Zairin Zain, who is the former Head of the East Kalimantan Province Transportation Service and Head of the East Kalimantan Province Setwilda Public Relations Bureau, said that one way to overcome the budget problem which experiences a decline every year is that the most appropriate program and in accordance with the policies of the Central Government, namely the policy in budget management, is the Money Folloy Program Policy which focuses more on financial management and only focuses on priority development programs that have a direct impact on people's welfare. The previous policy was money follows function. The Money Follower Program's policy approach is holistic, automatic, integrated and partial and secures more priority matters.

The principle of Money Follow program is carried out to secure the allocation of funds for priority programs and increase efficiency for spending on priority programs. Implementation of this approach is carried out by narrowing or focusing on proposed priority programs/activities, integrating various funding sources (Ministries/Agencies, subsidies, grants, Special Allocation Funds, Village Funds and Financing through BUMN), as well as detailed discussions for project preparation.
Based on the 2013-2018 East Kalimantan RPJMD in the 2018 budget year, the development priorities were 12 programs, then focused on the 2018 RKPD to 6 sector development priorities include:
1. Education and Health;
2. Acceleration of poverty alleviation;
3. Expansion of employment opportunities;
4. Community economic development;
5. Agribusiness Development and
6. Improving the Quality of Basic Infrastructure.

While the priority programs were originally 119 according to the 2013-2018 East Kalimantan RPJMD, then the 2018 RKPD Kaltim was focused on becoming 29 priority programs.
The policy of using the Money Follow Program budget is a policy of the Central Government, so the East Kalimantan Provincial Government as an extension of the Central Government starting in 2017 and the following year has implemented the Money Follow Program policy, no longer using money follow. function. The implementation of the Money Follow Program policy by the East Kalimantan Provincial Government certainly aims to increase the efficiency of priority spending for the 2017 and 2018 fiscal years.
