East Kalimantan Development Control
Balikpapan, 12/6/13. In accordance with the Law of the Republic of Indonesia Number 25 of 2004 concerning the National Development Planning System; Article 28 : Control of the implementation of development plans is carried out by each Regional Work Unit; Article 29: The Head of Bappeda collects and analyzes the results of monitoring the implementation of development plans from each Regional Work Unit leader in accordance with their duties and authority.
Likewise, in accordance with Law of the Republic of Indonesia Number 32 of 2004 concerning Regional Government; Article 38: The governor as the government representative has the following duties and authorities: a. Guidance and supervision of the administration of district/city regional government; b. Coordination of the implementation of government affairs in provincial and district/city areas; c. Coordination of development and supervision of the implementation of assistance tasks in provincial and district/city areas.
Meanwhile, based on Government Regulation Number 39 of 2006 concerning Procedures for Controlling and Evaluation of the Implementation of Development Plans, Article 2 paragraph (1): SKPD leaders control the implementation of development plans in accordance with their respective duties & authorities; paragraph (2): Controlling the implementation of programs & activities is a duty & function inherent in each SKPD.
Meanwhile, based on the Governor's Duties as Representative of the Central Government in the Province Article 3 PP 19/2010 in conjunction with PP 23/2011, among others: 1). Coordination of government administration between provincial governments and vertical agencies & between vertical agencies in the provincial area; 2). Coordination of government administration between provincial and district/city governments & between district/city governments in the province; 3). Coordination in the preparation, implementation and control and evaluation in the context of synchronizing district/city RPJPD, RPJMD & RKPD so that they refer to the provincial and central RPJP(D), RPJM(D), RKP(D).
To ensure that there are no slow/stalled development activities. There is a need for MONITORING development up to the sub-district/even village level.
This was stated by the Acting Regional Secretary of East Kalimantan Province and Head of the East Kalimantan Province Bappeda, DR.Ir.H. Rusmadi, MS, when delivering a presentation regarding the Ggus Control Working Group Meeting with the District Heads throughout East Kalimantan, all SKPDs within the East Kalimantan Provincial Government in the Meeting Room of the Menara Bahtera Hotel, Jl. General Sudirman, Balikpapan City, attended by participants including sub-district heads throughout East Kalimantan and North Kalimantan as well as all SKPD within the East Kalimantan Provincial Government totaling approximately four hundred people.
In accordance with these control duties, the Governor of East Kalimantan issued Decree Number 050/K.722/2011, dated 15 November 2011 concerning the Structure of the 2013 Bangkit Kaltim Control Group with the Governor of East Kalimantan in charge; Chairman Deputy Governor of East Kalimantan; Deputy Chief Regional Secretary of East Kalimantan Province and acting Head of the East Kalimantan Bappeda.
Meanwhile, the Sectoral Development Task Force, Prof. DR. H. Daddy Ruchiyat with a division of tasks including the field of Agricultural Revitalization; Economic & infrastructure competitiveness; Pro People & Borders; Environment and Bureaucratic Reform.
Meanwhile, the Regional Development Secretariat is run by Ir.H. Budi Pranowo with duties for all Regencies/Cities throughout East Kalimantan and North Kalimantan.
The duties of the Control Group include: 1). Coordinating the acceleration of development implementation and identifying bottle necks and recommending action solutions; 2). Monitor, control and evaluate development implementation and conduct quarterly, semester and annual periodic reports.
The tasks of the Working Group include: 1). Coordination to accelerate the implementation of regional development and identify bottle necks and recommend action solutions; 2). Monitor, control and evaluate the implementation of regional development and conduct quarterly, semester and annual periodic reports.
The duties of the District Coordinator include: 1). Information on Development of the 2013 East Kalimantan Rise Vision; 2). Monitor Development Programs/Activities both using the Provincial APBN/APBD. and District/City APBD; 3). Identifying obstacles and providing Action Solutions to these development obstacles; 4). Capturing community aspirations for the development of East Kalimantan. (Public Relations of the East Kalimantan Bappeda/Sukandar, S.Sos).
