COMPARATION STUDY OF BAPPEDA LITBANG CALTARA PROVINCE TO BAPPEDA East Kalimantan Province

Samarinda, (26/04/2024) Kaltara Research and Development Agency (Bappelitbang) conducted a comparative study to the East Kalimantan Regional Development Planning Agency (Bappeda). This study is focused on calculating the functional position formation of the planner and implementation of the performance cascading in the East Kalimantan Province Bappeda.

During his visit to East Kalimantan Bappeda, Secretary and Acting Acting (Plt.) Head of Bappelitbang Kaltara, Bertius, S.Hut. T. thank you for the willingness of Bappeda East Kalimantan for receiving a visit from the Kaltara Bappelitbang and sharing knowledge related to the calculation of planning and performance management. He added that his great hopes to continue to establish good synergy and friendship for fellow brothers in Pulau Kalimantan.

The visit was welcomed by the Secretary of the East Kalimantan Bappeda, Saur Parsaoran T., S.Pi, Memd. In his remarks, he stated that it was an honor visited by Bappelitbang Kaltara in the aim of conducting comparative studies to Bappeda East Kalimantan. He stated that the Province of East Kalimantan was the first province to successfully complete the calculation of functional positions based on the concern of new rules. With humble, East Kalimantan Bappeda was ready to accompany the Kaltara Bappelitbang in terms of calculating the formation of the functional position of the planner.

Calculation of Functional Position Planning Formation is the key in ensuring that the workforce in the field of planning has qualifications that are in accordance with the demands of the work. The method used includes bezetting analysis or position map in the planning unit based on planning documents.

Stages of preparing the calculation of functional position planning include calculation of needs, proposals, verification, validation, determination, and reporting of needs. Recommendations resulting from this study will be submitted to be approved by the Ministry of Administrative Reform and Bureaucracy Reform (Kemenpan RB) and validated by the National Development Planning Agency (Bappenas) through the Center for Leadership Development and Development (Pusbindiklatren).

Furthermore, Bappeda East Kalimantan explained about the implementation of performance cascading. In this case, East Kalimantan Bappeda refers to Permendagri 86 of 2017 concerning Procedures for Planning, Control and Evaluation of Regional Development, Procedures for Evaluating Regional Regulations on Regional Long -Term Development Plans and Regional Medium -Term Development Plans, as well as Procedures for Changes to Regional Long -Term Development Plans, Regional Medium -Term Development Plans, and Regional Government Work Plans.

The meeting was closed with a commitment to continue to collaborate and share knowledge as a common goal in developing the region. With the spirit of synergy that exists, it is hoped that the results of this comparison study will make a significant positive contribution to the planning and implementation of development policies.
