East Kalimantan Poverty Alleviation Program

Balikpapan, Thursday 8/10/15. While in the second term of leadership, the Governor of East Kalimantan, DR.H. Awang Faroek Ishak - H.M Mukmin Faisal HP In 2013 - 2018, the poverty conditions for the period in September 2014 saw a reduction in the percentage of poor people, namely 6.31% or 252,682 people and in 2015 it decreased again to 6.23%. Even though this condition has placed East Kalimantan in the 7th (seventh) lowest position nationally, hard work is still needed from all stakeholders to achieve the target according to the 2013-2018 East Kalimantan RPJMD of a poverty rate of 5% in 2018.

This was expressed by the East Kalimantan Governor's Expert Staff for People's Welfare and Acceleration of MDGs Achievement, Ir. Hj. Halda Arsad, MM together with Plh. Head of East Kalimantan Provincial Bappeda and the National Team for the Acceleration of Poverty Reduction (TNP2K) at the 2015 East Kalimantan Province Acceleration of Poverty Reduction Coordination Team Meeting (TKPKD) within the scope of the East Kalimantan Province Integrated Information System (SIMPADU) in 2015 in the meeting room on the 8th floor of the Gran Senyiur Hotel, Balikpapan City, attended by participants from all SKPDs within the East Kalimantan Provincial Government and Regency/City Bappeda throughout East Kalimantan.

The Governor's Expert Staff in the field of People's Welfare and Accelerating the Achievement of the MDGs conveyed that the results of the TKPK meeting on 26 September 2014 in Balikpapan had agreed to Revitalize the Institution and Role of TKPK Provinces and Regencies/Cities throughout East Kalimantan with the hope that the stronger the TKPK institution, the more effective it would be in accelerating poverty reduction in the regions.

Furthermore, the Governor's Expert Staff said that the main objective of today's meeting was as a follow-up to the TKPK meeting in 2014, namely: Institutional Revitalization and the Role of TKPK Provinces and Regencies/Cities throughout East Kalimantan in efforts to achieve priority development targets for poverty reduction in the 2013 - 2018 RPJMD.

In the 2013 - 2018 East Kalimantan Province RPJMD, 14 (fourteen) strategic poverty reduction programs have been accommodated across SKPD, including:
1. Poverty Alleviation Program in the Social Welfare Sector to measure the Poverty Depth Index;2._peserta_rapat
2.Poverty Alleviation Program in the Social Welfare Sector;
3.Poverty Alleviation Program in the Field of Employment;
4.Poverty Alleviation Program in the Field of Community Empowerment;
5.Health Services Program for the Poor;
6.Poverty Alleviation Program in the Health Sector;
7.Partnership Program for Improving Health Services;
8.Poverty Alleviation Program in the Sector of Women's Empowerment;
9.Program Poverty Alleviation Program in the Sector of Education;
10.Poverty Alleviation Program in the Sector of Basic Facilities and Infrastructure for Settlements;
11.Poverty Alleviation Program in the Sector of Food Crops Agriculture;
12.Poverty Alleviation Program in the Sector of Disaster Management;
13.Poverty Alleviation Program in the Sector of Animal Husbandry;
14.Poverty Alleviation Program in the Sector Forestry.

Of the 14 East Kalimantan Province Poverty Alleviation Strategic Programs based on the 2013-2018 RPJMD which are in the SKPD scope of the East Kalimantan Provincial Government with an indicative ceiling for 5 years (2013-2018) of IDR. 925.91 billion and based on the 2013-2018 East Kalimantan RPJMD ceiling of Rp. 17.2 Trillion.

In addition to the poverty alleviation strategic program above, there are still several programs based on other SKPD main tasks and functions that are able to accelerate the achievement of poverty alleviation program outcome indicators, including the Department of Transportation, the Tourism Service, the Maritime Affairs and Fisheries Service and other SKPD. These programs need to receive joint attention to accelerate the achievement of their outcome indicators.

Concrete steps for the revitalization of Provincial and Regency/City TKPKs in the period 2015 - 2018 are as follows:
1. Encourage and ensure that the Provincial poverty reduction strategy. East Kalimantan in 2014 - 2018 is in line with the 2013 - 2018 RPJMD and 2015 - 2019 RPJMN.
2. Maintain and ensure that the poverty alleviation program which has been contained in the RPJMD of East Kalimantan Province for 2013 - 2018 remains consistently explained and referred to in the SKPD and RKPD Strategic Plans as well as the SKPD Renja in a comprehensive manner (per cluster);
3. Encourage and maintain that the planning and budgeting process produces APBD that is relevant and effective for poverty alleviation;
4. Carry out monitoring and monitoring implementation of poverty reduction programs in Provinces and Districts/Cities;
5. Prepare and submit the 2015 Regional Poverty Reduction Implementation Report (LP2KD) in a complete and timely manner which will serve as input for TNP2K.
