Synergy of the East Kalimantan Poverty Alleviation Program

Balikpapan, Thursday, 28/07/2016. East Kalimantan Province's accelerated poverty alleviation program must synergize between Regional Work Units (SKPD) within the East Kalimantan Provincial Government as well as with other institutions including the Central Government and other institutions.

This was stated by the Head of Bappeda for East Kalimantan Province, DR. Ir.H. Zairin Zain, M.Si when delivering a presentation at the Coordination Meeting for the Acceleration of Poverty Reduction in East Kalimantan Province in 2016 with the theme "Optimizing the Implementation of the Integrated Poverty Alleviation Program Towards Prosperous East Kalimantan" with the title "Report on MDGs Achievements in 2015 and Achievements in the Implementation of the Poverty Alleviation Program for the 2nd Year of RPJMD 2013 - 2018 East Kalimantan Province" in the meeting room of the Hotel Le Grandeur Balikpapan attended by participants from SKPD scope The East Kalimantan Provincial Government is approximately one hundred people.

Furthermore, Zairin Zain said that accelerating poverty reduction cannot be done using only statistical data because it is always changing. Handling poverty alleviation must use door to door services for the poor so that the desired targets are targeted. Apart from handling poverty, programs that directly touch on benefits to the community must also be integrated between programs. Strategic issues of poverty in East Kalimantan include: 1). Geographical Conditions: Inland, Rural, Remote and Outermost; 2). Low Availability of Basic Infrastructure; 3). Poverty in Rural Areas is Higher than in Urban Areas; 4). Population Migration; 5). Low Competitiveness of Human Resources; 6). Rampant layoffs; 7). Impact of National and Regional Economic Turmoil.

Of the 12 priority development programs of the East Kalimantan Provincial Government in 2016, handling the acceleration of poverty alleviation is in third position, including: 1). Improving the Quality of Education Delivery; 2). Improving the Quality of Health Services; 3). Acceleration of Poverty Alleviation; 4. Increasing and expanding employment opportunities; 5). Community Economic Development; 6). Acceleration of Economic Transformation; 7). Fulfilling Environmentally Friendly Energy Needs; 8). Agribusiness Development; 9). Increasing Food Production; 10). Improving the Quality of Basic Infrastructure; 11). Bureaucratic Reform and Government Governance; 12). Improving the Quality of the Environment.

Zairin Zain at the end of his presentation said that considering the slowdown in economic growth both locally and nationally in the 2016 fiscal year and the results of identifying obstacles/problems, in order to achieve the target The performance of the East Kalimantan Province Poverty Alleviation Program in 2016 recommended several strategies, including: 1). Focus on targets through empowering poor communities to access basic needs (food, education and health); 2). Synergize programs across SKPD and District/City; 3). Optimizing Poverty Alleviation Budget Allocations; 4). Program Targets Refer to PPLS 2015; 5). Adjusting the Performance Targets to be Achieved; 6). Utilizing alternative financing through Dekon Funds and CSR.

The objectives of the coordination meeting to accelerate poverty reduction in East Kalimantan Province in 2016 include: 1). Coordination meeting related to poverty alleviation in East Kalimantan as mandated in Presidential Regulation Number 15 of 2010 concerning the Acceleration of Poverty Reduction which has been amended to become Presidential Regulation Number 96 of 2015; 2). Socialization of the Sustainable Development Goals (TPB/SDGs) plan for the 2016 – 2030 period, which is a continuation and refinement of the MDGs for the 2010 – 2015 period. This is a follow-up to the President's direction at the Cabinet Meeting on 23 December 2015.

Accelerating poverty reduction is the 3rd priority of 12 development priorities in the 2013 – 2018 East Kalimantan RPJMD and in order to achieve this, it is pursued through the 2nd mission, namely Realizing Community Economic Competitiveness Based on Natural Resources and Renewable Energy; goal 2 "Improving Welfare and Equalization of Community Income" and goal 6 "Reducing poverty levels".

The government realizes that in order to achieve the target of "reducing poverty levels" it cannot be assigned to just one SKPD. Therefore, the 2013 - 2018 RPJMD has included "14 priority poverty reduction programs" which are cross-sector and cross-SKPD programs. Thus, concern, integration and sharing of active roles is needed from each stakeholder in achieving these common goals and targets, and no less important is the need for contribution and support from districts/cities throughout East Kalimantan.

Furthermore, regarding regional support for implementation plans and plans for achieving TPB/SDGs (Continuation of MDGs) indicators, in general the planned goals and indicators of TPB/SDGs (17 goals, 169 targets and 240 indicators) have largely been integrated with the 2013 – 2018 RPJMD. However, more technical details will be discussed at a later stage during the preparation of the TPB/SDGs Regional Action Plan (RAD) as a form of regional contribution to the TPB/SDGs National Action Plan (RAN).

The achievements of the East Kalimantan Province Poverty Alleviation Program in the last 4 years (2013 – 2016) for the March period showed fluctuating developments, namely: in 2013 it was 6.06% (initial condition), in 2014 the realization was 6.42% of the target of 6.00%, in 2015 realization amounted to 6.23% of the target of 5.75% and in 2016 the realization was 6.11% of the target of 5.35%, meanwhile the RPJMD year-end target in 2018 was 5.00%.

If we compare the period September 2015 – March 2016, there was an increase in the number of poor people by 2,940 people, namely from 209,980 people to 212,920 people or 0.01%, namely from 6.10% to 6.11%.

East Kalimantan's MDGs achievements from 7 Goals, 14 Targets and 56 Indicators in the final period of 2015 are as follows: a). 25 indicators have been achieved; b). 25 indicators will be achieved (On Track); c).
