Gub. East Kalimantan delivered LKPJ 2012

Samarinda, 2/5/13. Governor of East Kalimantan, Dr.H. Awang Faroek Ishak submits the accountability report on the implementation of the APBD 1a Teuku Umar, Karang Paci 75126 Samarinda, starting at 14.45 WITA. </p>
<p> LKPJ of the 4th year of East Kalimantan Governor was delivered before the East Kalimantan DPRD at 2:00 pm and will be attended by the SKPD heads in the scope of the East Kalimantan Provincial Government. </p>

This situation cannot be avoided because of the abundance of the wealth of natural resources owned, such as petroleum reserves 670.00 million metric stock tanks (MMSTB), natural gas 19.76 tons of standard cubic feet (TSCF) and coal 9.2 billion tons.

For the sustainability of the development of East Kalimantan and in line with the spirit of the Master Plan for the Acceleration and Expansion of Indonesian Economic Development (MP3EI), the Provincial Government of East Kalimantan in its development framework focuses on efforts to build economic fundamentals through the acceleration of industrial estate development oriented and non-oil and gas exports with the cluster industry approach.

To realize this vision, the Governor and Deputy Governor are committed to three major agendas, namely: 1). Creating a safe, democratic and peaceful East Kalimantan supported by a clean and authoritative government; 2) Realizing the economy of regional competitive and pro -people; 3) Improving the quality of human resources and people's welfare.

In the Regional Medium-Term Development Plan (RPJMD) in 2009-2013, the slogan was determined "Building East Kalimantan for All". Building East Kalimantan for all is not limited to the slogan, but contains very important value so that the implementation of development is comprehensive and just. When we started the responsibility as regional head, there were ten strategic issues in carrying out development in East Kalimantan, namely; 1) Food Independence and Sovereignty; 2) poverty alleviation; 3) Unemployment; 4) limited access to capital; 5) Bureaucratic/Public Service Reform; 6) Environmental quality degradation; 7) competitiveness and investment climate; 8) Education and Health Services 9) Infrastructure; and 10) Border, inland and disadvantaged areas. Furthermore, 10 of these strategic issues, in the 2009 - 2013 RPJMD became ten priorities for the development of East Kalimantan.

In accordance with the development target of the next five years, in 2013 economic growth is expected to reach more than 4%, open unemployment decreases to 7.42%and we are able to reduce poverty to 7%. The situation is only possible if investment as an economic growth machine increases significantly, inflation and the population is controlled, the acceleration of quality infrastructure development is supported by professional bureaucratic apparatuses and systems and safe and peaceful East Kalimantan conditions.

Therefore, the emphasis of development priorities is directed at infrastructure development that can spur regional economic growth and reduce regional inequality and improve the services of basic needs of the community.

As a form of responsibility of the Provincial Government of East Kalimantan, it is mandatory for us to convey the implementation of development in the 2012 fiscal year, in accordance with PP No. 3 of 2007 as an objective picture, steps that have been taken, achieving development targets and constraints that are still faced in the implementation of the development.

In the four years of development implementation in 2009-2012 in the Province of East Kalimantan, the development budget allocation reached Rp.63.82 trillion sourced from the Provincial APBN and APBD, in 2009 the total provincial budget was Rp.7.79 trillion and the APBN of Rp.4.65 Trillion, in 2010 for the Provincial APBD and Rp.7.23 trillion for the APBN allocation, while in 2012 the Provincial APBD was Rp. 13.13 trillion and for the APBN allocation of Rp.9.16 trillion.

Various programs carried out by the provincial government have made a significant change in development progress. This can be seen from several macro development indicators. GRDP in 2012 reached Rp.419.10 trillion. This means that it increased compared to GRDP in 2011 reached Rp.391.42 trillion and in 2010 of Rp. 321.76 trillion while in 2009 there was Rp. 285.59 trillion. In 2011 the GRDP of East Kalimantan took place in the 5th position. While the 2012 economic growth rate was recorded at 3.98% with oil and gas and 11.31% without oil and gas. In 2011 recorded 4.08% with oil and gas and 12.03% without oil and gas. PDRB per capita in 2012 amounted to Rp.110.38 million, increased compared to 2011 amounting to Rp.105.85 million, and in 2010 amounted to Rp.90.59 million.

Consumer Tendency Index (ITK) East Kalimantan in 2012 amounted to 109.95 108.77. This achievement was driven by an increase in household income because the business conditions carried out by the community. ITK value in East Kalimantan is the highest among other provinces in Kalimantan, even on average the national economic conditions of consumers are also better.

The inflation rate in East Kalimantan in 2012 reached 5.60%, and in 2011 was 6.35%. Then in 2010 was at 7.28% and in 2009 amounted to 4.31%

In 2012 investment in East Kalimantan amounted to Rp. 30.47 trillion consists of PMDN Rp.7.7 trillion and PMA Rp.22.77 trillion. In 2011 the amount of Rp.28.33 trillion consisted of Rp.16.20 trillion and PMA Rp.12.13 trillion, while in 2010 it was only Rp.16.87 trillion consisting of PMDN Rp.7.88 trillion and PMA Rp.8.99 trillion.

In 2012 East Kalimantan contributed exports with a value of US $ 33.79 billion, and in 2011 export contribution was US $ 37.97 billion, while in 2010 it was US $ 25.12 billion.

The health and nutritional sector in 2012 can be known from the average life expectancy of East Kalimantan population 71.20 years, then toddlers who have a relatively low nutritional status of 0.3% and the percentage of toddlers whose births are helped by medical personnel by 79%. This places the province of East Kalimantan in the 5th rank of the province with a ranking of living level index between provinces throughout Indonesia.

Open Unemployment Rate (TPT) in East Kalimantan over the past 4 years decreased, in 2009 amounted to 10.83%, in 2010 decreased to 10.10%, in 2011 amounting to 9.84%. Whereas in 2012 the open unemployment rate decreased to 8.90%.

The number of human development index as an indicator of improving the quality of human resources also increased, in 2009 by 75.11 increased to 75.56 in 2010 and in 2011 it increased to 76.22. East Kalimantan is ranked 5th National.

The percentage of poor population for 4 years has decreased from 2009 to 2012, while in 2012 the percentage of poor population amounted to 6.68%. This exceeded the 2013 East Kalimantan RPJMD target of 7%and the 2014 National RPJM was 8-10%, even exceeding the 2015 MDGs target of 7.5%. 4._und_lkpj_gub_kaltim_2012

In the field of bureaucratic reform, East Kalimantan 4 (four) consecutive years, from 2009 to 2012 recorded with the title of the best provincial government the results of government performance accountability evaluation and received an award from the Ministry of Administrative Reform and Bureaucracy (Kemenpan-RB) and the award certificate from the Deputy of the Ministry of PAN's Apparatus Accountability and Bureaucracy Reform for the Submission of Government Agency Performance Accountability Reports (Lakip). Bureaucratic reform in a timely manner as the implementation of Presidential Instruction No. 7 of 1999.

To build fiscal independence, the breakthrough of the increase in PAD was carried out by the Provincial Government. Based on data from the Indonesian Ministry of Finance, PAD East Kalimantan ranks third highest nationally after DKI and East Java.

The fiscal capacity of the province of East Kalimantan in 2008 was still dominated by 66.10%of the balance fund, while the new PAD was 33.79%, while for 2012 PAD had reached 45.43%, this shows that the province has headed to fiscal independence.

On the regional financial management side, for the 2011 Regional Government Financial Statements received a fair opinion with the Exception (WDP) from BPK RI, and for 2012 the financial statements of the local government hope that we get a Fair Opinion without Exception (WTP).
