Formation of the East Kalimantan Province DPRD Special Committee regarding the Draft Regional Regulation on Amendments to PERDA No. 9 of 2016 concerning the Formation and Composition of Regional Apparatus of the East Kalimantan Province

Samarinda, 11/08/2020. The 20th Plenary Session of the 2020 East Kalimantan Provincial DPRD was held virtually via a Zoom meeting which was attended by meeting participants from the East Kalimantan Provincial Government and members of the East Kalimantan Provincial DPRD resulting in an agreement on the formation of a Special Committee for the East Kalimantan Provincial DPRD regarding the Draft Regional Regulation on Amendments to PERDA No. 9 of 2016 concerning the Formation and Composition of Regional Apparatus of East Kalimantan Province.

Discussion at the 20th Plenary Session of the East Kalimantan Provincial DPRD with the first two agendas. The Governor's response/answer to the general view of the DPRD factions regarding 4 regional regulations. second, the formation of a special committee for the DPRD of East Kalimantan Province and assignment to a field commission." Delivered by the Chairman of the East Kalimantan DPRD (Drs. H. Makmur Hapk, M.M.) as chairman of the Plenary session.

Virtually present at this meeting were the Governor of East Kalimantan, Deputy Chair and Members of the East Kalimantan DPRD, Members of the Regional Leadership Coordination Forum, Acting Regional Secretary of East Kalimantan Province, Council Secretary and his staff, and Head of OPD within the East Kalimantan Provincial Government and from BAPPEDA of East Kalimantan Province represented by the Head of Sub Field of Data and Information Analysis, Agus Taswanto.

In accordance with the first agenda at this plenary meeting, the Governor of East Kalimantan, represented by the Assistant General Administration of the East Kalimantan Provincial Secretariat, H. Fathul Halim, expressed his response to the DPRD's views on changes to East Kalimantan Provincial Regulation number 9 of 2016 concerning the formation and composition of Regional Apparatus, the second amendment to Regional Regulation number 1 of 2012 concerning General Services Levy, the second amendment to Regional Regulation number 2 of 2012 concerning Business Services Levy, and the second amendment to regional regulation number 3 of 2012 concerning Certain Licensing Levy.

Then the meeting continued with the second agenda, namely the formation of a Special Committee for the East Kalimantan Provincial DPRD and the Assignment to the Sector Commission. The Draft Decree of the East Kalimantan Province DPRD was read by Plh. BOARD SECRETARY (Dra. Hj.Norhayati US, M.Si), which was then approved by acclamation by all meeting participants and determined by the meeting chairman. A total of 15 people from various factions (Golkar, PDIP, Gerindra, PAN, PKB, PPP, PKS, Democrat Nasdem factions) were proposed by the factions to the DPRD leadership to become members of the special committee to discuss the Draft Regional Regulation on Amendments to East Kalimantan Province Regional Regulations Number 9 of 2016 concerning the formation and composition of Regional Apparatus.

Before closing the plenary session, the Chairperson of the Meeting reiterated the agenda for the session, including the Formation of a Special Committee for the East Kalimantan Provincial DPRD to Discuss the Draft Regional Regulation on Amendments to East Kalimantan Provincial Regulation No. 9 of 2016 concerning the Formation and Structure of East Kalimantan Province Regional Apparatus and the Assignment of Commission II (Two) as Discussors of 3 (Three) Draft Regional Regulations concerning:
1. Second Amendment to Regional Regulation No.1 of 2012 concerning Public Service Levy
2. Second Amendment to Regional Regulation No.2 of 2012 concerning Business Services Levy.
3. Second Amendment to Regional Regulation No.3 of 2012 Concerning Certain Licensing Levy.

"I hope that the relevant commissions and members of the special committee can immediately work to complete the discussion of the draft regional regulations by involving relevant agencies in order to perfect the draft regional regulations in question, bearing in mind that the maximum time limit for discussing draft regional regulations is 3 (three) months in accordance with the rules and regulations of the DPRD of East Kalimantan Province."
