Infrastructure service satisfaction index

Samarinda, 29/9/14. Infrastructure Service Satisfaction Index (IKLI) is a measure of feedback to find out the level of community satisfaction of 2a._Pldsc_0044

Nazrin, M.Si opened a Focur Group Discussion / Discussion event and Focus on the Preparation of the East Kalimantan Infrastructure Services Satisfaction Index in the Basic Pattern Meeting Room, Bappeda Province of East Kalimantan Province, Jln. Kusuma Bangsa Number 2 Samarinda was attended by participants of approximately 40 people from the SKPD scope of the East Kalimantan Provincial Government.

The concept of the results of the inauguration is assumed that the high infrastructure service satisfaction index reflects the high quality of output and outcomes of infrastructure development in East Kalimantan (scale 1-10). How is the current performance and how the conditions expected by the infrastructure user community are feedback needed in order to improve the performance of the following year.

In accordance with the Regional Medium -Term Development Plan (RPJMD) document (RPJMD) of East Kalimantan Province in 2013 - 2018 which has been determined in Regional Regulation No.7 of 2014 places infrastructure as one of the development missions in the effort to achieve the vision of East Kalimantan 2018. The success of infrastructure development will be input or input for all development sectors. Explicitly, the expected impact of infrastructure development is to be able to increase regional economic growth, reduce poverty, reduce the number of unemployment, increase regional investment value, open regional isolation, increase accessibility between regions, support food security, and others.

Knowing objectively community perceptions of infrastructure development performance, including several attributes that are directly felt by the community, which boils down at the level of satisfaction with infrastructure development in East Kalimantan; <R /> 2.    Building an indicator model of achieving infrastructure development goals. The results of the measurement and analysis will be input for the government in establishing policies and preparing programs/activities the following year. </p>
<p> <strong> Targets and Benefits of IKLI Preparation </strong> </p>
<p> The target of this activity is the exclusion of the formula for calculating the infrastructure service satisfaction index (IKLI). The calculation of the index value is objectively input in the planning and formulation of infrastructure development policies in East Kalimantan. The benefits of this activity include: <Br /> 1.    Knowing the expectations and perceptions of the community on infrastructure development in East Kalimantan; <R /> 2.    Knowing the needs, desires, requirements and expectations of the community for infrastructure development; <R /> 3.    As material for the preparation of plans and strategies (strategy and action plan) overall performance improvement in the following year; <R /> 4.    Communication media and the commitment of the provincial government to improve the quality of infrastructure services to the community; </p>
<p> <strong> Ikli scope </strong> </p>
<p> This index will measure the satisfaction of basic infrastructure services in ten districts/cities in East Kalimantan, namely: (1) Kab. Paser (2) Kab. Penajam Paser Utara (3) Balikpapan City (4) Kab. Kutai Kartanegara (5) Kab. Kutai Barat (6) Kab. Mahakam Ulu (7) Kab. Kutai Timur (8) Samarinda City (9) Bontang City (10) Kab. Berau. </p>
<p> <strong> The infrastructure sector that will be assessed includes: </strong> <Br /> 1.    Provision of quality roads and bridges; <R /> 2.    Provision of transportation (land and ASDP, sea and air); <R /> 3.    Provision of clean water infrastructure; <R /> 4.    Provision of irrigation infrastructure (agriculture and raw water); <r /> 5.     Provision of housing infrastructure </p>
<p> The five aspects are limited to the provision of the central government and the Provincial Government of East Kalimantan and priority programs in the 2013 - 2018 East Kalimantan RPJMD. </p>
<p> Measurement of Effectiveness of Development Each type of infrastructure adopts and modifies the Gibson, Donely, and Ivancevich approach with the System Theory Approach (1997). Based on this approach the limits of effective criteria, namely: (i) physical availability (Availability) (ii) physical quality (iii) appropriateness (iV) utilization (utility) and (v) employment. In addition, the contribution of the infrastructure sector to the economy will also be added. The rationale for selecting variables as an indicator of the fulfillment of aspects of effectiveness, among others: <Br /> 1.    Availability (Availability): that in every shopping activity intended for physical activities will certainly produce output in the form of physical goods. This means that physical availability absolutely must be met by physical shopping activities; <R /> 2.    Physical quality (quality): the quality of the output produced. That the effectiveness aspect will be more real if the scope is wider, which is not only physical determination but also supported by good and optimal quality output; <R /> 3.    Appropriateness: the suitability of the policies set by the government and the needs of the community. This is based on the rationale that the suitability between policy and the need will provide optimal benefits for the community as the beneficiaries; <R /> 4.    Utilization (utility): the level of utilization of the output that has been produced, ie the greater the use of output, the greater the level of effectiveness; <r /> 5.    Employment (job creation); <R /> 6.    Contribution to the economy. This is based on the thought that infrastructure development is carried out to support various economic activities so it is necessary to assess how much infrastructure contributes to increasing economic activities in East Kalimantan. </p>
<p> <strong> Implementation of Focus Group Discussion (FGD) </strong> </p>
<p> <strong> Purpose and Purpose of FGD </strong> <r /> 1.    Determine indicators of measurement of infrastructure service quality; <R /> 2.    Determine the weight or level of importance, among others: a). from 5 (five) types of infrastructure for development; b). from indicators of measurement of the quality of infrastructure services that have been determined to the formation of index values. </p>
<p> <strong> FGD Participants </strong> </p>
<p> FGD will be followed by the Office/Agency involved in the planning and implementation of infrastructure development in East Kalimantan. The selection of FGD participants to weighty indicators is based on the following three criteria (1) the level of interest in respondents on infrastructure expenditure (2) The level of expertise/knowledge in the field of infrastructure (3) Practitioners who directly handle the field of infrastructure development </p>
<p> In order for FGD to take place well, the number of FGD participants is limited to a maximum of 20 people. So that those present are expected to really meet the intended requirements. </p>
<p> <strong> The process of implementing FGD </strong> </p>
<p> In sequence the FGD implementation process includes the following activities: <R /> 1.    FGD participants registration, in accordance with the invitation submitted; <R /> 2.    FGD leaders open FGD activities; <R /> 3.    The FGD leader conveys the background, purpose and purpose, as well as concepts related to the FGD topic; <R /> 4.    Development of Assessment Indicators <R /> FGD Leaders Discuss about the Indicators of Assessment of Infrastructure Service Satisfaction Index. In the discussion, FGD participants discussed, whether 6 (six) existing indicators could meet the assessment needs, whether it had to be added or reduced. </p>
