Consultation on the Final Draft of the Balikpapan City RPJMD 2016-2021

Samarinda, Thursday 10/20/2016. Balikpapan City Government through the Bappeda Regional Work Unit (SKPD) City Balikpapan conducted consultations on the final draft of the Regional Medium Term Development Plan (RPJMD) for Balikpapan City for 2016-2021 led by the Head of Regional Development Assessment and Financing (P3D), Bappeda of East Kalimantan Province, Ir.Hj. Farida Hydro Foilyani, M.Si representing the Head of the East Kalimantan Province Bappeda together with the Head of the Balikpapan City Bappeda, Nining Surtiningsih in the Renja meeting room on the 2nd floor of the East Kalimantan Province Bappeda, Jln. Kusuma Bangsa Number 2 Samarinda was attended by SKPD within the East Kalimantan Provincial Government, and Bappeda Kutai Kartanegara Regency as a border district area.

Hj. Farida Hydro Foilyani, Head of P3D Bappeda Kaltim, said that the 2016-2021 Balikpapan City RPJMD must be in line with the 2013-2018 East Kalimantan Province RPJMD and 2015-2019 RPJMN so that the focus of development planning in Balikpapan City is according to the desired targets.

Furthermore, the leader of the meeting, the Head of P3D, said that the preparation of the RPJMD in administering the government of an autonomous region is a statutory mandate, which in this case is regulated in Law Number 25 of 2004 concerning the National Development Planning System and Law of the Republic of Indonesia Number 2 of 2015 concerning the Determination of Government Regulations in Lieu of Law Number 2 of 2014 concerning Amendments to Law Number 23 In 2014 Concerning Regional Government Became Law.

The RPJMD was prepared to fulfill the provisions of Law no. 25 of 2004 concerning the National Development Planning System so that the RPJMD is a planning document that is integrated with national development planning in order to achieve comprehensive or multi-sector development synchronization. The 2016-2021 Balikpapan City RPJMD was prepared as an umbrella or guidance in the preparation of the annual SKPD Strategic Plan and Regional Government Work Plan (RKPD). The RPJMD is prepared so that regions have clear direction and focus in implementing development stages in accordance with the strengths, weaknesses, opportunities and challenges faced at the regional, provincial, national and even international levels.

The preparation of the Balikpapan City RPJMD refers to Minister of Home Affairs Regulation no. 54 of 2010 concerning Implementation of Government Regulation no. 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans. This regulation explains the stages of preparing the RPJMD, including various things that need to be considered by regions when preparing plans. Nevertheless, Minister of Home Affairs Regulation no. 54 of 2010 still allows each region to prepare RPJMD in accordance with the limitations and constraints of data and information owned by each region.

The existence of the Balikpapan City RPJMD will make it easier for executives to prepare, implement and evaluate regional development planning and implementation. The RPJMD also allows the City of Balikpapan to develop various programs according to a priority scale along with success indicators for evaluation tools. The programs arranged in the RPJMD are implemented in a coordinated manner with the SKPD, so it is hoped that each program will complement and support each other, thereby avoiding the possibility of overlapping.

Through the 2016-2021 Balikpapan City RPJMD, it is hoped that the planning and implementation of regional development can run more rationally, effectively and efficiently because each program prepared has taken into account various aspects. Exploring regional potential and utilizing existing resources can also be better planned and allocated.

With the election and inauguration of the Mayor of Balikpapan and Deputy Mayor of Balikpapan (Rizal Effendi and Rakmad Mas'ud) for the 2016-2021 period, on May 30 2016 by the Governor of East Kalimantan, DR. (RPJMD) Bontang City for 2016-2021 as a development guideline for 5 (five) years as well as the embodiment of regulatory mandates as regulated in Article 65 paragraph (1) letter (c) of Law Number 23 of 2014 concerning Regional Government, which states that one of the duties of regional heads is to prepare and submit a draft RPJMD Regional Regulation to the DPRD for discussion with the DPRD.

Furthermore, based on article 15 paragraph (2) of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of Regional Development Plans, it is stated that Regional Regulations concerning RPJMD are stipulated no later than 6 (six) months after the Regional Head is appointed.

As a regional development planning document, the RPJMD is an elaboration of the vision, mission and program of the regional head which contains goals, targets, strategies, policy direction, regional development and regional finance, as well as regional and cross-regional apparatus programs accompanied by an indicative funding framework for a period of 5 (five) years prepared based on the RPJPD and RPJMN.

