FGD II Phases of Development and Financing Alternatives for IKN SPAM for 2025-2045 in the Preparation of the Archipelago Capital SPAM Master Plan

South Tangerang (01/11/2023), Bappeda of East Kalimantan Province through the Regional Infrastructure Sector attended FGD II Development Phases and Alternative Financing of Drinking Water Supply Systems (SPAM) in the National Capital for projections for 2025-2045 which was held at the Mercure BSD City Hotel via Zoom Meeting.

This FGD is stage 2 of FGD where the first FGD was held on September 12-13. This meeting was held as an effort to support the planning of the National Capital Region (IKN) towards a green and sustainable city. One of them is through the provision of drinking water that is oriented towards environmental protection and sustainability, which is one of the main basic infrastructure.

In an effort to provide reliable SPAM infrastructure in IKN, it is necessary to have a drinking water planning document based on Presidential Regulation No. 63 of 2022. In this regard, this FGD is a stage in the preparation of the IKN SPAM Master Plan (RISPAM) which is based on the availability of raw water and projected drinking water needs as a guide for phasing drinking water development in the IKN area, especially in the future.

The objectives of carrying out this FGD include, to obtain data and information related to the provision of drinking water in the preparation of RISPAM IKN, submit reports related to the process of compiling RISPAM documents and agree on the data used in compiling RISPAM documents, especially regarding design criteria, services (demand analysis) and databases.

The RISPAM document contains a comprehensive plan for a sustainable, efficient and high-quality drinking water supply system in the IKN area by considering the need for potential raw water sources, risk analysis and alternative existing systems.
Danang Hadisuryo, as a Team of Experts who was one of the presenters at FGD II, stated that the projected need for drinking water in 2045 is estimated to be 5,720L/second. The Seku, Batu Lepek and Selamatyu River Intake Dams are predicted to be able to meet drinking water needs in IKN until 2045. However, a follow-up to the results of the discussion in FGD II agreed that the Selamatyu Dam was not recommended to be built because it is in a conservation area.

Apart from that, to overcome the gap in future water needs, other alternative sources of raw water come from rainwater, seawater processing through Sea Water Reverse Osmosis (SWRO) and wastewater recycling.

Furthermore, discussions will be held with the IKN Authority Body as the organizer of the IKN SPAM regarding agreement on the data included in the IKN RISPAM and meetings will be held with the East Kalimantan Provincial Public Works Service, the District Public Works Service. North Penajam Paser, District Public Works Department. Kutai Kartanegara, Perumda Danumtaka, and PDAM Tirta Mahakam to discuss further the calculation of the Water Balance for IKN, the conditions for implementing existing SPAM, and plans for implementing SPAM for each Regency or City which is included in the IKN area.
