Technical Guidance on Financial Reconciliation of Bappeda, East Kalimantan Province

Balikpapan, (06/09/2024) - Bappeda Provincial. East Kalimantan, through the Finance Sub-Section, held a Financial Reconciliation Technical Guidance event which invited all financial administration management staff and field operators and the secretariat of the Provincial Bappeda. East Kalimantan.
The event which was held at Swiss-Bell in Hotel Balikpapan raised 2 (two) main topics, namely first, Uniformity in the format of down payment requests and money change requests, and second, Procedures for Making Complete SPJ Files with the speaker being Ms. Farisa, SE. As Expenditure Treasurer and H. Mukti Ali as Technical Implementing Officer for the Financial Sub Division of Bappeda Provincial. East Kalimantan.

The event began with an introductory speech from Mr. Agus Hendra as Assistant Expenditure Treasurer as Moderator, conveying the importance of this technical guidance in increasing participants' understanding of the importance of uniformity in the format of down payment requests and money change requests as well as procedures for making complete SPJ files correctly and in accordance with applicable regulations.

In the first session Mrs. Farisa, SE emphasized that requests for down payment for activities are made to ensure that there are funds available in advance to support the implementation of an activity, the objectives are:
1. Simplifies Financial Administration: Makes financial recording and reporting easier, because cash advances allow for more structured recording of expenses related to certain activities.
2. Efficiency and Effectiveness: Increase the efficiency and effectiveness of activities by ensuring that all urgent needs can be met immediately without having to wait for a longer financial administration process.
3. Better Financial Management: Assists in budget management and financial planning, so that better supervision and control can be carried out over the use of funds.

In the second session, H. Mukti Ali in his technical guidance presentation emphasized:
1. Compiling SPJ Files: Detailed steps in compiling SPJ files, including documents that must be attached, such as notes, invoices, activity reports and proof of payment.
2. File Format and Structure: Explanation of the format and structure that must be followed in creating an SPJ file, including numbering, document grouping, and signing.
3. Regulatory Provisions: Discussion of the latest regulations and policies related to the creation of SPJ, so that the documents prepared are in accordance with applicable regulations.
4. SPJ Archive Management: How to properly manage SPJ archives, including storage, security and accessibility of documents.

In the third session, Direct Practice was carried out, where:
1. Participants are given a simulation case to compile the SPJ file from start to finish.
2. In the simulation, participants are accompanied by an assistant expenditure treasurer.
3. Each participant or group then presents the results of their work, followed by evaluations and suggestions for improvement from the resource person.

This activity is expected to increase efficiency and transparency in financial management at the Provincial Bappeda office. East Kalimantan, for the implementation of this technical guidance, it is also hoped that it can increase accuracy and efficiency in creating SPJ files, so that it can support transparency and accountability in financial management in the field and secretariat of the Provincial Bappeda. East Kalimantan. and it is also hoped that there will be follow-up to this technical guidance, namely:
1. Participants can apply the procedures they have learned in their daily work.
2. Periodic evaluations will be held to ensure that the procedures for creating SPJ files are implemented in accordance with the guidelines that have been provided.
3. It is recommended to create a special team or person in charge who will supervise the process of preparing and managing the SPJ in each work unit.