Regional development planning is a process of preparing stages of activities involving various stakeholder elements in it, in order to utilize and allocate existing resources in order to improve social welfare in a regional/regional environment within a certain period of time which includes: Regional Long Term Development Plan (RPJPD), Regional Medium Term Development Plan (RPJMD), and Regional Development Work Plan (RKPD).

In the context of preparing the RPJMD for the City of Balikpapan for the 2016-2021 period, as regulated in the Minister of Home Affairs Regulation Number 54 of 2010 concerning the Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans.

Based on the description above, the Balikpapan City Government needs to prepare a RPJMD document starting with the preparation of a Preliminary Draft RPJMD. Preparation of the Preliminary Draft of the RPJMD needs to be carried out because the 2011-2016 government period will soon end, and the Regional Head will be elected at the end of 2015. Referring to Attachment III to Permendagri Number 54 of 2010, it is explained that all stages of preparing the RPJMD starting from the preparation of the Preliminary Draft RPJMD document to the Determination of the RPJMD Regional Regulations must be completed within 6 (six) months from the time the Regional Head and Deputy Regional Head are appointed, where in The first two months are a preparation period preparation of the RPJMD Preliminary Draft document, while the remaining four months are the continuing stages of preparing the RPJMD until its adoption.

For this reason, so that the 2016-2021 Balikpapan City RPJMD document is more comprehensive and well structured, the RPJMD document needs to be prepared from an early age, and before preparing the Initial Draft of the 2016-2021 Balikpapan City RPJMD, an academic study of the 2016-2021 Balikpapan City RPJMD needs to be carried out, which will then be finalized at the next stage. preparation of the Preliminary Draft RPJMD for the City of Balikpapan for 2016-2021 in accordance with the procedures as regulated in the applicable laws and regulations.

The Balikpapan City RPJMD is an inseparable part of the national, provincial and neighboring district development planning and must be in harmony and synergy between regions, between time, between space and between government functions, in order to ensure linkage and consistency between planning, budgeting, implementation, monitoring and evaluation.

To maintain the continuity of regional development implementation, the preparation of the 2016–2021 Balikpapan City RPJMD is guided by the 2005–2025 Balikpapan City RPJPD. The 2016-2021 Balikpapan City RPJMD is the third phase development plan of the 2005-2025 RPJPD implementation. Therefore, the preparation of the RPJMD apart from containing the vision, mission and program of the Mayor and Deputy Mayor of the City of Balikpapan for the 2016-2021 period, is also guided by the vision and mission of the City of Balikpapan in the long term.

Relationship between Balikpapan City RPJMD and Balikpapan City RKPD

RKPD is an annual planning document of the Balikpapan City Government whose preparation is guided by the RPJMD. The implementation of the 2016-2021 Balikpapan City RPJMD is described annually in the RKPD as an annual regional planning document. The RKPD is a reference in the implementation of Development Planning Deliberations (Musrenbang) which are carried out in stages starting from the sub-district, sub-district and city levels. Next, the SKPD, guided by the SKPD Strategic Plan and RKPD, prepares an annual work plan in the form of an SKPD Work Plan (Renja).

Relationship between Balikpapan City RPJMD and Balikpapan City SKPD Strategic Plan

The 2016-2021 Balikpapan City RPJMD is a guideline in preparing the SKPD Renstra. The SKPD Renstra functions as an operational technical planning document at the SKPD level. Thus, the SKPD Strategic Plan as a five-year planning document prepared by the SKPD is a technical elaboration document of the RPJMD.

Relationship between the Balikpapan City RPJMD and the Balikpapan City RTRW

The preparation of the 2016-2021 Balikpapan City RPJMD RPJMD pays attention to and considers the structure and spatial planning patterns in accordance with the 2012-2032 Balikpapan City RTRW as a basis for determining the location of development programs related to space utilization in Balikpapan City. Nationally, the position of Balikpapan City has a strategic role. This is in accordance with Government Regulation Number 26 of 2008 concerning National RTRW, Balikpapan City carries out the function as a National Activity Center (PKN) and National Strategic Area (KSN).

Relationship between the Balikpapan City RPJMD and the East Kalimantan Province RPJMD and RPJMN

As mandated in Law Number 25 concerning the National Development Planning System, the RPJMD must pay attention to the National RPJM because the success of regional development as planned will be part of the success of national development. The National Medium Term Development Plan (2015-2019) is of concern to the Balikpapan City Government in designing regional development according to regional conditions for the 2016-2021 period. Apart from that, it also pays attention to the 2013-2018 East Kalimantan Province RPJM.
