Workshop Strengthening Provincial Policy in Encouraging Acceleration of Sanitation Development in the Region

Jakarta, 09 - 11 June 2021 . Bappeda of East Kalimantan Province was represented by the Infrastructure and Seniority and Sector to attend the Provincial Policy Strengthening Workshop in encouraging the acceleration of sanitation development in the regions organized by the Directorate General of Regional Development Development, the Ministry of Home Affairs at the Yuan Garden Hotel, Central Jakarta. This meeting was attended by 17 (seventeen) provinces from the Bappeda elements and the Public Works/Perkim Office. The speakers presented from the Ministry of PPN/Bappenas RI, the Ministry of PUPR RI and the Indonesian Ministry of Health.

The purpose of this activity is carried out in order to facilitate the provincial government in formulating and scheduling the preparation of supporting policies and rules that have a positive impact on sanitation development in their region.

Housing, Settlement, Sanitation and Waste (PPSP) construction is one of the national priority programs in the 2020-2024 RPJMN and SDGs 2030. PPSP Target RPJMN 2020-2024 is 70% Household Access in Human Humans, 90% Open, and households in urban areas have access to waste management in the form of 80% handling and 20% reduction. Based on Bappenas processing data, national achievement data in Indonesia in 2020: Access to domestic wastewater only reached 79.53% of decent access (including 7.64% safe access), 6.19% of BABS practices in open, waste access (2019) only reached 54.85% handling and 0.88% reduction. The issue of sanitation development is not yet a priority for development in the regions, both technical, institutional, regulatory, community participation, and funding. In an effort to fulfill the National Sanitation Access Target (PPSP) in the Province, it is necessary to do a strategy, namely increasing institutional capacity in sanitation management services, increasing regional head commitment for sustainable sanitation services, infrastructure development and settlement sanitation services in accordance with the characteristics and needs of the region, increasing changes in community behavior in achieving sanitation safe access, and development of cooperation and funding patterns.

As for the strategy of increasing the commitment of regional heads by ensuring the completeness of regulations, policies and enforcement, incentive mechanisms and provision of subsidies, determining payment of retribution rates, priorities and providing ease of service fulfillment, and network coordination of regional heads.

The purpose of priority of sanitation policies in this area is to encourage improvement of safe/city safe access, utilizing alternative funding mix, eliminating the practice of BABS in the open, strengthening the coordination and institutional of sanitation management, and adapting to Pandemic Covid-19 conditions that still occur. In addition, the main thing in the regional sanitation management policy is that it needs to be supported by regulations/regulations including regulations on domestic wastewater management, solid waste management, regional revenue regulations and regional levies.

The regulations of sanitation management in East Kalimantan Province have: Strategy Policy (Jakstra) through the East Kalimantan Regulation No. 75 of 2020 concerning the policies and strategies of household waste management areas; East Kalimantan Governor Circular Letter No 658.1/5219/BPPD/Bangda concerning the Implementation of Community -Based Integrated Sanitation (STBM); Draft Roadmap Sanitation of Katim Province in 2012 (still includes 4 Kab/Kota Kaltara). And from 2021 the Domestic Waste Water Master Plan (Rapergub) by the PUPR Office, 2022 Draft Regulation on the DLH, and the Regional Waste Master Plan (Rapergub) by the PUPR Office.

Tugas Penting Pemerintah Provinsi dalam Pelaksanaan PPSP yakni memastikan adanya prioritas daerah dalam pencapaian target pembangunan sanitasi, tersedianya dokumen perencanaan strategis (SSK, RSP), pengawalan pada RAKORTEK sebagai bagian dari proses sinkronisasi dan harmonisasi pusat dan daerah untuk mencapai target pembangunan, internalisasi/integrasi muatan perencanaan strategis dalam dokumen dan keuda (RPJPD, RPJMD, RKPD and APBD), as well as escort in the Musrenbang process from villages to provinces.

PPSP acceleration support by KemenpuPR, for the development of sanitation infrastructure both provincial and district/city that can be funded through the APBN, what is needed by the Regional Government is: Submission of proposals according to District/City Sanitation Planning Documents (SSK, RSP and Master Plan), Socialization and Education to the Community and Readiness of Readiness Criteria (Appropriate Land, Documents Environment, DED); Prepare installation of house connections for Settlement and City scale WWTPs; As well as preparing maintenance costs (OP), management institutions (operators), regulations, human resources and supporting sarpras (garbage trucks and feces trucks).

As information from the central government through the Ministry of Health provides a STBM (Community-Based Sanitation) Award to trigger regions innovating in sanitation management. The STBM support category is the full support of regional heads related to STBM through the RPJMD, Renja SKPD and Renja Kesling; STBM budget available from various sources (BOK, CSR, APBD, APBN); There is a working group that supports STBM activities; There are Sanitation Entrepreneurs (Wusan) trained and monitored; and Sanitarian capacity building in running five Pillars of STBM.

Conclusion The implementation of this activity is necessary to strengthen regulations and provincial policies in accordance with the need to create a conducive situation in optimizing the implementation of sanitation development in the regions; In the framework of implementing regional domestic waste management and water waste water, a quality service management operator operator is needed; Preparation and update of the provincial sanitation roadmap which is the provincial handle in determining the direction and policies in their territory; The province is expected to use its role and function in the framework of coordination, advocacy, advisory, facilitation, supervision, and synchronization of the implementation of Regency/City SSK in the implementation of the PPSP program so that the target access to decent and safe sanitation can be achieved; It needs to be followed up at the level of working groups in charge of sanitation and each regional apparatus and becomes the input of the PPSP program manager at the central level in determining the PPSP program policy.
