East Kalimantan Poverty Reduction Coordination Meeting

Implementation of the Poverty Reduction Coordination Meeting of the Province of East Kalimantan in the context of accelerating poverty reduction, the government has issued Presidential Regulation Number 15 of 2010 concerning the Acceleration of Poverty Reduction. Whereas at the regional level the Provincial and Regency/City Poverty Reduction Coordination Team has been formed based on Regulation of the Minister of Home Affairs (Permendagri) Number 42 of 2010 concerning the Provincial and Regency/City Poverty Reduction Coordination Team (TKPKD). TKPKD is tasked with coordinating poverty reduction in their respective regions and controlling the implementation of policies and monitoring poverty reduction programs in accordance with the decision of the National Team for the Acceleration of Poverty Reduction (TNP2K).
In order to provide information about the progress of the achievement of poverty reduction programs and the institutional strengthening of the Provincial and Regency /City TKPK, the East Kalimantan Provincial Government through the East Kalimantan Province TKPK held a socialization, coordination, monitoring and evaluation of the acceleration of poverty reduction in East Kalimantan from Wednesday-Thursday, October 1-2 October 2014 in Balikpapan. h. Hariyo Santoso told participants from the Provincial SKPD to be able to deliver the 2014 poverty reduction program/activity (Matrix) while for the Regency/City TKPK carrying LP2KD (Report on the Implementation of Regional Poverty Reduction) in 2013 and Decree on the Formation of Regency/City TKPK.
While the speakers from the Ministry of National Development Planning/Bappenas Maliki, ST., M.Sc., P.HD conveyed the presentation with the title of the poverty reduction policy with important points including conveying the issue of gaps and vulnerability, namely the more middle-income population, but vulnerable to economic shocks that could very easily bring them to the poverty line. Up to the percentile 40 is considered still vulnerable.
Conclusion
1. The achievement of the Poverty Reduction Program in East Kalimantan Province in a period of 5 years namely 2009 - 2013 experienced improvements, in terms of percentage in 2008 the poor were recorded at 9.51% (286,440 people) and in 2009 decreased to 7.73% (239,220 people), meanwhile in 2010, 2011, 2012 and 2013 from the absolute number show The percentage of each year decreased by 7.66%, 6.77%, 6.68%and 6.06%;
2. Based on the above conditions, it will be used as an evaluation material for the Provincial Government of East Kalimantan to improve the performance of poverty reduction programs in the 2014 - 2018 period in order to achieve the poverty reduction target from 6.06% in 2013 to 5.00% in 2018;
3. In addition, a picture of poverty profiles in the Province of East Kalimantan as stated by the National Team Resource Resource for Poverty Reduction (TNP2K) both in terms of consumption and other dimensions can be used as constructive input for improving the performance of the Poverty Reduction Coordination Team (TKPK) Prov. East Kalimantan in the next period;
4. To achieve the poverty rate of 5% in 2018, the active role with full sincerity of all stakeholders, both cross -sectoral (all provincial SKPD and related vertical agencies) and cross -regional (regencies/cities) need to be more intensified;
5. In order to reduce the level of poverty, the regional government needs to be guided by 3 (three) main issues of poverty reduction policies as stated by the National Team Resource Resource for Poverty Reduction (TNP2K), namely from the aspect of: a. Poverty, if the lower the level of poverty in an area, the more difficult it is to reduce it, therefore it requires the right and specific strategy.
b. Vulnerability, the increase in population with the level of consumption around the poverty line (GK) will cause falling poor in the event of an economic shock, so it is necessary to promote a program to meet food needs for the poor.
c. Gaps, in order to reduce the gap of community income, different policies are needed to be adjusted to the level of their pending.
6. The 2014 Quick Wins activities proposed by East Kalimantan have been accommodated by Bappenas with the location of Muara Ancalong District (East Kutai Regency), Manor Dui District (West Kutai Regency) and Anggana District (Kutai Kartanegara Regency);
7. To realize the Vision and Mission of the RPJMD 2013 - 2018, especially in reducing poverty levels to 5.00% in 2018, "Institutional Revitalization and the Role of TKPK Prov. East Kalimantan" needs to be done in the hope of "the stronger TKPK institutions, the more effective poverty reduction in the regions".
8. Furthermore, as an effort to revitalize the TKPK Prov. East Kalimantan in Perode 2014-2018, then all members of the TKPK together need to focus on the following matters:
a. Encourage and ensure that the poverty reduction strategy Prov. East Kalimantan 2014 - 2018 is in line with the 2015 - 2019 RPJMN;
b. Maintain and ensure that the poverty reduction program that has been stated by the RPJMD of East Kalimantan Province in 2013 - 2018 to remain consistently elaborated and referred to into the SKPD and RKPD Strategic Plan and Renja SKPD comprehensively (per cluster);
c. Encourage and keep the planning and budgeting process to produce relevant and effective APBDs for poverty reduction;
d. Control the monitoring of the implementation of poverty reduction programs in the provinces and districts /cities;
e. Compile and submit a complete and timely and timely report on the implementation of regional poverty reduction (LP2KD) which will be an input for TNP2K;
f. Coordinate the preparation of Regional Poverty Reduction Strategies (SPKD) as a reference for the RPJMD in the field of poverty reduction.
