JICA and Bappeda Kaltim Discuss the Tri-City Concept in the Presentation of JICA Data Collection and Survey in East Kalimantan Province
Samarinda (16/05/2024), Bappeda of East Kalimantan Province facilitated a visit by the Japan International Cooperation Agency (JICA) to present Data Collection and Survey in East Kalimantan Province regarding the Development of the Tri-City Concept. The meeting was held in the Regional Police Meeting Room of the East Kalimantan Province Bappeda Office, attended by representatives from Bappenas, JICA, East Kalimantan DPUPR, East Kalimantan Province Transportation Agency, and the Infrastructure and Regional Sector of the East Kalimantan Province Bappeda.
During the meeting, JICA presented the results of a study on the situation and challenges of each Tri-City city, the Tri-City Development Plan Concept Draft, the Tri-City Development Concept Initiative, and examples of collaboration between cities in several countries in realizing their respective development goals.
Some of the main topics discussed include accessibility and connectivity between the Three Cities, Waste Management and Control, Energy Transition, and Industrial Clusters.
JICA proposes the development of efficient connectivity and mobility with the "10 minute city" concept to accommodate the increasing population in the cities of Balikpapan and Samarinda. 10 minutes city, aka a city designed with public transportation facilities that make it possible for residents to reach public transportation facilities within 10 minutes. Apart from that, the connectivity and accessibility sectors between the three cities are proposed to be based on green infrastructure.
Tri-City development is also proposed to build an integrated, inclusive, harmonious area and reduce disparities (No one is left behind) between the City and the Village.
In terms of waste management, JICA emphasizes coordination in the process of collecting, disposing and managing waste as well as the need for waste management policies such as Reduce, Reuse, Recycle (3R) and Landfill mining to extend the life of Final Disposal Sites (TPA).
Landfill Mining is a waste management strategy in landfills which aims to provide land that can be reused, by mining old waste that is at least six years old and reusing the waste resulting from the mining.
These policies must be strengthened to extend the life of existing and new landfills as an effort to manage landfill capacity.
To create a sustainable region and a prosperous society, Tri-City is expected to be able to add to and combine existing Industrial Clusters by coordinating between central, provincial and district and city levels to attract foreign and domestic investment.
Meanwhile, in the energy supply and energy transition sector, it is proposed to build renewable energy generation and transmission with an integrated infrastructure network Tough and durable to ensure low-carbon and uninterrupted power supply.
Thus, this meeting was the first step in realizing the construction of the Tri-City project as a joint effort in realizing the vision of sustainable, inclusive and quality Tri-City development for all the people of East Kalimantan.
