The general view of the East Kalimantan DPRD Faction
Samarinda, Monday 26/5/14. Governor of East Kalimantan, DR.H. Awang Faroek Ishak attended the General Viewing event for eight factions
Kaltim DPRD on the Explanatory Note on the Draft Regional Regulations (Raperda) for the Regional Medium Term Development Plan (RPJMD) of East Kalimantan Province in 2013-2018 in the multipurpose room of the East Kalimantan DPRD office Jl. Teuku Umar, Karang Paci 75126 Samarinda.
Leader of the 14th Plenary Meeting with the agenda "Delivery of a General View of the DPRD Fractions of East Kalimantan Province regarding the Explanatory Note on the 2013-2018 RPJMD Draft Regional Regulation of East Kalimantan Province by the Chair of the East Kalimantan DPRD M Syahrun (second left) accompanied by Deputy Chair Yahya Anja (right) and attended by the Governor of East Kalimantan Awang Faroek Ishak (left) and also attended by 31 members of the council as well as officials and staff within the Kalimantan Provincial Government East.
The agenda for the 14th Plenary Meeting is a follow-up to the 13th Plenary Meeting on 20 May where the East Kalimantan Provincial Government submitted an explanatory note on the Draft Regional Regulation on the 2013-2018 East Kalimantan RPJMD.
Chairman of the East Kalimantan DPRD, M. Syahrun, said that the 2013-2018 East Kalimantan Province RPJMD is a regional development planning document for the next five year period so that development can run effectively and efficiently. Therefore, development planning is needed that is prepared systematically, directed, integrated, comprehensive and responsive to change.
The 2013-2018 East Kalimantan Province RPJMD Draft Regional Regulation regulates priority program plans accompanied by funding requirements to achieve the mission, goals and objectives in an effort to realize the vision of the five year development plan to be achieved.
General View of the East Kalimantan DPRD Fractions
Eight factions of the East Kalimantan DPRD conveyed their General Views on the Explanatory Note on the Draft Regional Regulation (Raperda) of the 2013-2018 Medium Term Regional Development Plan for East Kalimantan Province, starting with the East Kalimantan Province Indonesian Democratic Party of Struggle (PDI-P) faction providing input on the composition of the final draft document for the 2013-2018 East Kalimantan RPJMD so that it could be refined.
General View of the PKS Faction
presenting the general view of the Prosperous Justice Party faction providing input including:
1. Evaluation of the Kaltim Cemerlang Scholarship fund distribution program for both recipients and administrators providing the scholarship assistance;
2. Forming a team to implement the Kaltim Cemerlang Scholarship fund distribution program which also comes from the Education Department itself;
3. Providing scholarships is prioritized for children who have dropped out of school due to cost factors starting from elementary school, middle school and high school;
4. As a result of the widespread occurrence of sexual harassment by teachers towards their students in East Kalimantan, the PKS faction has advised all teachers, both civil servants and non-PNS, to undergo psychological tests;
5. In developing East Kalimantan's Human Resources, the East Kalimantan Provincial Government must be able to create cheap and equitable education and establish anti-school dropout posts;
6. Providing incentives to teaching teachers, mosque imams, mosque guards as a sign of appreciation for the community who dedicate themselves to the interests of religious education in society;
7. Improving public health services and supporting the construction of Pratama Hospitals in each region in order to improve health services to the community;
8. increasing guidance for business actors or SMEs so that they can be globally competitive;
9. improving road infrastructure so that it can improve the community's economy;
10. Future development can synergize with other developments;
11. Infrastructure development must be completed, including the construction of the New Samarinda Airport, the construction of the Mahkota Bridge and Twin Bridges, the construction of the Marangkayu Dam and other infrastructure development which is still not complete;
12. When will the RTRWP be finished..?
13. The East Kalimantan Provincial Government is re-evaluating the moratorium on stopping mining and palm oil plantation permits which are suspected of violating;
14. Many mines still use public roads, which will disrupt community activities and road quality;
15. There are still redactions in Chapter II and Chapter VI in the Final Draft of the East Kalimantan RPJMD;
16. The East Kalimantan Provincial Government is taking concrete steps to overcome the decline in PAD and regional revenue sharing balancing funds;
17. The hope of the PKS faction is that in the future the East Kalimantan RPJMD 2013-2018 will increasingly be in favor of the people of East Kalimantan;
18. Next, the PKS faction conveyed to the special committee about the 2013-2018 Draft Regional Regulation of the East Kalimantan RPJMD.
