Evaluation of the Implementation of the Task Force for Handling Human Trafficking Crimes

Jakarta, 15 June 2021, 08.00 WITA. East Kalimantan Province Bappeda, represented by the Government and Human Development Sector, attended an evaluation activity on the implementation of the task force for handling criminal acts of human trafficking organized by the Directorate of Synchronization of Regional Government Affairs IV, Directorate General of Regional Development, Ministry of Home Affairs of the Republic of Indonesia at the Teraskita Hotel, Jakarta. This meeting was attended by participants consisting of the Indonesian Ministry of Home Affairs, the Indonesian Bappenas, the Indonesian Ministry of Women's Empowerment and Child Protection, the Indonesian Ministry of Health, the Indonesian Ministry of Social Affairs, Bappeda and the Provincial Level Women's Empowerment and Child Protection Services throughout Indonesia.

The implementation of this meeting is intended as an effort to optimize legal protection to provide justice and legal certainty for victims of criminal acts of human trafficking based on Law Number 21 of 2007 concerning the eradication of criminal acts of human trafficking. Legal protection for crime victims is currently not only a national issue, but has become an international issue. For this reason, it is necessary to establish a task force to prevent and handle criminal acts of human trafficking, chaired by the Indonesian Ministry of Women's Empowerment and Child Protection, and tasked with coordinating efforts to prevent and control criminal acts of human trafficking; providing advocacy, outreach, training and collaboration; monitor developments in providing protection to victims including rehabilitation, repatriation and social reintegration; monitoring law enforcement; and carry out reporting and evaluation.

Based on the results of SPHPN 2016 and SNPHAR 2018, it shows that 1 in 3 women aged 15-64 years experience violence by a partner during their lifetime and around 1 in 10 women experienced it in the last 12 months. And 1 in 3 children and adolescents have limited knowledge about services to anticipate violence and use of services.

The condition of human trafficking during the Covid 19 pandemic during the Covid 19 pandemic as of February 29 2020 to November 27 2020, there were 4,477 cases of violence against adult women with 4,520 victims.

From a policy perspective, almost all Provinces and Regencies/Cities already have Regional Regulations/Governor Decrees and MoUs. There needs to be synergy and collaboration between all parties, including the 27 Ministries/Institutions involved and the Regional Government in the future in formulating issues and strategic steps for implementing the task force for the crime of trafficking in persons.
