Comparative Study of R&D Bappeda of North Kalimantan Province to Bappeda of East Kalimantan Province
Samarinda, (26/04/2024) The North Kalimantan Research and Development Agency (Bappelitbang) conducted a comparative study with the East Kalimantan Regional Development Planning Agency (Bappeda). This study focuses on calculating the formation of functional planning positions and implementing cascading performance in the Bappeda of East Kalimantan Province.
During his visit to the East Kalimantan Bappeda, the Secretary and Acting Head of the North Kalimantan Bappelitbang, Bertius, S.Hut. T. expressed his gratitude for the willingness of the East Kalimantan Bappeda to accept the visit of the North Kalimantan Bappelitbang and share knowledge related to planning calculations and performance management. He added that he had great hopes for continuing to establish synergy and good friendship for fellow brothers and sisters on the island of Kalimantan.
The visit was welcomed by the Secretary of the East Kalimantan Bappeda, Saur Parsaoran T., S.Pi, MEMD. In his speech, he stated that it was an honor to be visited by the North Kalimantan Bappelitbang with the aim of conducting a comparative study with the East Kalimantan Bappeda. He stated that East Kalimantan Province was the first province to successfully complete the calculation of functional positions based on the calculation of the new regulations. Humbly, the East Kalimantan Bappeda is ready to accompany the North Kalimantan Bappelitbang in calculating the formation of functional planning positions.
Calculation of the functional position formation of planners is key in ensuring that workers in the planning field have qualifications that suit job demands. The method used includes bezetting analysis or position maps in the planning unit which are based on planning documents.
The stages of preparing the calculation for the Functional Position of the Planner include calculating needs, proposing, verifying, validating, determining and reporting needs. Recommendations resulting from this study will be submitted for approval by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB) and validated by the National Development Planning Agency (Bappenas) through the Center for Leadership Coaching and Development (Pusbindiklatren).
Next, the East Kalimantan Bappeda explained the implementation of performance cascading. In this case, the East Kalimantan Bappeda refers to Permendagri 86 of 2017 concerning Procedures for Planning, Controlling and Evaluation of Regional Development, Procedures for Evaluation of Draft Regional Regulations Concerning Regional Long-Term Development Plans and Regional Medium-Term Development Plans, as well as Procedures for Amendments to Regional Long-Term Development Plans, Regional Medium-Term Development Plans and Regional Government Work Plans.
The meeting closed with a commitment to continue collaborating and sharing knowledge as a common goal in developing the region. With the spirit of synergy that exists, it is hoped that the results of this comparative study will provide a significant positive contribution to the planning and implementation of development policies.