General View of the Hanura Party Faction – PDS
Delivery of the general view of the Hanura Party - PDS faction providing responses and input, including:
1. Synchronization of the East Kalimantan Governor's commitment with the East Kalimantan DPRD in the form of additional programs in the 2013-2018 RPJMD of East Kalimantan Province;
2. The development indicators in the East Kalimantan RPJMD which are output are not yet included in the out came indicators;
3. There are still many targets in the column that have not been filled in;
4. There is a mechanism for whether the targets in the East Kalimantan RPJMD can be achieved;
5. Poverty reduction is still slow, even though the poverty alleviation program is very large, reaching hundreds of billions or even trillions of rupiah;
6. Poverty reduction targets must be right on target;
7. Agricultural development, especially food crops, must be reviewed in a more comprehensive manner;
8. The need for agricultural land protection in the form of Regional Regulations or Gubernatorial Regulations.
General Views of the National Mandate Party Faction
Delivery of the general view of the National Mandate Party faction providing responses and input, including:
1. Community economic independence, technology and information;
2. The 2013-2018 East Kalimantan RPJMD must be in line with the 2005-2025 East Kalimantan Province RPJP;
3. Consistency of development plans for the next 5 years;
4. It is not clear whether the target for implementing the project is still within the previous year's development planning;
5. shift of programs from agriculture to programs in the form of downstream products;
6. Labor is a strategic issue;
7. Inventory of the rate of economic growth which is the most dominant;
8. Unemployment reduction programs can overcome poverty;
9. Transformation of a non-renewable economy into a renewable economy;
10. Policies to prevent environmental degradation;
11. Suitability of plantation and agricultural programs;
12. Consistency of the moratorium on mining and palm oil plantations;
13. The ratio of medical personnel is inadequate between urban and rural areas;
14. Increasing the number of private hospitals in order to improve health services to the community;
15. Increased development must be followed by a real development program;
General View of the Golkar Party Faction
Hj. Hj. delivered a general view of the Golkar Party faction. Encek provided responses or input including:
1. The East Kalimantan RPJMD for 2013-2018 has been prepared based on a predetermined mechanism;
2. The performance of the East Kalimantan Provincial Government in 2008-2013 was quite good;
3. Road and electricity infrastructure is not yet optimal and rice self-sufficiency is not yet possible;
4. Paying attention to the promises of the elected Governor of East Kalimantan in the 2013-2018 RPJMD of East Kalimantan Province;
5. Increasing human resources and improving community welfare and the environment;
6. East Kalimantan's economic growth rate decreased compared to the previous year;
7. Focus on improving quality infrastructure;
8. increasing development programs in the agricultural sector and making it a mainstay sector;
9. Consolidation with DPRD in regional budgeting.
General View of the Patriot Star Democracy and PDS Party Fractions
Delivery of general views of the Patriot Star Democracy Party and PDS factions providing responses or input including:
1. Management of poor communities;
2. Reducing unemployment;
3. Increasing regional investment in order to increase regional economic growth.
General View of the Democratic Party Faction
Delivery of a general view of the Democratic Party faction by Yuni Emilda providing responses or input including:
1. The Kaltim Cemerlang scholarship assistance system is reviewed;
2. The electrical energy needs of the community are still far from the community's expectations;
3. Availability of raw water for the community;
4. Availability of fuel oil, especially diesel, for the benefit of the community and strict supervision in fuel distribution;
5. Improvement of road infrastructure to improve the community's economy;
6. Consistency in the quality of East Kalimantan education;
7. Review of mining permits that are suspected of damaging the environment.
General Views of the United Development Party Faction
Syafaruddin, S.Sos presented a general view of the United Development Party faction, providing responses or input, including:
1. The PPP faction does not agree with the 2013-2018 East Kalimantan RPJMD Draft because it only uses 2013 development indicators;
2. The East Kalimantan Provincial Government can improve workers' welfare, especially by increasing the Provincial Minimum Wage (UMP);
3. The draft RPJMD for East Kalimantan Province for 2013-2018 includes the performance achievements of the RPJMD for East Kalimantan Province for 2008-2013 so that it can be correlated;
4. There is still a gap towards the poor;
5. The achievement of reducing poverty should be more than 5 percent;
6. Improving the quality of education and ensuring that the education budget is 20% in accordance with the law;
7. Agree on the protection of sustainable life;
8. Mining reclamation is very weak in its supervision.
