East Kalimantan Bappeda Holds 2013 SKPD Forum

The community must be able to be measured in order to improve the development program of East Kalimantan Province.
This was stated by the Regional Secretary of East Kalimantan Province, DR.H. Irianto Lambrie when giving directions as well as opening the 2013 East Kalimantan Province Regional Work Unit Forum (SKPD) in the context of Preparing the Initial Plan for the 2014 East Kalimantan Province Regional Development Work Plan in the Strategic Plan meeting room on the third floor of the East Kalimantan Bappeda, Jl. Kusuma Bangsa Number 2 Samarinda.
More than two hundred and fifty people participated in the forum, consisting of all officials and staff within the East Kalimantan Provincial Government and all Regency/City Bappeda throughout East Kalimantan.
Meanwhile, the Head of Bappeda for East Kalimantan Province, DR.Ir.H. Rusmadi.MS submitted a report on the implementation of the SKPD Forum in the context of Preparing East Kalimantan Development Work in 2014.
According to the report from the Head of the East Kalimantan Bappeda, the series of discussion processes for the 2014 RKPD Preliminary Draft (Regional Development Work Plan) prior to the implementation of the East Kalimantan Province MUSRENBANG which had been carried out by the East Kalimantan Province Bappeda included: (1). Bappeda report card throughout East Kalimantan in Tarakan City on 6-7 February 2013; (2). Submission of Preliminary Draft RKPD East Kalimantan 2014 in Samarinda, 4 March 2013; (3). Entry for proposed SKPD programs/activities throughout East Kalimantan on 7 to 13 March 2013; (4). Verification of the 2014 SKPD Renja Draft in Samarinda on March 14-15 2013; (5). East Kalimantan Development Priorities Coordination Meeting in Samarinda from 18 to 19 March 2013 in the form of an agreement on priority programs/activities for 2014; (6). Public Consultation in the meeting room on the 3rd floor of the UNMUL Samarinda Rectorate on March 22 2013 with the aim of absorbing the aspirations of academics, practitioners/professional organizations, community leaders in sharpening priority programs for 2014, and today 25/3/13 the implementation of the SKPD Forum at the East Kalimantan Bappeda in the context of preparing the 2014 RKPD Kaltim.
In accordance with Law no. 17/2003 concerning State Finances, Law No. 25/2004 concerning the National Development Planning System and Law no. 32/2004 concerning Regional Government has mandated improvements to the national planning and budgeting system, both in the aspects of processes and mechanisms as well as the implementation stages of planning deliberations at the central and regional levels. In this regard, to prepare the 2014 Regional Development Work Plan (RKPD), which functions as an annual planning document, the Regional Government needs to organize a Development Planning Deliberation Forum (Musrenbang) which is a forum for collecting and capturing the aspirations of the community, and the business world (stakeholders), to perfect the draft policy for preparing the 2014 SKPD Renja.
This shows that the planning approach uses a bottom-up planning system based on the principles of democracy and decentralization. In the process of preparing the 2014 SKPD Renja, the implementation of public consultations was separated between Regency/City and Province. The 2013 SKPD Forum was implemented in stages, starting from the village/kelurahan, sub-district, district/city level to the provincial level, including holding Regional Work Unit Forums (SKPD Forums) at the Provincial, Regency and City levels.
SKPD Forum is the beginning of preparations for the implementation of annual provincial development planning deliberations involving development actors in districts and cities within the scope of the Provincial Government. The Provincial SKPD Forum discusses the draft provincial SKPD Renja by using priority programs and activities resulting from the Regency/City Musrenbang, as material for perfecting the Provincial SKPD Renja design, which is facilitated by the relevant SKPD.
Aims of the SKPD Forum
The aims of implementing the SKPD Forum and/or Provincial SKPD Joint Forum in 2013 (according to Article 145 of Minister of Home Affairs Regulation Number 54 of 2010) are:
a. Align Provincial SKPD programs and activities with proposed programs and activities resulting from Regency/City Musrenbang;
b. Sharpening indicators and performance targets for Provincial SKPD programs and activities in accordance with SKPD tasks and functions;
c. Aligning programs and activities between Provincial SKPDs in order to optimize target achievement in accordance with the authority and synergy in implementing regional development priorities; and
d. Adjust funding for priority programs and activities based on the indicative ceiling for each Provincial SKPD.
The 2013 Provincial SKPD Forum discussed the draft of the 2014 Provincial SKPD Plan with input from the Regency/City Musrenbang or the 2013 Regency/City SKPD Forum, as an effort to perfect the 2014 Provincial SKPD Plan.
The 2014 Provincial SKPD Plan, the results of the 2013 Provincial SKPD Forum, became material for updating the 2014 Provincial RKPD draft for further discussion in the 2013 Provincial RKPD Musrenbang.
INPUT (SKPD Forum Material and/or SKPD Joint Forum)
Materials prepared for the 2013 SKPD Forum and/or SKPD Joint Forum are:
a. From Regency/City:
• List of priority programs and development activities resulting from the 2013 Regency and City Musrenbang, based on funding sources (Provincial APBD according to relevant Provincial SKPDs and APBN/ministries).
• List of proposed programs and activities across districts and cities in 2014
• Input to the initial draft of the 2014 Provincial RKPD.
b. From the Province:
• Results of the performance evaluation of the implementation of the Renja SKPD in the previous year.
• List of priority development programs and activities based on the SKPD Strategic Plan.
• List of priority development programs and activities based on the initial draft of the 2014 RKPD.
c. Draft SKPD Work Plan 2014
d. List of indicative budget allocations for each SKPD.
OUTPUT (Results of the SKPD Forum and/or joint SKPD Forum) produced are:
a) Provincial SKPD Plans, which contain the regulatory framework and SKPD budget framework.
b) A priority list of programs and activities according to funding sources (Provincial APBD and APBN/BLN) which are arranged by district and city. Next, the program priorities and activities are informed to each district and city by the district and city delegation.
