Final Draft Consultation of the 2016-2021 Kubar Regency RPJMD
Samarinda, Thursday 22/9/2016. West Kutai Regency Government through the Regional Work Unit (SKPD) Bappeda West Kutai Regency conducted a consultation on the final draft of the Regional Medium Term Development Plan (RPJMD) for West Kutai Regency for 2016-2021 led by the Head of Regional Development Assessment and Financing (P3D), Bappeda East Kalimantan Province, Ir.Hj. Farida Hydro Foilyani, M.Si together with the Head of West Kutai Regency Bappeda, Ir. Finsen Allotodang, M.Si in the Propeda Bappeda meeting room of East Kalimantan Province, Jln. Kusuma Bangsa Number 2 Samarinda was attended by SKPD from the East Kalimantan Provincial Government, Kubar Regency Bappeda, Kutai Kartanegara Regency Bappeda, Mahulu Regency Bappeda.
Head of P3D Bappeda Kaltim, Hj. Farida Hydro Foilyani said that the 2016-2021 Samarinda City RPJMD must be in line with the 2013-2018 East Kalimantan RPJMD and 2015-2019 RPJMN so that the focus of development planning in Samarinda City is according to the desired targets.
Furthermore, the meeting leader said that the preparation of the RPJMD in administering the government of an autonomous region is a statutory mandate, which in this case is regulated in Law Number 25 of 2004 concerning the Development Planning System National and Republic of Indonesia Law Number 2 of 2015 concerning Stipulation of Government Regulations in Lieu of Law Number 2 of 2014 concerning Amendments to Law Number 23 of 2014 concerning Government Region Becomes Law.
The RPJMD was prepared to fulfill the provisions of Law no. 25 of 2004 concerning the National Development Planning System so that the RPJMD is a planning document that is integrated with national planning in order to achieve synchronization. The 2016-2021 West Kutai RPJMD was prepared as an umbrella or guidance in the preparation of the SKPD Strategic Plan and Regional Government Work Plan. The RPJMD is prepared so that regions have a clear direction and focus in implementing development stages in accordance with the strengths, weaknesses, opportunities and challenges faced at the regional, provincial, national and even international levels.
The preparation of the West Kutai RPJMD refers to Minister of Home Affairs Regulation no. 54 of 2010 concerning Implementation of Government Regulation no. 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans. This regulation explains the stages of preparing the RPJMD, including various things that need to be considered by regions when preparing plans. Nevertheless, Minister of Home Affairs Regulation no. 54 of 2010 still allows each region to prepare RPJMD in accordance with the limitations and constraints of data and information owned by each region.
The existence of the West Kutai RPJMD will make it easier for executives to prepare, implement and evaluate planning and implementing regional development. The RPJMD also allows West Kutai to organize various programs according to a priority scale along with success indicators for evaluation tools. The programs arranged in the RPJMD are implemented in a coordinated manner with the SKPD, so it is hoped that each program will complement and support each other, thereby avoiding the possibility of overlapping.
Through the 2016-2021 West Kutai RPJMD, it is hoped that regional development planning and implementation can run more rationally, effectively and efficiently because each program prepared has taken various aspects into account. Excavation and utilization of resources can also be planned and allocated better.
LEGAL BASIS OF PREPARATION
The 2016-2021 West Kutai Regency RPJMD is prepared within a harmonization framework and synchronization with national and even international situations and conditions. In this way regional development can be integrated with national development. On this basis, the RPJM is prepared based on the following basis:

RELATIONSHIP BETWEEN DOCUMENTS< br />
The West Kutai RPJMD cannot be separated from the East Kalimantan and National RPJMD. This has the consequence of a relationship between the West Kutai RPJMD and other planning documents. Based on Law no. 25 of 2004.
Relationship Between RPJMD and RPJP West Kutai
The 2016-2021 West Kutai RPJMD is part of the achievements of the 2025 West Kutai RPJP. RPJMD 2016-2021 is a continuation of the 2011-2016 RPJMD which has been implemented, evaluated and reported by District head. Substantively, the contents of the 2016-2021 RPJMD are advanced planning in order to achieve the conditions of West Kutai in 2025 as stated in the West Kutai RPJP. Various previous RJPMD evaluations were used to perfect the 2016-2021 RJPMD planning documents.
Relationship Between RPJMD and West Kutai SKPD Strategic Plan
2016 West Kutai RPJMD- 2021 illustrates the regional government's efforts to outline the vision and mission as well as the RPJP. The implementation of the RPJMD is outlined through each SKPD in the form of an SKPD Strategic Plan (Renstra SKPD) according to the outline of the RPJMD, which is focused on the sections that are the main tasks and functions of the SKPD. The translation of the RPJMD into the SKPD Strategic Plan is outlined in programs prepared by each Regional Apparatus, based on the RPJMD.
Relationship Between RPJMD and Regional Government Work Plans (RKPD)
The implementation of the RPJMD each year is described in the form of RKPD. Each SKPD sets annual program priorities, so that goal achievement is more focused, efficient and effective. The RKPD, which is a short-term planning document, is prepared based on consideration of the results of the Musrenbang which is carried out in stages.
Relationship Between RPJMD and West Kutai RTRW
Implementation of the RPJMD is based in the West Kutai RTRW which had been prepared previously. Physical development as implementation of the RPJMD is carried out by following the RTRW that has been prepared. This is intended to further ensure synchronization and harmonization between development areas, as well as paying attention to harmony or harmonization between West Kutai and other regions.
