DUTIES AND FUNCTIONS OF THE REGIONAL DEVELOPMENT PLANNING AGENCY OF EAST KALIMANTAN PROVINCE
Based on Governor's Regulation (PERGUB) Number 43 of 2023 concerning the Organizational Structure, Duties, Functions and Work Procedures of the Regional Development Planning Agency of East Kalimantan Province, namely:
Bab 28
DEVELOPMENT PLANNING AGENCY AT SUB-NATIONAL LEVEL
Article 755
The Regional Development Planning Agency is led by a Head of the Agency who in carrying out his duties is located below and is responsible to the Governor through the Regional Secretary.
Article 756

The organizational structure of the Regional Development Planning Agency consists of the Head of the Agency in charge of:

Head

The Secretariat supervises:
- Program Planning Subdivision;
- General Subsection; And
- Functional Position Group.
- The Regional Development Planning, Control and Evaluation Sector is in charge of the Functional Position Group;
- The Government and Human Development Sector is in charge of the Functional Position Group;
- The Economic and Natural Resources Sector is in charge of the Functional Position Group; And
- The Infrastructure and Regional Sector is in charge of the Functional Position Group.

The Organizational Structure Chart of the Regional Development Planning Agency as intended in paragraph (1) is listed in Appendix XXVII which is an inseparable part of this Governor's Regulation.
Paragraph 1
Head
Article 757
The Head of the Agency has the task of assisting the Governor in carrying out Government Affairs which fall under regional authority in the field of regional planning and development.
Article 758
In carrying out the duties as referred to above, the Head of the Agency carries out supporting functions within the authority of the Region including:
-
formulation of technical policies in the planning sector in accordance with the strategic plan established by the Regional government;
-
planning, coordinating, developing and controlling technical policies in the planning sector;
-
implementation of government affairs and public services in the planning sector;
-
directing the implementation of subordinate duties in accordance with duties, responsibilities, problems and obstacles as well as applicable provisions for the accuracy and smooth implementation of duties;
-
formulation, planning, guidance and control of technical policies in the field of planning, control and evaluation of regional development
-
formulating, planning, developing and controlling technical policies in the field of government and human development;
-
formulating, planning, developing and controlling technical policies in the field of economics and natural resources;
-
formulating, planning, developing and controlling technical policies in the infrastructure and regional sectors;
-
carrying out secretarial affairs;
-
implementer of the Regional Technical Implementation Unit;
-
development of Functional Position Groups; And
-
implementation of other functions and duties assigned by the Governor related to his duties.
Article 759
In carrying out the functions as intended in Article 758 the Head of the Agency has a job description:
-
formulate work programs within the agency based on the agency's strategic plan as a guide for implementing tasks;
-
coordinate the implementation of tasks in accordance with established programs and leadership policies so that work targets are achieved according to plan;
-
developing subordinates by holding regular meetings and guidance to obtain the expected performance;
-
directs the implementation of subordinates' tasks in accordance with their duties, responsibilities, problems and obstacles as well as applicable provisions for the accuracy and smooth implementation of tasks;
-
implementing technical policies for planning, controlling and evaluating regional development
-
implementing technical government and human development policies
-
implementing technical economic and natural resource policies
-
implement technical infrastructure and regional policies
-
evaluate the implementation of subordinates' tasks by comparing plans with activities that have been implemented as material for reports on future activities and plans;
-
prepare reports on the implementation of tasks in accordance with the activities that have been carried out as part of the agency's accountability; And
-
carry out other official duties given by the Governor both verbally and in writing.
Paragraph 2
Secretariat
Article 760

The Secretariat is led by a Secretary who in carrying out his duties is under and responsible to the Head of the Agency.

