Position Overview:

Lead and carry out technical and administrative service activities for all units which include planning, reporting, general, personnel, financial and asset matters in accordance with applicable procedures and provisions in order to support the smooth implementation of tasks and orderly administration within the Regional Development Planning Agency.

Main Tasks:

Carrying out the preparation of materials for policy formulation, coordination, program planning and reporting, general affairs and public relations, personnel, management, equipment, financial administration, asset management, and coordinating the implementation of Development Plan Deliberations.

Job description :

  1. Prepare operational plans within the Secretariat based on the work program of the Regional Development Planning Agency as well as leadership instructions as a guide for carrying out tasks;
  2. Distribute tasks to subordinates within the secretariat in accordance with the main tasks and responsibilities assigned so that the tasks assigned can run effectively and efficiently;
  3. Provide instructions for the execution of tasks to subordinates in the secretariat in accordance with the applicable rules and procedures so that no errors occur in the execution of tasks;
  4. Supervise the implementation of subordinate tasks in the secretariat environment periodically in accordance with the applicable rules and procedures to achieve the expected performance targets;
  5. Develop a program management concept for the Regional Development Planning Agency by analyzing proposed field activities, proposing programs according to priorities and reviewing budget plans in accordance with applicable procedures and provisions to support the smooth implementation of the program;
  6. Controlling planning and reporting matters in accordance with applicable procedures and provisions for orderly administration and accountability;
  7. Control general affairs which include correspondence, personnel and public relations in accordance with applicable procedures and provisions to support the smooth implementation of tasks within the Development Planning Agency;
  8. Controlling financial and asset administration which includes budget management activities, treasury, bookkeeping and verification as well as financial and asset accountability reports in accordance with applicable procedures and provisions to ensure orderly use of the budget;
  9. Evaluate the implementation of subordinate tasks within the secretariat by comparing operational plans with tasks that have been implemented as material for activity reports and performance improvements in the future;
  10. Prepare reports on the implementation of secretariat duties in accordance with the tasks that have been carried out periodically as a form of performance accountability;
  11. Carry out other official duties given by the leadership, both verbally and in writing.

Function :

  1. Preparation of materials for coordination of program planning, monitoring, evaluation and reporting;
  2. Preparation of general administration and personnel coordination materials, management, equipment and maintenance, legal and public relations as well as public complaints;
  3. Preparation of materials for coordination of budget preparation, treasury, verification and financial accounting as well as management of state/regional property; And
  4. Implementation of other functions assigned by the Head of Bappeda related to his duties.

Head of Program Planning Sub-Division


Position Overview:

Lead and carry out concept preparation activities and implementation of technical planning and reporting activities in accordance with applicable procedures and provisions in order to support the smooth running of the duties of the Regional Planning and Development Agency Secretariat.

Main Tasks:

Preparing materials, coordinating, preparing plans and programs, monitoring, evaluating and reporting activities.

Job description :

  1. Prepare materials for preparing program plans for the Program Planning Sub-Section based on applicable regulations as reference material;
  2. Prepare materials for implementing activities based on the program so that activities can be carried out on time;
  3. Distribute tasks to employees according to their positions so that all work can be completed well;
  4. Supervise and control the activities of the Program Planning Sub-Section based on regulations to optimize tasks;
  5. Prepare materials for preparing RKA, DPA, DIPA, LAKIP according to applicable regulations as a reference for activities;
  6. Prepare coordination materials for determining minimum service standards in accordance with applicable laws and regulations as a reference in carrying out tasks;
  7. Carry out training and assessment of employees according to regulations by providing direction according to existing regulations and guidelines in order to improve employee performance;
  8. Prepare materials for coordinating program planning activities with related agencies based on applicable laws and regulations to optimize tasks;
  9. Evaluate and prepare periodic budget realization report materials based on plans and realization to determine the level of program achievement and problems faced as well as efforts to resolve the problems;
  10. Carry out other official duties given by the leadership, both verbally and in writing.

Head of Finance Sub Division


Position Overview:

Lead and carry out the agency's financial administration activities within the scope of administering treasury affairs, accounting, verification, follow-up on LHP and equipment as well as preparing program and activity concepts including controlling the use and administration of regional assets in accordance with applicable procedures and provisions in the framework of orderly financial administration and supporting the smooth running of the duties of the Regional Planning and Development Agency Secretariat.

Main Tasks:

Collecting and preparing materials for budget preparation, treasury, verification and financial accounting as well as asset management.

Job description :

  1. Planning the activities of the Finance and Assets Sub-Division and Assets based on the operational plan of the Bappeda Secretariat as a guide for carrying out tasks;
  2. Carrying out financial administration management in accordance with applicable statutory guidelines and regulations so that the implementation of work programs can run efficiently and effectively;
  3. Develop financial reporting concepts which include financial reports, balance sheets and notes to financial reports in accordance with statutory regulations as accountability for carrying out tasks;
  4. Formulate technical instructions for asset management in accordance with applicable procedures and provisions as a reference in implementing and managing budgets for regional work units;
  5. Develop concepts for coordination of internal cross-sector activities with related agencies, development of program/activity plans, work unit reporting, follow-up to Audit Result Reports (LHP) in accordance with applicable statutory guidelines and regulations as material for accountability in carrying out tasks;
  6. Evaluate the implementation of activities within the Finance Sub Division by identifying existing obstacles in order to improve performance in the future;
  7. Reporting the implementation of performance within the Finance and Assets Sub Division in accordance with applicable procedures and regulations as performance accountability and plans for future activities;
  8. Carry out other official duties given by the leadership, both verbally and in writing;

Head of General Sub Division


Position Overview:

  4. Supervise and control the activities of the General Sub Division based on regulations to optimize tasks;
  5. Prepare general administration activities, staffing, equipment, maintenance, legal and public relations as well as public complaints in accordance with regulations to ensure orderly administration;
  6. Supervise and direct the implementation of procurement, receipt, storage and release of goods based on applicable regulations to ensure orderly administration;
  7. Carry out training and assessment of employees according to regulations by providing direction according to existing regulations and guidelines in order to improve employee performance;
  8. Prepare materials for coordinating general administration activities, staffing, equipment, maintenance, law and public relations with related agencies based on regulations to optimize tasks;
  9. Compile and make periodic inventory reports of goods/assets based on applicable laws and regulations for orderly administration;
