Prioritize Human Resource Development
Samarinda, 16/3/15. In accordance with the 2015-2019 National Medium Term Development Plan (RPJMN) with the Government
President of the Republic of Indonesia Ir.H. Joko Widodo and Vice President of the Republic of Indonesia H. Jusuf Kalla stated that the focus of development prioritizes human targets. This means that every development program must be able to have a greater impact on human needs.
This was conveyed by Plt. Regional Secretary of East Kalimantan Province and Head of Bappeda of East Kalimantan Province, DR.Ir.H. Rusmadi.MS at the 2016 East Kalimantan Province Development Priority Planning Coordination Meeting in the Strategic Plan meeting room on the third floor of the East Kalimantan Province Bappeda.
In delivering the presentation and at the same time the direction of H. Rusmadi.MS that in accordance with the mandate of Permendagri No. 54 of 2010, the preparation of the Regional Development Work Plan (RKPD) has been and will be carried out in stages of discussion including: 1. Coordination Meeting for Bappeda throughout East Kalimantan on 4-5 February 2015 in Sangatta and continued with; 2. Public Consultation on 12 March 2015; 3. Priority Program Coordination Meeting on March 16-19 2015; 4. SKPD Forum on 23-24 March 2015; 5. Musrenbang RKPD East Kalimantan Province 2015 April 1-2 2015.
The aim of the 2016 East Kalimantan Province Development Priorities Coordination Meeting is to align and agree on the Preliminary Draft Regional Government Work Plan (RKPD) for East Kalimantan with the SKPD Renja Draft as an elaboration of the 3rd year of the 2013-2018 East Kalimantan RPJMD.
The Head of Bappeda for East Kalimantan Province conveyed the discussion mechanism, including: 1). Discussing the suitability of SKPD Ta's priority programs/activities. 2016 with the position of Year 3 RPJMD (Preliminary Draft RKPD 2016); 2). Discussing the suitability of performance indicators for priority programs/activities as well as performance targets for the Ta SKPD Plan. 2016 with Performance Indicators in the 2016 Preliminary Draft RKPD for East Kalimantan Province; 3). Discuss the accuracy of the location of SKPD priority programs/activities in 2016 with
Preliminary Draft RKPD of East Kalimantan Province for 2016; 4). Discussing new activity programs outside the Preliminary Draft Provincial RKPD. East Kalimantan 2016 (actual strategic problems and issues based on national and regional policies).
12 East Kalimantan RPJMD Development Priorities for 2013 – 2018
1. Improving the quality of education delivery;
2. Improving the quality of health services;
3. Acceleration of poverty alleviation;
4. Increasing and expanding employment opportunities;
5. Community economic development;
6. Acceleration of economic transformation;
7. Fulfilling environmentally friendly energy needs;
8. Agribusiness Development;
9. Increased food production;
10. Improving the quality of basic infrastructure;
11. Bureaucratic reform and government governance;
12. Improving the quality of the environment.
Macro Indicators for 2016 Development Targets
1. Increased Human Development Index at the level of 77.28;
2. Increased Economic Growth by 3.6 – 4.3%;
3. Decreased Poverty Rate at 5.35% Level;
4. Reducing the Unemployment Rate by 6.50%;
5. Controlled Inflation at the level of 6.7% ± 1.