The secretariat as intended in paragraph (1) has the task of carrying out the preparation of materials for policy formulation, coordination, program planning and reporting, general affairs and public relations, personnel, management, equipment, financial administration, asset management, and coordinating the implementation of development plan deliberations.
Article 761
In carrying out the duties as intended in Article 760 paragraph (2) the Secretary carries out the functions:
-
preparation of materials for coordination of program planning, monitoring, evaluation and reporting;
-
preparation of general administration and personnel coordination materials, management, equipment and maintenance, legal and public relations as well as public complaints;
-
preparation of materials for coordination of budget preparation, treasury, verification and financial accounting as well as management of state/regional property;
-
distributing and providing instructions for implementing tasks to subordinates; And
-
Implementation of other functions and duties assigned to the head of the body.
Article 762
In carrying out the functions as intended in Article 761 the Secretary has a job description:
-
compile plans for agency activity programs and prepare secretariat program plans for agencies in accordance with leadership instructions as a guide for implementing tasks;
-
distribute tasks to subordinates in accordance with the assigned tasks and responsibilities so that the tasks assigned can run effectively and efficiently;
-
distribute and provide instructions for carrying out tasks to subordinates within the Secretariat in accordance with applicable regulations and procedures so that errors do not occur in carrying out tasks;
-
carry out financial administration management based on applicable regulations;
-
organize asset and inventory management;
-
carry out management of general administration and equipment/sarpras;
-
carry out personnel management;
-
carry out management;
-
carrying out public relations and protocol management;
-
Evaluate the implementation of subordinates' tasks by comparing plans with activities that have been implemented as material for reports on future activities and plans;
-
prepare reports on the implementation of tasks in accordance with the activities that have been carried out as accountability for the body's performance; And
-
carry out other official duties given by the Head of Service, both verbally and in writing.
Program Planning Subdivision
Article 763

The Program Planning Subdivision is led by a Subdivision Head who in carrying out his duties is under and responsible to the Secretary.

The Program Planning Subdivision as referred to in paragraph (1) has the task of collecting and preparing materials for coordinating plans and programs, monitoring, evaluation and reporting.
Article 764
In carrying out the tasks as intended in Article 763 paragraph (2), the Program Planning Subdivision has a job description:
-
compile program plans for agency activities and prepare program plans for the Agency's Program Planning Subdivision according to the leadership's instructions as a guide for carrying out tasks;
-
distribute tasks to subordinates according to their respective duties and responsibilities for the smooth implementation of tasks so that activities can run well;
-
Guiding the implementation of subordinate tasks in accordance with the assigned duties and responsibilities so that work runs orderly and smoothly
-
examining the subordinate work according to the procedures and regulations that occur to avoid mistakes;
-
prepare RKA preparation materials based on applicable regulations to support the smooth running of the Regional Development Planning Agency's duties;
-
prepare DPA processing materials based on proposed fields/sections to support the smooth running of the tasks of the Regional Development Planning Agency;
-
prepare materials for Government Agency Performance Accountability Reports in accordance with applicable regulations for task optimization
-
evaluate the implementation of subordinates' tasks by comparing plans with activities that have been implemented as material for reports on future activities and plans;
-
prepare a report on the implementation of tasks in accordance with the activities that have been carried out as accountability for the secretariat's performance;
-
carry out other official duties given by the Secretary both verbally and in writing.
General Subsection
Article 765

The General Subdivision is led by a Head of Subdivision who in carrying out his duties is under and responsible to the Secretary.

