Final Draft Consultation of Balikpapan City RPJMD 2016-2021

Samarinda, Thursday 20/10/2016. Balikpapan City Government through the Regional Work Unit (SKPD) Bappeda City of Balikpapan conducted a Consultation on the Final Draft Plan for the Regional Medium-Term Development Plan (RPJMD) of the City of Balikpapan in 2016-2021, led by the Head of the Regional Development Assessment and Financing (P3D), Bappeda Province of Kalimantan Province East, Ir.Hj. Farida Hydro Foilyani, M.Si representing the Head of Bappeda of East Kalimantan Province together with the Head of Bappeda City Balikpapan, Nining Surtiningsih in the 2nd Floor of the Bappeda Meeting Room of East Kalimantan Province, Jln. Kusuma Bangsa Number 2 Samarinda was attended by the SKPD Scope of the Provincial Government of East Kalimantan, and Bappeda Kutai Kartanegara Regency as the Border Regency.

Farida Hydro Foilyani, Head of P3D Bappeda East Kalimantan, said that the Balikpapan City RPJMD in 2016-2021 must be in line with the East Kalimantan Province RPJMD in 2013-2018 and the 2015-2019 RPJMN so that the focus of development planning in Balikpapan City is according to the desired target.

RPJMD is prepared to meet the provisions of Law No. 25 of 2004 concerning the National Development Planning System so that the RPJMD is a planning document that is integrated with national development planning in order to achieve a comprehensive or multi -sector development synchronization. Balikpapan City RPJMD in 2016-2021 was prepared as an umbrella or guidance in the preparation of the SKPD Strategic Plan and the Annual Regional Government Work Plan (RKPD). The RPJMD is prepared so that the regions have a clear direction and focus in carrying out the stages of development in accordance with the strengths, weaknesses, opportunities, and challenges faced both at the regional, provincial, national, even international levels.

The preparation of the Balikpapan City RPJMD refers to the Minister of Home Affairs Regulation No. 54 of 2010 concerning Implementation of Government Regulation No. 8 of 2008 concerning Stages, Procedures for Preparation, Control, and Evaluation of the Implementation of Regional Development Plans. In the regulation explained the stages of preparing the RPJMD, including various things that need to be observed by the regions in preparing planning. Nevertheless, Permendagri No. 54 of 2010 it still allows each region to prepare the RPJMD in accordance with the limitations and constraints of data and information possessed by each region.

The existence of the Balikpapan City RPJMD will facilitate the executive in compiling, implementing, and evaluating regional development and implementation. The RPJMD also allows the City of Balikpapan to compile various programs in accordance with the priority scale along with indicators of success for evaluation tools. The programs arranged in the RPJMD are carried out coordinatively on the SKPD, so that each program will be completed and mutually supportive, so as to avoid the possibility of overlapping.

through the Balikpapan City RPJMD in 2016-2021 it is expected that regional development and implementation can run more rationally, effectively, and efficiently because each of the programs that have been composed of considering various aspects. Excavation of regional potential and utilization of existing resources can also be planned and better allocated.

With the elected and inauguration of the Mayor of Balikpapan and Deputy Mayor of Balikpapan (Rizal Effendi and Rakmad Mas'ud) the 2016-2021 period, on May 30, 2016 by the Governor of East Kalimantan, Dr.H.Awang Faroek Ishak on behalf of the President of the Republic of Indonesia in Lamin Etam Samarinda, so it is attached to the obligation to prepare the Bontang City Medium-Term Development Plan (RPJMD) in 2016-2021 as a guideline for development for 5 (five) years as well as the realization of the regulation mandate as referred to as regulated in Article 65 paragraph (1) letter (c) of Law Number 23 of 2014 concerning Regional Government, which states that one of the tasks of the regional head is to compile and submit a draft RPJMD Regional Regulation to the DPRD to be discussed with the DPRD.

Furthermore, based on Article 15 paragraph (2) Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparation, Control and Evaluation of Regional Development Plans, stated that the Regional Regulation on the RPJMD is determined for the longest 6 (six) months after the regional head is inaugurated.

As a regional development planning document, the RPJMD is a translation of the vision, mission, and regional head program that contains the goals, objectives, strategies, policy directions, regional development and regional finances, and programs Regional Apparatus and Cross Regional Apparatuses accompanied by Funding Framework Indicative for a period of 5 (five) years compiled based on the RPJPD and RPJMN.

Regional development planning is a process of preparing the stages of activities that involve various elements of stakeholders in it, in order to use and allocation of existing resources in order to improve social welfare in a regional environment/ Regions within a certain period of time which include: Regional Long -Term Development Plan (RPJPD), Regional Medium -Term Development Plan (RPJMD), and Regional Development Work Plan (RKPD).

In the context of the preparation of the Balikpapan City RPJMD for the period of 2016-2021, as regulated in the Minister of Home Affairs Regulation Number 54 of 2010 concerning the Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparation, Control, and evaluation of the implementation of regional development plans.

Based on the description above, the City Government of Balikpapan needs to prepare the RPJMD document which begins with the preparation of the initial draft RPJMD. The preparation of the initial draft of the RPJMD needs to be done because the 2011-2016 period will soon end, and will conduct regional head elections at the end of 2015. Balikpapan City RPJMD is an inseparable part of national development planning, provincial and districts and must be in harmony and synergy between regions, between times, between rooms and between functions government, in order to guarantee the linkages and consistency between planning, budgeting, implementation, supervision and evaluation.

To maintain the sustainability of the implementation of regional development, the preparation of the Balikpapan City RPJMD in 2016-2021 is guided by the Balikpapan City RPJPD in 2005-2025. Balikpapan City RPJMD in 2016-2021 is the third phase of development plan from the implementation of the 2005-2025 RPJPD. Therefore, the preparation of the RPJMD in addition to containing the vision, mission and program of the Mayor and Deputy Mayor of Balikpapan City for the 2016-2021 period, also based on the vision and mission of the city of Balikpapan in the long run.

The relationship between the Balikpapan City RPJMD and RKPD Balikpapan City

RKPD is an annual planning document of the Balikpapan City Government whose preparation is guided by the RPJMD. The implementation of the Balikpapan City RPJMD in 2016-2021 every year is translated into the RKPD as a regional annual planning document. The RKPD became a reference in the implementation of the Development Planning Conference (Musrenbang) which was carried out in stages starting from the village, sub -district and city levels. Furthermore, the SKPD is guided by the SKPD and RKPD Strategic Plan to prepare an annual work plan in the form of a SKPD Work Plan (Renja).

National Medium-Term Development Plan Year (2015-2019) became the attention of the Balikpapan City Government in designing development in the regions according to regional conditions for the 2016-2021 period. In addition, it also pays attention to the 2013-2018 East Kalimantan Province RPJM.
