and the desired goal. This was stated by the Regional Secretary of East Kalimantan Province, DR.H. Irianto Lambrie when giving a speech and opening the Orientation Meeting for the Preparation of the RPJMD and SKPD Strategic Plan for East Kalimantan Province for 2013 – 2018 in the Strategic Planning Meeting room on the third floor of the Bappeda of East Kalimantan Province, Jl. Kusuma Bangsa Number 2 Samarinda, attended by the heads of SKPD within the East Kalimantan Provincial Government, and echelon III, echelon IV officials and staff who are competent in their respective fields totaling approximately two hundred and fifty people.
The event began with the singing of the song Indonesia Raya which was guided by the East Kalimantan Bappeda staff, Kartinem and continued with the reading of prayers by H. Sajid Ikhsan Fuad, ST and continued with report on the implementation of the East Kalimantan Provincial Government's 2013-2018 Orientation Meeting for the Preparation of the RPJMD & SKPD Strategic Plan by the Head of the East Kalimantan Province Bappeda, DR.Ir.H. Rusmadi.MS.
Then the Regional Secretary of East Kalimantan Province delivered a speech and at the same time opened the Orientation Meeting for the Preparation of the RPJMD and SKPD Strategic Plan for 2013-2018. In his speech he stated that as we all know, the period of service for the Regional Head of East Kalimantan Province for 2009 – 2013 has entered its final year.
This means that the implementation of the East Kalimantan Province Medium Term Development Plan (RPJMD) for 2009 – 2013 will end at the end of 2013. This condition gives us a message to prepare ourselves to prepare the RPJMD for the next 5 (five) years, namely 2013 – 2018, which is also the implementation of the third (3rd) Stage of the East Kalimantan Province Regional Long Term Development Plan (RPJPD).
Therefore, I welcome the orientation activities for the preparation of the RPJMD and SKPD Strategic Plan so that it is hoped that the entire drafting team can understand the laws and regulations relating to the preparation of these documents so that they can be carried out in accordance with the stages and procedures for preparation as regulated in the laws and regulations and the quality of the documents can be maintained, among others:
1. The RPJMD must be prepared with regard to the interests of all of us to obtain clear guidelines and direction in carrying out development for five years at the regional level and it is hoped that it can contribute or contribute to national development. This also carries out regulatory mandates including Law number 25 of 2004 and Government Regulation Number 8 of 2008;
2. Thus, the preparation of the 2013-2018 RPJMD is very important and strategic in efforts to realize the vision of East Kalimantan in 2025, namely "Creating a just and prosperous society in sustainable development";
3. In the 3rd stage of the RPJPD (i.e. 2013-2018) it is mandated that economic dependence on renewable natural resources continues to grow, and the economic structure becomes more stable. Basic infrastructure and facilities for development have reached rural areas, government is running more efficiently, effectively and transparently. This is in an effort to make East Kalimantan's economy dominated by renewable natural resource-based industries in 2025;
4. Can translate this mandate into development programs in the RPJMD documents and SKPD Strategic Plan for 2013-2018. I realize that the preparation of the RPJMD is not difficult but also not easy, because in a short time we have to take stock of global, national, regional and regional conditions through a series of activities starting from consultation, coordination and negotiation as well as networking aspirations. In this case, high commitment is required from the RPJMD and SKPD Strategic Plan Team to obtain quality documents
5. In accordance with the plan for holding the 2013-2018 Governor and Deputy Governor elections in September 2013, it is hoped that the preparation of the Initial Draft RPJMD and SKPD Strategic Plan can be completed in December 2013 and after the Governor and Deputy Governor are elected for the 2013-2018 period, the RPJMD PERDA will be stipulated in June 2014 and the SKPD Strategic Plan will be determined by Governor's Decree in July 2014
Some things that need attention include:
1. Carry out each stage effectively, intensively and efficiently regarding consultation, coordination and negotiation so that the preparation of documents can be timely and of good quality;
2. The vision and mission of the SKPD Strategic Plan must refer to the vision and mission of the RPJMD which is the vision and mission of the elected Governor and Deputy Governor;
3. The RPJMD and SKPD Strategic Plan are important documents so the quality of these documents must be maintained considering that these documents are a tool for coordinating all stakeholders, guiding direction, minimizing uncertainty and as a tool for assessing regional development performance. Apart from that, the document also answers 3 basic questions, namely: a. Where is the regional development directed and what will be achieved in the next 5 years; b. How to achieve it? and c. What strategic steps need to be taken to achieve the goal?
4. The quality of the RPJMD is also the basis for assessing the accountability of regional government performance, where for 4 consecutive years from 2009 – 2012 East Kalimantan was ranked first, therefore the preparation of this RPJMD is a momentum to increase the accountability of government performance which can be maintained;
5. In setting SKPD performance indicators and targets you don't need too many, just adjust them to the issues and problems for the next 5 years and in accordance with the main tasks and functions of the SKPD;
6. The vision and mission of the SKPD Strategic Plan must be in line with the vision and mission of the regional head as stated in the RPJMD. This is very important considering that the achievement of the regional head's vision and mission is very dependent on the achievement of program/activity implementation targets in the SKPD. From the evaluation of the SKPD Strategic Plan for 2009-2013, there is still a vision/mission of the SKPD Strategic Plan that is not in line with the vision/mission of the RPJMD;
7. When preparing programs/activities, they must be planned really well, remembering that program/activity budgets cannot be allocated if they are not in accordance with the planning documents. From the evaluation results, there are still programs/activities implemented by SKPD that are not in accordance with the Strategic Plan or Renja documents, so their accountability is in doubt.
Regional Secretary of East Kalimantan Province, DR.H. Irianto Lambrie conveyed a message to all SKPD within the East Kalimantan Provincial Government, including:
1. The Head of SKPD is asked to immediately appoint a Team for Drafting the SKPD Strategic Plan and the Team can focus on preparing the document;
2. Reviewing the evaluation of the achievements up to 2012 and estimating the achievements in 2013;
3. Mapping problems and potential both by development sector and region/location (district/city);
4. Formulate policy directions and targets with clear and measurable targets, related to time, location, volume, budget, implementation and so on.
Ideal conditions mandate that the RPJMD is prepared taking into account the Vision and Mission of the elected Regional Head. However, with this, we are trying to provide an initial picture of the current condition of development performance which will then become an accurate basis for formulating policy directions and targets for the next five years. With the hope that it will be used as material for consideration in preparing the Vision and Mission of the Candidate for Regional Head of East Kalimantan Province for the service period 2013 – 2018. Apart from that, it will make it easier for us to accelerate the preparation and determination of the RPJMD in question, considering that the deadline for determination is only 6 (six) months after the Inauguration of the elected Regional Head.
For this reason, on this good opportunity, let us build an agreement to move forward together to provide the best for the realization of "fair and equitable prosperity for the people of East Kalimantan which also supports increased welfare for Indonesian citizens" in accordance with the Vision of the RPJPD of East Kalimantan Province, "CREATING A JUST AND PROSPEROUS SOCIETY IN SUSTAINABLE DEVELOPMENT" and the National RPJP Vision "INDONESIA THAT IS INDEPENDENT, ADVANCED, FAIR AND PROSPEROUS” (Bappeda Public Relations East Kalimantan/Sukandar, S.Sos).
