Final Draft Consultation of Samarinda City RPJMD 2016-2021

samarinda, Thursday 11/8/2016. Samarinda City Government through the Regional Work Unit (SKPD) Bappeda City Samarinda conducted a consultation of the 2016-2021 Samarinda City Medium-Term Development Plan (RPJMD) led by the Head of the Regional Development Assessment and Financing (P3D), Bappeda Province East Kalimantan, Ir.Hj. Farida Hydro Foilyani, M.Si accompanied by the Head of Samarinda City Bappeda, Sugeng Chairuddin in the Bappeda Propeda Meeting Room of East Kalimantan Province, Jln. Kusuma Bangsa Number 2 Samarinda was attended by the SKPD of the East Kalimantan Provincial Government.

Hj. Farida Hydro Foilyani said that Samarinda City RPJMD in 2016-2021 must be in line with the East Kalimantan RPJMD in 2013-2018 and the 2015-2019 RPJMN so that the focus of development planning in Samarinda is according to the desired target.

Furthermore, the leader of the meeting said that the preparation of the RPJMD in the administration of an autonomous region is the mandate of the law, which in this case is regulated in Law Number 25 of 2004 concerning the Development Planning System National and Law of the Republic of Indonesia Number 2 of 2015 concerning the Establishment of Government Regulation in lieu of Law Number 2 of 2014 concerning Amendment to Law Number 23 of 2014 concerning Regional Government to Law.


Based on the results of the general election of the regional head on Wednesday, 9/12/2015 including in Samarinda City with the re-elected pair of candidates for mayor and deputy mayor of Samarinda H. Syaarie Jaang and H.Nusyirwan Ismail and inaugurated by the Governor of East Kalimantan, Dr.H. Awang Faroek Ishak at the Sempaja Convention Hall, Samarinda on February 17, 2016 with the 2016-2021 period, it is attached to the obligation to prepare a Samarinda City Medium-Term Development Plan (RPJMD) in 2016-2021 as a guideline for development for 5 (five) years as well as the realization of the regulatory mandate as regulated in Article 65 paragraph (1) letter (c) of Law Number 23 of 2014 concerning Regional Government, which states that one of the tasks of the regional head is to compile and submit a draft RPJMD regulation to the DPRD to be discussed with the DPRD.

Furthermore, based on Article 15 paragraph (2) Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparation, Control and Evaluation of Regional Development Plans, stated that the Regional Regulation on the RPJMD is determined for the longest 6 (six) months after the regional head is inaugurated.

As a regional development planning document, the RPJMD is a translation of the vision, mission, and program  regional heads containing objectives, targets, strategies, policy directions, regional development and regional finances, as well as regional apparatus programs and regional apparatus accompanied by an indicative funding framework for a period of 5 (five) years compiled based on the RPJPD and RPJMN.

Regional development planning is a process of preparing the stages of activities that involve various elements of stakeholders in it, in order to use and allocation of existing resources in order to improve social welfare in a regional environment/ Regions within a certain period of time which include: Regional Long -Term Development Plan (RPJPD), Regional Medium -Term Development Plan (RPJMD), and Regional Development Work Plan (RKPD).

Based on the overall stages of the preparation of the RPJMD, both before and after the inauguration of the Mayor and Deputy Mayor of Samarinda H. Syaharie Jaang and H.Nusyirwan Ismail on February 17, 2016 was carried out simultaneously with the preparation of the SKPD Renstra Samarinda City using the basis of the planning document is listed in Government Regulation Number 8 of 2008 concerning Stages, Procedures, Preparation of Control and Evaluation of Regional Development Plans.

