East Kalimantan Corruption Perception Index Survey

Implementation of the socialization and continued with a survey of the Bontang City Corruption Perception Index (IPK) based on the letter of the Governor of East Kalimantan, Dr.H. Awang Faroek Ishak Number 356/4807/B.PA-BAPP/2014, July 1, 2014 Regarding the Corruption Perception Index Survey Associated with all company leaders in Bontang City.
Socialization activities and followed by this GPA survey in order to follow up on the results of the Memorandum of Understanding (MoU) between the Provincial Government of East Kalimantan and Transparency International Indonesia (TII) on March 10, 2014 Number: 199/2084/BPPWKA/III/2014 concerning Acceleration and Eradication of Corruption in East Kalimantan Province which KPK by conveying the following things:
1. The Provincial Government of East Kalimantan in collaboration with Transparency International Indonesia (TII) will conduct a 2014 GPA survey;
2. The GPA survey will be held in July and August 2014 with company survey objects in all regencies /cities in East Kalimantan;
3. In connection with the foregoing and to succeed the implementation of the Survey of the GPA of Agas Brother (company) can be a respondent.
Diwali event with an introduction to the Head of Bappeda City of Bontang, Zulkifli said that it had invited as many as 110 companies operating in Bontang City and continued with remarks and presentations by the Head of Bappeda of East Kalimantan Province represented by the Head of Government and Bappeda Apparatus of East Kalimantan Province, Siti Sugiyanti, SE., M.Si.

6. Instrument of Potential Corruption with Indicators: 1). The prevalence of corruption includes: bribery and corruption, state officials asking for or receiving bribes, misuse of state finances for personal, group, parties or companies,; 2). The mechanism of state financial accountability includes: The existence of clear and accountable procedures in the allocation of state finances, the existence of special funds that cannot be accounted for, the existence of many public officials appointed directly by the government, the existence of an independent institution that audits the use of state finances, the existence of an independent court that prosecute corrupt officials; 3). Indicators of corruption motivation include: corruption due to the existence of a mobile political support (successful team), corruption due to special treatment, corruption due to the security of government projects, corruption due to buying and selling influences, corruption for funding is not recorded for political parties; 4). Indicators of the impact of corruption include: corruption in licensing, corruption in basic services, corruption in taxation, corruption in procurement (auction team), corruption in judicial, corruption in the issuance of trade kuata, corruption in the police, corruption in the credit (bank), corruption in customs, corruption in the Supervisory and Examination Agencies, the Military Corruption, Corruption in Executives, Corruption in Legislation; 5). Indicators of eradication and prevention of corruption include: law enforcement against corrupt public officials, prevention of corruption by the government,
7. The business integrity assessment instrument in this section discusses the risk of bribery and the description of the corruption prevention system owned by the company;
8. Instrument "Risk of bribery based on business fields". This discusses the risk of bribery based on business fields in the district/city;
9. Instrument "Risk of Bribery Based on Business Partners' State". This section discusses the risk of bribery based on the country of origin of the business partners of companies in the city of Bontang;
10. The "Center Service Integrity Integrity Instrument". Discussing the risk of bribery in internal central public service providers based on the assessment of each respondent, this information is very important in order to determine public service providers that need to be reformed to strengthen the design of effective bribe prevention systems to support the climate of the competitive business world;
11. The instrument of "Provincial Service Integrity" is to discuss the risk of bribery in the Public Service Provider Institution in the Province. This assessment is very important to determine public service providers who need to be reformed to strengthen the design of effective bribery prevention systems to support the climate of the competitive business world;
12. The instrument "Regency/City Service Integrity" is to discuss the risk of bribery events at the Public Service Provider Institution in Bontang City. This research is very important to determine public service providers that need to be reformed to strengthen the design of effective bribery prevention systems to support the climate of the competitive business world;
13. The "Local Integrity System" instrument discusses the local integrity system in Bontang City with its indicators, the Regional Head, Regional Representative Council, Political Party, Public Services, Public Procurement, Courts, Supreme Audit Board, Ombusman, Media, Civil Society Organizations, Anti -Corruption Institutions, Business, Central Government;
14. The instrument "Knowledge of the Corruption Criminal Law" discusses the level of knowledge of the Corruption Criminal Act by respondents;
15. The instrument "Knowledge of Corruption Prevention and Eradication Strategy" discusses the Strategy for Prevention and Eradication of Corruption.
II. Discussion
Submission of remarks as well as direction by the Head of Government and Apparatus of Bappeda, East Kalimantan Province, Siti Sugiyanti, SE. M.Si who represented the Head of the East Kalimantan Province Bappeda and an explanation from the resource person who was the coordinator of the Indonesian International Transparency Team (TII) Husen as well as the delivery of information about the general conditions of the company operating in Bontang City Maupu in general social and cultural conditions as well as climate in the Government of Bontang City by the Head of Bappeda City of Botang City, Ir. Zulkifli.
The participants who attended gave a very positive appreciation with the number of participants gave a variety of responses and most of them gave the opinion that the eradication of corruption in the regions and in Indonesia was very pessimistic that was under the many national and regional cases according to the participant's view that it was difficult to eradicate because it was ingrained.
Based on the opinion of the participants the Head of PA Bappeda of East Kalimantan Province provides an understanding that in order to prevent and eradicate corruption at the regional level and at the central government level, data or information is needed related to various potential corruption in all fields as a step to determine what policies need to be taken in order to prevent or eradicate corruption.