The General Subdivision as intended in paragraph (1) has the task of collecting and preparing materials for general administration and personnel, management, equipment and maintenance, legal and public relations as well as public complaints.
Article 766
In carrying out the tasks as intended in Article 765 paragraph (2), the General Subdivision has a job description:
-
planning general Subdivision activities based on the secretariat's operational plan/work program as a guide for implementing tasks;
-
distribute tasks to subordinates according to their respective duties and responsibilities for smooth implementation so that activities can run well;
-
Guiding the implementation of subordinate tasks in accordance with the assigned duties and responsibilities so that work runs orderly and smoothly
-
examining the subordinate work according to the procedures and regulations that occur to avoid mistakes;
-
prepare instructional materials and technical guidance for the development, supervision and control of planning needs for the State Civil Service;
-
prepare instructional materials and technical guidance for coaching, supervision and control of personnel administration;
-
prepare guidance materials and supervise and control office infrastructure;
-
prepare guidance materials and supervise and control office administration;
-
evaluate the implementation of subordinates' tasks by comparing plans with activities that have been implemented as material for reports on future activities and plans;
-
prepare a report on the implementation of tasks in accordance with the activities that have been carried out as accountability for the secretariat's performance; And
-
carry out other official duties given by the Secretary both verbally and in writing.
Paragraph 3
Field of Regional Development Planning, Control and Evaluation

The Regional Development Planning, Control and Evaluation Division of Regional Development is led by a Head of Division who in carrying out his duties is under and responsible to the Head of the Agency.

In carrying out the duties as intended in Article 767 paragraph (2), the Regional Development Planning, Control and Evaluation Sector carries out the functions:
-
preparation of materials for formulating technical policies in the field of planning, control and evaluation of regional development;
-
preparation of materials for coordination, drafting, program planning in the areas of regional development planning, control and evaluation;
-
preparation of materials and implementation of coordination, coaching, guidance, control and technical arrangements for planning and funding;
-
preparation of materials and implementation of coordination, guidance, guidance, control and technical arrangements for data and information analysis;
-
preparation of materials and implementation of coordination, coaching, guidance, control and technical arrangements for control, evaluation and reporting;
-
distributing and providing instructions for implementing tasks to subordinates in the areas of planning, control and evaluation of regional development;
-
preparation of materials and implementation of evaluation and reporting in the areas of planning and funding, data and information analysis as well as control, evaluation and reporting; And
-
Implementation of other functions and duties assigned to the head of the body related to its duty

In carrying out the functions as intended in Article 768, the Regional Development Planning, Control and Evaluation Sector has a job description:

prepare operational plans in the areas of planning, control and evaluation of regional development based on the agency's work program and leadership instructions as a guide for carrying out tasks;
-
distribute tasks to subordinates in accordance with the assigned tasks and responsibilities so that the tasks assigned can run effectively and efficiently;
-
Provide indication of the execution of the duties to the subordinates in accordance with the rules and procedures that occur so that they do not have an error in the execution of the task;
-
prepare planning coordination materials for regional development planning, control and evaluation programs;
-
prepare materials and implement coordination, guidance, guidance, control and technical arrangements for the planning and funding sub-sector;
-
preparing materials and carrying out coordination, guidance, guidance, control and technical arrangements in the data and information analysis subfield
-
prepare materials and implement coordination, coaching, guidance, control and technical arrangements in the sub-sector of control, evaluation and reporting;
-

Government and Human Development Sector

The field of government and human development is led by a head of the field in carrying out his duties below and responsible for the head of the body.

The Government and Human Development sector as referred to in paragraph (1) has the task of carrying out the preparation of materials for policy formulation, coordination, development, guidance, control and technical development in the government and human development sector.

The Government and Human Development sector as referred to in paragraph (1) has the task of carrying out the preparation of materials for policy formulation, coordination, development, guidance, control and technical development in the government and human development sector.

preparation of materials for formulating technical policies in the field of government and human development;

preparation of materials for coordination, preparation and planning of government and human development programs;
-
preparation of materials and implementation of coordination, guidance, guidance, control and technical arrangements for human resource development;
-
preparation of materials and implementation of coordination, guidance, guidance, control and technical regulation of people's welfare;
-
preparation of materials and implementation of coordination, coaching, guidance, control and technical government arrangements;

