FGD Implementation of Space Utilization Program in the Domain of Synchronization of Space Utilization Program on Kalimantan Island

Samarinda, 16 June 2021, 09.00 WITA. Bappeda of East Kalimantan Province, represented by the Infraswil Division, attended the FGD activity on the implementation of space utilization programs in the realm of synchronizing space utilization programs on the island of Kalimantan which was held at the Aston Samarinda hotel. This meeting was attended by 35 participants (offline) and 27 participants (online).

Resources presented at this event included the Directorate of Spatial Planning and Disaster Management, Ministry of National Development Planning/BAPPENAS, Anang Budi Gunawan; Head of the Spatial Planning Division of the East Kalimantan Province PU-PERA Service, Ahmad Muzakkir representing the Head of the East Kalimantan Province PU-PERA Service; as well as the Directorate General of Regional Development of the Ministry of Home Affairs, Director of Synchronization of Government Affairs I, Nita Sosiawati.

Synchronization of planning is a necessity in the context of decentralization, in order to align and build synergy between programs and activities at the national and regional levels. Synchronization between long-term, medium and annual planning needs to continue to be carried out in order to maintain consistency of programs and activities to achieve the development vision and on the other hand increase the relevance and adaptation of programs/activities to environmental dynamics. Communication between parties is key and ownership needs to be built so that agreements in planning forums can be implemented effectively. The East Kalimantan Province Major Projects that are the focus are the Development of the National Capital City (IKN), the Development of Palm Oil-Based Green Fuel Renewable Energy, the Construction of B3 Waste Processing Facilities, and the Construction and Development of Oil Refineries.

In accordance with PERDA Number 1 of 2016 concerning the RTRW of East Kalimantan Province for 2016-2036, the aim of East Kalimantan spatial planning is "Creating Provincial Regional Space that supports Fair and Sustainable Green Economic Growth based on Agro-industry and Environmentally Friendly Energy". East Kalimantan's five spatial planning policies include 1. Development of productive oil and gas and coal economic sectors with high added value and environmental insight; 2. Development of superior sectors that can be renewed such as: agriculture, tourism; 3. Realization of space that is synergistic with green economic growth; 4. Realization of equal distribution of development results and services for all communities and energy; 5. Realization of sustainable development by maintaining harmonization of economic, investment and social activities by considering carrying capacity and environmental sustainability as well as supporting political and defense and security aspects.

The problem of realizing space utilization in East Kalimantan is related to overlapping authority in realizing space utilization; harmonization of spatial plans with development plans; the formulation of development plan programs is not yet fully spatially based; sectoral ego, and difficulties in determining development priority scales.

To achieve synchronization of the East Kalimantan Province space utilization program, cross-sector coordination (central and regional) is required; Synchronization, prioritization, common perception, agreement and commitment are required; Encourage the creation of a unified perspective in preparing programs related to the provision of basic infrastructure for regional development in prioritized areas in accordance with the direction of the spatial planning plan. The focus is on regional targets whose development will be encouraged; and Monitor the substance of the RTR so that it is accommodated in the RKP.

In implementing the evaluation of the Draft Regional Regulation on RPJPD and RPJMD, synchronization and harmonization were carried out with RTRWN, RPJPN, RPJMN, Provincial/Regency/City RTRW, Provincial/Regency/City RPJPD, and Provincial RPJMD. (Permendagri 86/2017). The challenge that occurs is that the Regional RTR has not been fully used as a reference in implementing development by the Department (Sector) in the Region. The obstacle that occurs is that the location of activities stated in the Docrenda is generally not specifically stated in accordance with the RTRW/RDTR. The preparation of Development Planning Documents must be guided by the Spatial Planning Plan by synchronizing space utilization programs into regional development plan documents.
