Standardization of East Kalimantan Basic Map

Samarinda, Thursday 11/10/12. Head of the Economic Division of the East Kalimantan Bappeda, Ir. Kusuma Bangsa Samarinda.

The Head of the Economic Division said that it is important to standardize the East Kalimantan base map for planning East Kalimantan development programs in all fields.

This was stated by the Head of the East Kalimantan Bappeda Economic Division during a joint meeting with the National REDD+ task force on the day of the SKPD involving approximately fifty people.

overview REDD+ (Reducing Emissions from Deforestation and Forest Degradation, REDD+) is a global scheme that provides positive incentives to developing countries that are willing and able to reduce greenhouse gas emissions originating from deforestation and forest degradation. Along the way, apart from deforestation and forest degradation, REDD+ also includes the role of conservation, sustainable forest management and increasing carbon reserves.

According to the presentation material from the National REDD+ task force, the National REDD+ task force has nominated 9 provinces as pilot provincial REDD+ implementation, namely Provinces 1. Aceh, 2. Riau, 3. Jambi, 4. South Sumatra, 5. West Kalimantan, 6. Central Kalimantan, 7. East Kalimantan, 8. Papua and 9. West Papua. After several assessment processes, at the end of 2010, Central Kalimantan was selected as the first pilot province for REDD+ implementation. The following year other provinces followed.

In 2010, Sekala was involved in collecting basic data in the nine provinces and compiling data at the sub-national level which includes spatial data, statistics, and including socio-economic data. From November 2011 to July 2012, Sekala was assigned by the REDD+ Task Force to the first REDD+ pilot province, namely Central Kalimantan, in order to provide basic data, review basic maps, and carry out technical preparations to institutionalize an integrated cadastral system.

Based on experience in Central Kalimantan Province and data collected in East Kalimantan in 2010, for East Kalimantan REDD+ purposes, Sekala will carry out activities to complete these data, both to add data and to update existing data. For this reason, Sekala will carry out data verification and collect new data, including:2._peert_rapat_pengediaan_dasar_11_okt_12

1. Biophysical and demographic data: land cover, carbon stock, peat land, topography, biodiversity, concessions (gardens, agriculture, mining, forestry, etc.), degraded land, critical land, areas of high conservation value, areas of mineral soil and peat, administrative boundaries, contours, customary land, fire risk;
2. Priority and vulnerability data: biodiversity hotspots, fire hotspots, disaster risks, and degraded land;
3. Planning and zoning data: spatial plans, forest use plans, KPH areas, and moratorium areas;
4. Data on natural resource use and management: land suitability, mineral deposits, reforestation, certification, customary rights, community-based forest management, and land use conflicts;
5. Socio-economic data: poverty, natural disaster proneness, population and density, small-scale plantations, tribal group fields, customary systems, administrative divisions, and economic indicators;
6. Socio-cultural data: sacred forests, community maps, participatory mapping, customary forests, hot springs, mineral water sources (salt water), honey trees, former villages and former farms;
7. GPS coordinate data: Sekala will collect GPS data for the coordinate points that will be selected as REDD+ implementation areas in East Kalimantan.

Based on the data above, Sekala will carry out data analysis and improvements to increase its accuracy, correct data gaps, and will systematically create a geodatabase format that is easily accessible to stakeholders developing in national and provincial and district REDD+ activities. .

The objectives of the National REDD + Task Force include:
1. Designing an approach and process for collecting basic analytical data including biophysical, demographic, socio-cultural and socio-economic data;
2. Compile and analyze data from various sources (multi-stakeholders) in East Kalimantan;
3. Collecting new data and updating existing ones including biophysical, demographic, socio-cultural and socio-economic data in East Kalimantan;
4. Identify and analyze inconsistent data between existing data and newly collected data as necessary for the implementation of National REDD+ in East Kalimantan and initiate a process to reduce inconsistencies;
5. Carry out a multi-stakeholder review process and support the basic data design;
6. Disseminate basic data and base maps to REDD policy makers and to relevant stakeholders;
7. Identify and assess gaps in institutional and individual capacity required to ensure institutionalization of Cadastral mapping streams and integrated survey systems;
8. Design processes to build and/or strengthen necessary institutional and individual capacities including through a comprehensive mapping training system established in East Kalimantan;
9. Carrying out training and related capacity building activities in the process of updating and maintaining maps and basic data for government officials and representatives of civil society in East Kalimantan;
10. Work with the institutional structure of the REDD+ Technical Institute in building a REDD+ database system, which contains basic data and base maps developed through their work;
11. Ensure data ownership within the community, regional government and East Kalimantan Provincial government.

The duties and responsibilities of the National REDD + Task Force include:
1. Provide data for National REDD+ implementation, consisting of spatial data and non-spatial data including biophysical, demographic, socio-cultural and socio-economic data, and create a comprehensive assessment document report, detailing available data for East Kalimantan and a database of initial data collected;
2. Compile and analyze data from various sources, and create basic data reports and information sources, including base maps, metadata, and storage systems for each data collected with comprehensive documents showing the results of analysis of existing data, for relevant REDD+ information in East Kalimantan;
3. Collecting GPS data for coordination of areas that will be converted into REDD+ in East Kalimantan;
4. Design a system to improve the quality and quantity of spatial and non-spatial data and inconsistent data (including tracking information sources);
5. Analyze spatial and non-spatial data which includes biophysical, demographic, socio-cultural and socio-economic data in East Kalimantan, so that it is easily accessible electronically and relevant for users so that it is easy to carry out analysis according to REDD+ needs. Carrying out data acquisition, creating a data acquisition process report;
6. Make a report on stakeholder attitudes and perceptions towards REDD+;
7. Facilitate discussions between stakeholders (multi-stakeholders) and prepare reports on the views of the parties, as well as reports on the discussion process of the views of the parties obtained in multi-stakeholder meetings;
8. Facilitate multi-stakeholder support processes, identify interested parties and key figures;
9. Facilitate discussion of multi-stakeholder views and reports of multi-stakeholder views on base maps and proposals for the institutionalization of the Integrated Cadastral System;
10. Facilitate dissemination of plans, design efficient processes, and create reports on plans to disseminate baseline data and base map information to policy makers and relevant stakeholders;
11. Design an Integrated Cadastral Mapping and Survey System, and make a recommendation report on recommendations for institutionalizing an Integrated Cadastral Mapping and Survey System in East Kalimantan Province, including linkages with other relevant agencies at the national, provincial and district levels, as well as recommendations if similar efforts are implemented in forested provinces others;
12. facilitate discussions for capacity assessments and create gap reports. Report on existing capacities and gaps as well as design of short and long term capacity building programs for district, provincial and national levels as well as relevant NGOs/NGOs and community groups.
13. Facilitate discussions to create training plans and create reports on Sekala's plans to provide training to district, provincial and national officials as well as individuals from relevant NGOs/NGOs and community groups;
