated Administrative Reference Code as a reference for K/L/D.
            • Forum One Indonesian Data (February 1521) agreed that NIK-based Dukcapil data was utilized as a single parent data of the Indonesian population.

          3. related to interoperability
            • Development of Portal One of Indonesia Data in the Clearance process by BSSN and Kemenpan-RB. Portal Data.go.id Beta version has been operating and integrated with 51 K/L/D portals containing 94,690 Dataset.
            • Permenkominfo related to data interoperability services is being reviewed by the Ministry of Communication and Information.
            • with regard to the activity of identifying data in ministries/institutions, currently there are 74 K/L attending data identification activities carried out on April 5-16, 2021, and only around 20 K/ L who have collected data identification forms that can later be processed into data lists.
            • In relation to the role of one data for more optimal regional development planning. The indicators used in each program and activities stipulated in the Regional RKP are synchronized with the validity and availability of data in the area. Good data quality has an impact on program planning, activities and good indicators as well.
      2. Head of Planning and Control of Evaluation of Regional Development of Bappeda Province of East Kalimantan: Mrs. Rina Juliati, S.Si, M.Sc
        • related to the development of a database and geospatial information, the Provincial Government of East Kalimantan has developed one data one map on April 2, 2014.
        • 5 Pillars in the Development of One Data One Map, namely policies with Governor Regulation 41 of 2016; institutions that are under the coordination of the data and information analysis sub -field; human Resources; data standardization; infrastructure and technology.
        • Pergub No. 27 of 2017 concerning Regional Geospatial Information Networks is a follow -up to the existence of PP No. 27 of 2014.
        • Data Production Working Group consists of 25 OPD
        • Until 2020 the thematic geospatial information has been published by the East Kalimantan Provincial Government that has been approved/approved through the data forum.
        • Targets up to 2023 can reach 200 thematic geospatial information that has gone through the Standardization process of Perka Big No.12 of 2013.
        • up to now only 5 (five) districts/cities have jigd namely Kukar, Kutim, Balikpapan, Bontang, Berau. But from the five regions only Kukar and Kutim have been integrated with the province.
        • some areas such as Samarinda, Paser, PPU, Kubar and Mahulu do not have Jigd.
        • Jigd One Map Data Development Plan for the policy aspects will be carried out by the addition of applicative SOPs and Perka; related to institutions will be carried out expanding the scope of the OD-MAP Working Group membership; related to infrastructure & technology will be increased the use of the use of online sharing (geodatabase online); Related to HR will be carried out training in the GIS field according to KUGI, SRGI and Metadata; Related to the standardization of data will be adjusted to the catalog of Indonesian Geographic Elements (KUGI), SRGI and Publications as many as 200 IGT.
      3. Geospatial Information Agency (Big): Mr. Syamsul Hadi
        • The legal basis in the implementation of IG, namely Law No. 4 of 2011 related to geospatial information, Presidential Regulation No. 27 of 2014 related to the National Geospatial Information Network, Presidential Regulation No. 23 of 2021 Article 8 for one map policy, Presidential Regulation No. 39 of 2019, BIG Regulation No. 4 of 2020 Article 46/47 concerning TUPOKSI Center for Management and Dissemination of IG.
        • Steps to fulfill the implementation of geospatial information according to the principle of one Indonesian data, namely compiling data standards in the form of data product specifications.
        • Data standard is a technical requirement or something that is standardized. SNI ISO 19131.
        • Scope of Geospatial Data Management (Permen PPN 16 of 2020) namely data architecture, parent data and reference data.
        • Implementation of the principle of one Indonesian data, namely data product specifications.
        • How to arrange metadata ie data producers produce data according to standards and fill in data quality information into metadata; Walidata completes metadata with information on quality assurance results and disseminating data and metadata (catalogue service for web).
        • data quality consists of quality control, quality evaluation and quality assurance.
        • In the quality evaluation stage consisting of logical consistency, compleleness, positional accuracy, thematic accuracy, temporal quality, usability element.
      4. Bappeda City of Bontang: Mr. Muji Esti Wahyudi, ST, M.Sc
        • 90% of government activity has a spatial element, and 65% of government activity uses spatial elements as the main identification.
        • geospatial data and information are not easy to develop because most of the data owned is limited to tabular data and does not have coordinate points.
        • All development activities must be planned based on spatial and non-spatial data as well as other accurate and accounted information as mandated in Law No. 25 of 2004 concerning the National Development Planning System.
        • from 2013 to 2021 Bontang City consistently carried out a number of activities in the context of developing geospatial information (Geoportal Bontang City) based on 5 (five) aspects of policy, data, institutions, human resources , and technology.
