Webinar on Policy & Program Innovation for Handling Out-of-School Children: Good Practices from the Regions

Samarinda, (18/12/2020). Head of Subdivision for Human Resources Development, Bappeda, East Kalimantan Province, Hj. Nani Nuraini, ST, MT took part in the Virtual Webinar on Policy & Program Innovation for Handling Out-of-School Children: Good Practices from the Regions.

12 years of compulsory education is set as one of the priorities for educational development, this is Nawacita as stated in Presidential Regulation Number 2 2015 concerning the 2015-2019 Medium Term Development Plan (RPJMN).

The government has made various efforts to provide Indonesian children with the opportunity to obtain an education and receive useful training. Through the implementation of various programs, the Government has increased the net enrollment rate (APM) at the primary school education level (SD/MI equivalent) which reached 93% in 2017/2018, and for junior secondary level (SMP/MTS equivalent) reaching 77% in the same academic year. However, considering the large population of school-age children in Indonesia, there are still a number of challenges that need special attention in efforts to achieve the 12 Year Fair target. One of the biggest challenges is the large number of Out-of-School Children (ATS) in Indonesia. According to 2017 Susenas data, it is estimated that there are 4.4 million school age children (7 – 18 years) who are not in school.

The National Strategy for Handling Out-of-School Children (Stranas ATS) aims to ensure strengthening, improvement, expansion and coordination better and more effective than various government and community programs and initiatives to meet the education and training needs of children in Indonesia

Submitted by Nani The Java region is the largest contributor to ATS cases, which are in disadvantaged family groups and rural areas. Most ATS occur because they are related to economic problems.

He further explained the problems in handling ATS, including that many regions have implemented a retrieval program, but the implementation has not taken place simultaneously, The implementation of the new retirement program is an 'incidental' program, so sustainability is not yet optimal; The implementation of the retrieval program is not yet based on definite ATS data, and is based on a well-planned framework/target.

Nani also conveyed several good practices from the Pangkeb Regency area with the Boat Class (KP) program. Boat Class is an educational service provided to students who go to sea on a boat which is used as a learning place using an independent learning system and assisted by parents or other family, using Student Worksheets (LKS) as the main learning medium.
