Gender Responsive Planning
Banjar Baru - Banjarmasin, Tuesday 24/05/2016. Gender Responsive Planning is planning that can
produce development that can be used by all, both men and women. This was conveyed by the Head of Human Development, Drs.H. Hariyo Santoso as a resource person at the Socialization of Gender Responsive Planning and Budgeting at the Dafam Hotel, Banjar Baru, Banjarmasin.
H. Hariyo Santoso delivered a presentation entitled East Kalimantan Provincial Government Policy in Determining the Gender Analysis Pathway and Gender Budget Statement as Part of the Planning Document, saying that the Mechanism for Implementing GAP, GBS and TOR includes:
1. Commitment from decision-making officials (regulations regarding the implementation of PUG (central and regional);
2. Policies with the existence of gender responsive RPJMN/RPJMD, Ministry of Agriculture/SKPD/OPD Strategic Plans, Juklak, Juknis;
3. Institutions (institutions) with the existence of Pokja PUG (including PUG Focal Points); the existence of Annual Plans of Pokja PUG; the existence of annual reports of Pokja PUG, data forums;
4. Human Resources Component with the availability of human resources who have taken part in PUG/PPRG training/capacity building and the availability of Human Resources who have taken part in the PUG/PPRG facilitator TOT; disaggregated;
7. The role of the community with the existence of community institutions to support the implementation of PUG
While delivering a presentation from the Ministry of Women's Empowerment and Child Protection of the Republic of Indonesia, Herman Sireger with the title The Role of the Ministry of PP and PA of the Republic of Indonesia in Encouraging the Acceleration of PUG Achievements in the Regions said that the implementation of Gender Mainstreaming is based on legal grounds, including:
1). The mandate to implement PUG by all Ministries/Institutions and Regional Governments began with the issuance of Presidential Instruction (Inpres) No. 9/2000 concerning Gender Mainstreaming in National Development;
2). Presidential Instruction No.9/2000 Concerning Gender Mainstreaming in National Development conveys Presidential Instructions to: a). Minister; b). Head of Non-Departmental Government Institution; c). Head of the Secretariat of the Highest/Highest Institution; d). Commander of the Indonesian National Army; e). Chief of Police of the Republic of Indonesia; f). Attorney General of the Republic of Indonesia; g). Governor; h). Regent/Mayor;
3). To implement gender mainstreaming in order to carry out planning, preparation, implementation, monitoring and evaluation of policies, programs and national development activities with a gender perspective in accordance with their respective areas of duties and functions and authority;
4). To accelerate the implementation of PUG, a National Strategy for the Acceleration of PUG through PPRG was prepared and established by 4 Driver Ministries, in the form of SEB including: a). Minister of National Development Planning/Bappenas No. 270/M.PPN/11/2012; b). Minister of Finance No. SE-33/MK.02/2012; c). Minister of Home Affairs No. 050/43794/2012; d). PP-PA Minister No. SE 46/MPP-PA/11/2012
PUG - Strategy for realizing gender equality and justice through policies and programs that take into account the experiences, aspirations, needs and problems of women and men in all development in various areas of life, starting from the planning, policy formulation, implementation, evaluation and monitoring stages. (Inpres No. 9 of 2000).
Meanwhile, the WISH Yogyakarta Team delivered a presentation and also guided group work and the creation of GAB and GBS on the second day. In delivering the presentation, the WISH Yogyakarta Team, apart from guiding the preparation of Gender Responsive Planning and Budgeting (PPRG) using the GAP and GBS methods, provided real examples in the field with direct incidents experienced by someone by playing videos.
Head of Women's Empowerment and Family Planning, East Kalimantan Provincial Government, Ir.Hj. Halda Arsyad, M.M opened the Gender Mainstreaming Evaluation (PUG) event in the form of Gender Responsive Planning and Budgeting through Gender Analysis Pathway (GAP) and Gender Budget Statement (GBS) in the meeting room of the Dafam Syariah Hotel, Banjar Baru, Banjarmasin, accompanied by the Ministry of Women's Empowerment and Child Protection (PPPA) of the Republic of Indonesia, Herman Siregar, and Bappeda of East Kalimantan Province represented by Secretary Ir.H. Nazrin, M.Sc.
In his speech, Halda Arsyad said that the socialization of Gender Responsive Planning and Budgeting (PPRG) through the GAP and GBS method for SKPD participants within the East Kalimantan Provincial Government was in order to increase Human Resources in each SKPD in the field of Gender Responsive Planning and Budgeting (PPRG) through the GAP and GBS method. Participants from the Provincial Bappeda were attended by Sukandar, Ahmad Riyadi and HR Development staff, Hj. Masriah, Hj. Nani Nuraini, Halimatussadiyah and Annisa Icha Alfiantho.
