To support this, the Provincial Government of East Kalimantan has formed the 2013 Regency/City RKPD Control and Evaluation Coordination Team determined by the Decree of the Governor of East Kalimantan, which today will examine the Regency/City Report for: 1. Ensure that the format of the RKPD results evaluation report has been filled in complete and correct
2. Concludes the extent of regional support for national achievements
3. Calculate the average achievement and the title of performance up to the third quarter and the estimated quarter IV
4. Calculate the average absorption up to quarter III and the estimated quarter IV.
For this reason, it is expected that the team together with the district/city Bappeda elements can examine the RKPD document and the 2013 RKPD results evaluation report related to the substance and challenges in the RKPD results evaluation form.
Thus it can produce an evaluation report on the results of the 2013 Regency/City RKPD of East Kalimantan that is comprehensive (reporting techniques, depiction of the achievements of targets, driving factors and inhibiting the achievement of targets and support for national targets). Evaluation of the right and accurate results will be an important capital for the preparation of 2015 plans.
Regarding this matter we express our gratitude and highest appreciation to:
1. Regency/City Governments that have carried out the Mandate of Permendagri 54/2010 related to the preparation of plans, namely conducting a consultation of the Regency/City Regional Development Plan (RPJPD and RPJMD) so as to realize the synergy of national, provincial and district/city development; 2. The Regency/City Government that has submitted the 2013 RKPD evaluation report in the first semester, which we brought at the National Meeting, and placed East Kalimantan, including from 150 (one hundred and fifty) regencies/cities from 253 (two hundred and fifty -three) regencies/cities that submitted an evaluation report on the regency/city RKPD results. Also places East Kalimantan as one of 6 (six) provinces that submits conclusions of support for national priorities. So that at that time the East Kalimantan report was complete, although there were some things that were not perfect; 3. The West Kutai Regency Government has submitted a complete semester II RKPD results evaluation report.
As we convey that the control and evaluation of the Provincial and Regency/City Regional Development Plan based on Permendagri 54 of 2010 has been carried out starting in 2011. But it is still not optimal. This is one of them illustrated in the results of the Inspector General of the Ministry of Home Affairs that the Province of East Kalimantan has not carried out an evaluation of the results of the Regency/City RPJPD, which in this case for the Regency/City ended in the implementation of the RPJMD is required to evaluate the results of the RPJPD. In addition there are still districts/cities that have not yet set the RPJPD regulation.
In connection with this it is expected that the district/city government can look back at the Mandate of Permendagri 54 of 2010 to become a reference in the preparation of plans, control and evaluate all regional development plan documents.
In this case some things to be our common concern are as follows:
1. Based on the mapping of the Regency/City Regional Development Plan Document in East Kalimantan Province there is still one district/city that has not yet established the RPJPD regulation, Samarinda City. For this reason, it is expected to immediately compile and establish the RPJPD Regulation, so that the implementation of development has legality; 2. To the regencies/cities that have ended the period of implementing the RPJMD to prepare an evaluation of the results of the RPJPD (Tarakan City, Penajam Paser Utara Regency); 3. Permendagri Number 54 of 2010 mandates the Regent/Mayor to control and evaluate regional development planning and report the results of control and evaluation to the Governor of East Kalimantan, namely: a). Evaluation of RKPD results (at the end of each year); b). Evaluation of the results of the RPJMD (every year); c). Evaluation of the RPJPD results (every five years/end of the RPJMD period).
Conducting controlling and evaluating the scope of the district/city by the Regency/City Bappeda and conveying to the Regent/Mayor, which includes: Control of Policy, Implementation and Evaluation of Results of the Regional Development Plan Documents (RPJPD, RPJMD, SKPD Renstra, RKPD and Renja SKPD), including: a). Control of the SKPD Strategic Plan Policy (every five years), controlling the implementation of the SKPD Strategic Plan into the SKPD RENJA (every year) and evaluating the SKPD Rentra Results (every year); b). Control of RKPD Preparation Policy (every year, the implementation of RKPD in KUA-PPAS (every year) and evaluating RKPD results (every year).
To the regencies/cities that will and have carried out the regional head election in 2013, they were asked to immediately compile the initial draft RPJMD and carry out the final draft consultation stages to the province, so
In 2013 to June 2014 Bappeda of East Kalimantan Province in the process of preparing the 2013-2018 RPJMD. For this reason, it is requested to the regencies/cities to actively convey the problems and strategic issues so that they can be accommodated in the East Kalimantan Province RPJMD.