Legal Basis for the Preparation of Samarinda City RPJMD in 2016-2021, among others: 1. Law Number 25 of 2004 concerning the National Development Planning System (State Gazette of the Republic of Indonesia of 2004 Number 104, Supplement to the State Gazette of the Republic of Indonesia Number 4421);
2. Law Number 23 of 2014 concerning Regional Government (State Gazette of the Republic of Indonesia of 2014 No. 244); 3. Government Regulation Number 8 of 2008 concerning Stages, Procedures for the Preparation, Control and Evaluation of the Implementation of Regional Development Plans (State Gazette of the Republic of Indonesia of 2008; Presidential Regulation of the Republic of Indonesia Number 2 of 2015 concerning the 2015-2019 National Medium-Term Development Plan (State Gazette of the Republic of Indonesia of 2015 Number 3);
5. Minister of Home Affairs Regulation Number 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparation, Control, and Evaluation of the Implementation of Regional Development Plans (State Gazette of the Republic of Indonesia of 2010 Number 517);
6. Regional Regulation of East Kalimantan Province Number 7 of 2014 concerning Regional Medium-Term Development Plan for 2013-2018 (Regional Gazette of East Kalimantan Province 2014 Number 7; Supplement to the Regional Gazette of the Province of Kalimantan Timurnomor 66);
7. Samarinda City Regional Regulation Number 02 Year 2014 concerning the Spatial Planning of Samarinda City in 2014 - 2034; and 8. Regional Regulation Number 4 of 2015 concerning the Long-Term Development Plan of Samarinda City of 2005-2025.
Relationship between documents
RPJMD is a translation of the vision of the vision , the mission and program of elected regional heads. In addition, the RPJMD is a medium -term development plan (5 years) which is not only a description of the long -term planning (RPJPD), but will also be a reference for sectoral and regional planning for all lines of government in carrying out their duties, principles, and functions. The RPJMD is part of the provincial level regional development planning system as part of the national development planning system, including the district/city level regional development planning system.
Besides based on the Samarinda City RPJMN and RPJPD documents in 2005-2025, the Samarinda City RPJMD in 2016-2021 must also refer to the National RTRW and Provincial RTRW documents. This aims to harmonize regional development planning with Central Government Development Planning so that the RPJMD becomes a synergistic and integrated document.
The relationship between the RPJMD and the Samarinda City RPJPD

Samarinda City RPJMD in 2016-2021 is a translation and implementation of the policy direction and the main target of the Samarinda City RPJPD 2005-2025 the third phase. Samarinda City RPJMD in 2016-2021 is a continuation of the 2011-2015 RPJMD that has been carried out, evaluated, and reported by the Mayor. Substantively, the contents of the Samarinda City RPJMD in 2016-2021 are further planning in order to achieve the condition of Samarinda City in 2025 as stipulated in the vision of the Samarinda City RPJPD. SKPD Renstra is a sectoral planning document that cannot be separated from the RPJMD, because the RPJMD is a reference for the SKPD Strategic Plan. RPJMD priority targets and programs will be achieved through the SKPD Renstra program/activity for the next five years. The implementation of the Samarinda City RPJMD is outlined in the Renstra of each SKPD according to its duties and functions. The Mayor is responsible for achieving the RPJMD target, while the Head of SKPD is responsible for achieving the SKPD Strategic Plan targets that must be accounted for every year and end of the term of office. Here, the success of the SKPD head in achieving the Impact and Outcome performance targets in the SKPD Strategic Plan, directly and indirectly will affect the achievement of the Mayor's vision and mission that has been described in the RPJMD. Regional Government Work Plan (RKPD)
RPJMD is translated year after year through RKPD. The annual target and the direction of the RPJMD policy must be guided in determining the priorities and development targets every year in the RKPD. The regional development program which is actually a mayor's priority program in achieving the RPJMD vision and mission must be mapped properly and specifically from one RKPD to the next stage of the RKPD. SKPD compiles annual priority programs and activities in the SKPD Renja. In the framework of synergy and synchronization between the RPJMD, RKPD, and Renja SKPD every year the RKPD Musrenbang is held for the purpose of sharpening, alignment, clarification and agreement between the mayor and the stakeholders. Implementation of the RPJMD is based on the 2014-2034 Samarinda City RTRW draft, both from the aspect of policy and operationalization and harmony with the development program plan to ensure the continuity and carrying capacity of the environment in Samarinda City. In other words, sectoral development approaches must be implemented in harmony and balanced with a regional development approach. A development that has a regional dimension also pays attention to the importance of development of a selected or strategic area based on the planning, control and evaluation of the integrated development program that pays attention to the conditions and potential and spatial use in accordance with the authority of the local government. Strategies and policies for the development of Samarinda City in the RPJMD are an inseparable part of the RTRW. -Lack of synergy and synchronization of performance architecture both at the level of impact and national and regional development outcomes. At the impact level, the RPJMD target performance indicator must pay attention to what you want to achieve in the RPJMN target. At the outcome level, regional development priorities must pay attention to national development issues and strategies for policy synchronization.
