5. The sub-district head must have the courage to lose money in processing community land certificates, because the community does not have enthusiasm.
E. Presentation of West Kutai Regency with important points including:
1. The provisions are different between the Regency Government and the BPN, the provisions with the BPN are that payments are made up front first before measuring, while the Kubar Regency Government pays later;
2. The financing program is based on provincial financial assistance;
