SIPPD as Development Controller

Balikpapan, 6/3/14. The 2014 Regional Development Planning System (SIPPD) Technical Guidance began at 9.00 WIT in the Ball Room meeting room at the Jatra Hotel, Balikpapan City, opened by Plh. Head of Bappeda East Kalimantan Province, Ir.H. Nazrin, M.Si and also Secretary of the East Kalimantan Province Bappeda.

In delivering his remarks, the Acting Head of the East Kalimantan Provincial Bappeda stated that the importance of the SIPPD application was to help speed up the development planning and budgeting process for the East Kalimantan Provincial Government and Regency/City Governments

This SIPPD application is also used to control development planning so that there is no overlap in each SKPD both at the East Kalimantan Provincial Government and Regency/City Government levels.

Before ending his speech, H. Nazrin conveyed advice to the participants present to be able to follow until the end in order to understand all the development planning and budgeting processes according to the SIPPD application.

The next presentation was delivered by the Head of the Program Planning Sub-Division, East Kalimantan Province Bappeda, H. Buyung Dodi Gunawan, ST., MM by conveying the technical aspects of the SIPPD application and assisted by Baskoro as an expert on the SIPPD application.

The delivery of information from the resource person, Head of the Program Planning Subdivision, Bappeda, East Kalimantan Province, received significant attention and enthusiasm with many responses from participants, including representatives from the Adma Husda Mental Hospital, conveying the problems experienced when entering the program, they could not enter the SIPPD application, so they experienced difficulties in entering the data in question. The step that has been taken is sending a letter to the relevant SKPD.

Submission of suggestions from the Head of Sub-Division of People's Welfare, Ir. Surono said that each SKPD within the East Kalimantan Provincial Government is expected to check their respective SKPD Strategic Plans again because there are still many empty columns, both for programs that have not been filled in and for funding, so if this happens then automatically the SIPPD application will also be blank, which means the activity will not have a budget.

Meanwhile, the suggestion from the Head of the Development Financing Sub-Section, East Kalimantan Province Bappeda, Andi Arifuddin, S.Pi, is that it is hoped that each SKPD will fill in all priority program financing in their respective SKPD Strategic Plans in the SIPPD application, because the 2015 East Kalimantan Province RKPD will take all attachments in the second year of the respective SKPD Strategic Plan and will be directly included in the 2015 East Kalimantan Province RKPD.

The Regional Development Planning Information System (SIPPD) is a tool used to support the implementation of regional development planning so that it can run more effectively and efficiently and still maintain the principles outlined previously. The use of SIPPD itself has actually been regulated in government regulation number 8 of 2008 in article 30 paragraph 1 which reads "In order to manage and utilize data and information optimally, regions need to build a Regional Development Planning Information System". SIPPD itself is basically a large, mutually sustainable system. Therefore, in its development and implementation, the application of SIPPD is divided into several modules.

SIPPD Provincial RKPD Musrenbang Module
SIPPD RKPD Musrenbang Module is a system used to facilitate the implementation of RKPD Musrenbang in the Province. The final result of this system is the Provincial RKPD document and Provincial SKPD Plan;
SIPPD Provincial KUA/PPAS Module
SIPPD Provincial KUA/PPAS Module is an information system used to support the implementation of KUA/PPAS preparation in the Province. In general, the implementation of the SIPPD Provincial KUA/PPAS Module is a module created after the SIPPD Musrenbang Module for the Provincial RKPD. This is because it is related to integrated data so that synchronization and consistency from the planning process to budgeting can be maintained.
SIPPD Provincial RKA/DPA Module
SIPPD Provincial RKA/DPA Module is a system used to assist in the preparation of RKA/DPA by each RKPD. The final result of this system is none other than an RKA/DPA document in accordance with the format of applicable laws and regulations.
SIPPD Provincial Monetoring Module
SIPPD Provincial Monotoring Module is a system used to monitor and evaluate the implementation of activity programs that have been adapted to the planning process so that data consistency from planning, budgeting, to implementation can be well maintained.
The SIPPD application is developed in a portal / website model that runs on the Internet. Some of the benefits that can be obtained with this portal model are:
1. The coordination process can be carried out better (there is a coordination/communication forum for all parties involved).
2. Data Control can be done better because it is centralized.
3. Data synchronization can be done quickly, because the existing data is online.
4. Data processing can be done more quickly because the existing data is online.
5. Can work faster, because it can be done simultaneously (multi-user).
6. Can process data more freely (24 hours a day for a week, and can be done anywhere as long as there is an internet connection).

Through this technical guidance, we will explain and explain each feature in the SIPPD application for the Musrenbang RKPD Module of the East Kalimantan Provincial Government. With this technical guidance, it is hoped that users can more easily understand the procedures and workings of the SIPPD application so that they can use the SIPPD Module for the Musrenbang RKPD of the East Kalimantan Provincial Government effectively and efficiently in supporting the implementation of the Musrenbang RKPD in East Kalimantan Province in 2015.
