Planning is not a problem roughly, manipulation or theoretical without facts or concrete data but rather planning preparation must be assessed. Other nations whose famous planning is the United States. Planning will determine the success of a program so that the American and Japanese people will linger in discussing planning rather than their application. Citing from the mass media.
Long -term development can be said to have succeeded in laying a strong foundation for the next long -term development. The purpose of long -term development is to realize a developed and independent nation, prosperous physically and mentally in order to realize a prosperous just society in the Unitary State of the Republic of Indonesia based on the Pancasila and the 1945 Constitution.
The broad formula can be called the destination normative or normative vision of national development. In the framework of achieving the normative goals of long -term development, it is also formulated as a general target is the creation of human quality and the quality of Indonesian people who are advanced and independent. The community is growing, the more intelligent and the wider the horizon of its choice is a result of Indonesian human resources. Facing long -term development Many things need to be calculated to further direct the general goals or objectives that will be achieved must be more detailed so that its development does not widen or stray without a clear direction.
In this framework a strategic goal and target need to be formulated. As an element in the first in the Indonesia General Development Program in order to achieve long -term development goals, especially in the health sector, it must be based on two main principles, namely its comprehensive and dynamic nature.
Comprehensive nature is caused by all national development programs which are essentially implemented by Indonesian people who are able to implement it. Indonesian people are people who are assisted by education and training that are relevant to market demands or national development demands.
To become an independent nation, basically there is no one sector of life of the nation or the national development sector that is not touched by Indonesian human resources. If Indonesian human resources are not prepared, these sectors will be filled by foreign workers in accordance with the dynamism of the life of the world today, namely the open world. An open world allows competition between people and between nations.
only a skilled nation and human, quality that will be able to compete with other nations in this globalization era. Comprehensive education and training planning means that the planning must be in line and in line with development strategies and national priorities. In accordance with the direction and targets of long -term development, national UMU planning must be dynamic in accordance with the dynamics that live in Indonesian society which is as high as the quality of their lives and the level of thought of its people. The increasing dynamics of society requires the participation of the wider community to empower the community and include the dynamics of society.
This also means that the planning process must be vulnerable to changes that live in real life and not an engineering from the top or the central government. Although not all government engineering is negative, the dynamics requires a matching dough between the demands of the central government and the participation of the public.
Market needs and the needs of the people reflect a lot of improving democratic life and also the result of a general planning process that is getting closer to the needs of the community. General planning needed by the future community is planning driven by market mechanisms and needs. Which means the goal of national development will be closer and get support from the community as a whole. And then the future world, the 21st century world as a century of information and advances in science and technology has changed the lifestyle of Indonesian people who are tread towards industrial society.
Future community transformation requires a clear vision of general planning and accommodating the dynamics of the socioeconomic transformation of the community. The era of communication technology will bring people closer to one another so that the dynamics must be accommodated to further succeed the achievement of national development goals. This strategic vision must be able to direct the national general planning process so that the national development programs that are prioritized in all fields will be supported by the existence of Indonesian human resources that are intelligent and skilled in accordance with the needs of the global community.
1. Definition of Planning Conyers & Hills (1994) defines planning as a syntome process that includes decisions or choices of various alternative uses of resources to achieve certain goals in the future.
Whereas according to Yulius Nyerere Planning is the process of choosing between the various activities desired because not everything that is desired can be done and achieved at the same time. Planning is a planned concept and arranged systematically by a particular body for the achievement of a goal. Planning is the selection and determination of activities, then what must be done, when, how and by whom. Planning is a process that does not end if the plan has been determined and must be implemented.
2. Definition of Development Development according to Siagian is a series of business growth and changes that are planned and carried out consciously by a nation, state and government towards modernity in the context of fostering the nation. According to Rostow Development is a transformation from a backward country into a developed country and can be explained through the order of levels or stages. According to La Peire Development is an effort that is systematically planned and carried out to change the situation and conditions of the community to a more perfect level. Meanwhile, according to Gouled, one form of social change and modernization is a special form of development while industrialization is one aspect of development. Development is a change towards more conditions through planned efforts. Development is a renewal which is also a form of change in the desired direction but is more related to the values or values systems. By looking at the two meanings above, we can conclude that development planning is a process of preparing stages that involve various elements in it for the use and allocation of existing resources in order to improve social welfare in an environment, region or region within a period of time certain.