The Economic and Natural Resources Sector as referred to in paragraph (1) has the task of carrying out the preparation of materials for policy formulation, coordination, coaching, guidance, control and technical development in the economic and Natural Resources sector.
Article 774
In carrying out the duties as intended in Article 773 paragraph (2), the Economic and Natural Resources Sector carries out the functions:

preparation of materials for formulating technical policies in the field of economics and natural resources;
-
preparation of materials for coordination, preparation and planning of programs in the economic and natural resources sectors;
-
preparation of materials and implementation of coordination, development, guidance, control and technical regulation of agriculture and fisheries;
-
preparation of materials and implementation of coordination, development, guidance, control and technical regulation of industry, trade, cooperatives, investment and tourism;
-
preparation of materials and implementation of coordination, development, guidance, control and technical regulation of natural resources and the environment;
-
distributing and providing instructions for implementing tasks to subordinates in the field of economics and natural resources;
-
preparation of materials and implementation of reporting evaluations in the fields of agriculture and fisheries, industry, trade, cooperatives, investment and tourism as well as natural resources and the environment; And
-
Implementation of other functions and duties assigned to the head of the body.

The Infrastructure and Regional Sector is led by a Head of Division who in carrying out his duties is under and responsible to the Head of the Agency.

The Infrastructure and Regional Sector as referred to in paragraph (1) has the task of carrying out the preparation of materials for policy formulation, coordination, guidance, guidance, control, development and technical planning in the area of regional infrastructure.
Article 777
In carrying out the tasks as intended in Article 776 paragraph (2) the Infrastructure and Regional Sector carries out the functions:
-
preparation of materials for formulating technical policies in the infrastructure and regional sectors;
-
preparation of materials for coordination, preparation and planning of infrastructure and regional programs;
-
preparation of materials and implementation of coordination, guidance, guidance, control and technical regulation of business and communications infrastructure;
-
preparation of materials and implementation of coordination, development, guidance, control and technical regulation of water resources and regional infrastructure;
-
preparation of materials and implementation of coordination, coaching, guidance, control and technical regulation of creative and residential infrastructure;
-
distributing and providing instructions for implementing tasks to subordinates in the infrastructure and regional sectors;
-
preparation of materials and implementation of evaluation and reporting of development and transportation infrastructure, water resources and regional infrastructure as well as creative and residential infrastructure; And
-
Implementation of other functions and duties assigned to the head of the body.

In carrying out the functions as intended in Article 777, the Infrastructure and Regional Sector has a job description:

prepare operational plans in the infrastructure and regional areas based on the agency's work program and leadership instructions as a guide for carrying out tasks;
-
distribute tasks to subordinates in accordance with the assigned tasks and responsibilities so that the tasks assigned can run effectively and efficiently;
-
Provide indication of the execution of the duties to the subordinates in accordance with the rules and procedures that occur so that they do not have an error in the execution of the task;
-
prepare materials for coordination of infrastructure and regional program planning;
-
prepare materials and implement coordination, guidance, guidance, control and technical arrangements for the sub-sector of business and communications;
-
prepare materials and implement coordination, development, guidance, control and technical regulation of the sub-sector of water resources and regional infrastructure;
-
prepare materials and carry out coordination, development, guidance, control and technical arrangements for the sub-sector of infrastructure for works and housing;
-
prepare materials and carry out evaluations and reports in the fields of development and transportation infrastructure, water resources and territoriality as well as creation and settlement;
-
evaluate the implementation of subordinates' tasks by comparing plans with activities that have been implemented as material for reports on future activities and plans;

prepare reports on the implementation of tasks in accordance with the activities that have been carried out as accountability for the body's performance; And

FUNCTIONAL POSITION GROUPS
Article 968
In each work unit within the Regional Secretariat, DPRD Secretariat, Regional Inspectorate, Department and Agency, a number of functional position groups can be formed according to needs and based on the provisions of statutory regulations.
Article 969
The Functional Position Group has the task of providing functional services based on certain expertise and skills.
Article 970

Functional Position Groups consist of a number of functional personnel who are divided into functional position groups according to certain areas of expertise and skills.
-
The type, level and number of functional positions are determined based on needs, abilities and workload in accordance with statutory provisions.
