Evaluation of the 2013-2018 East Kalimantan RPJMD

This was conveyed by the Governor of East Kalimantan, DR.H. Awang Faroek Ishak delivered his speech and at the same time opened the Governor's Working Meeting with the Regent/Mayor, SKPD and Vertical Agencies throughout East Kalimantan with the agenda of Submission of DIPA and Allocation of Regional Transfer Funds as well as Evaluation of the Second Year of Implementation of the 2013 - 2018 East Kalimantan Province RPJMD .
The implementation of the East Kalimantan Governor's Working Meeting was opened directly by the Governor of East Kalimantan attended by Regents and Mayors throughout East Kalimantan, all SKPDs within the East Kalimantan Provincial Government, SKPDs within the Regency/City Governments throughout East Kalimantan and agencies vertically in the Lamin Etam meeting room of the East Kalimantan Governor's office, Jl. Gajah Mada No. 2 Samarinda.
H. Awang Faroek Ishak said that the evaluation of the second year of the East Kalimantan Province RPJMD 2013 - 2018 has strategic value and is very important for all of us by looking at the current position of East Kalimantan's development achievements. The purpose of the RPJMD evaluation is to get an overview of the categories of achievements/successes and at the same time the process that went through in developing the realization of the Vision and Mission of Advanced Kaltim 2013 - 2018.
The development targets of East Kalimantan as written in Regional Regulation Number 7 of 2014 concerning the RPJMD of East Kalimantan Province are mandated with 19 targets that support the achievement of the vision and mission. The results of achieving the development targets for East Kalimantan in 2015 were 84.21% had met the target, 10.53% had reached the target and 5.62% had not reached the target and 23.53% had not reached the target.
For targets that have not been achieved, it is necessary to identify inhibiting factors and the efforts needed to accelerate their achievement. Meanwhile, for targets that have reached the target, it is necessary to look at the supporting factors so that it can be a lesson for targets that have not yet reached the target.
This development target is supported by the results of 119 priority programs which are still relevant to 19 targets.
In general, the performance achievements of East Kalimantan's development targets in 2015 are according to the results of the East Kalimantan RPJMD Evaluation Team from Mulawarman University, Samarinda. Of the 19 targets, 17 targets have been achieved, 1 target is currently on track. targets, while 1 target is still experiencing problems.
The target of increasing quality economic growth is still below the target for economic growth indicators and non-oil and gas economic growth. The inhibiting factors for this condition are:
1. The regional government's relationship with a conducive investment climate is not yet optimal;
2. The economic structure is still dominated by the mining sector and the oil and gas industry processing sector;
3. The center of economic growth is centered on districts/cities that have relatively good natural resources and infrastructure.
For this reason, it is recommended:
1. Acceleration of economic transformation;
2. Directing an economic structure based on renewable natural resources;
3. East Kalimantan's economic development is interconnected between upstream and downstream with its superior commodities.
At the end of his speech the Governor of East Kalimantan expressed his thanks to the East Kalimantan RPJMD Evaluation Team from Mulawarman University, especially to the Chancellor of Mulawarman University who had given permission to the Team to work in efforts to oversee development achievements in East Kalimantan towards Advanced Kaltim 2018.
Everything requires thinking and breakthroughs. For this reason, we need strong coordination between the Province and Regency/City in East Kalimantan to support the achievement of East Kalimantan's development targets in order to accelerate the achievement of East Kalimantan's vision and mission.
