Musrenbangnas RKP 2017 is Trilateral Meeting & Money Follow
2016 Musrenbangnas. Minister of National Development Planning (PPN) / Head of the Development Planning Agency National of the Republic of Indonesia, Sofyan Djalil emphasized that the 2016 Musrenbangnas in the Context of Preparing the 2017 Government Work Plan with the theme "Spurring Infrastructure and Economic Development to Increase Job Opportunities and Reducing Poverty and Interregional Disparities" is a Trilateral Meeting, where between ministries/agencies meeting with SKPD Regional Work Units) to coordinate in the context of preparing the Government Work Plan for 2017 to create synergy between Development Planning National and Regional Development Plans.
Bappenas has the authority to act as an integrated system for non-operational programs. Apart from that, Bappenas also acts as a center that coordinates between ministries/institutions and between the center and the regions.
The government has begun implementing the 2017 government work plan through the 2016 National Development Planning Conference (Musrenbangnas) by continuing to commit to continuing budget efficiency , and will prioritize allocations to priority programs so that the activities carried out have a significant impact on achieving development targets.
There are still many programs or activities that have not carried out in-depth integration of various funding sources such as from ministries/institutions, subsidies, grants , special allocation funds, village funds, and BUMN financing and there are still many infrastructure programs that have not yet been discussed in detail for project readiness. Said Sofyan Djalil.
The Minister of National Development Planning further said that "Many projects are not ready for land and design, while for foreign loans we have pay the commitment fee, so we will withdraw it again. Now those who are not ready, postpone it first,". Apart from being a Trilateral Meeting, the 2017 Musrenbangnas RKP also uses a national development approach from money follows function to money follows program. The money follows program approach is to be clear about what the program is, where the focus is and avoid duplication of development programs. Each Province, Regency and City should have a different development focus in accordance with their respective RPJMD.
Meanwhile the President of the Republic of Indonesia, Joko Widodo said this when closing the 2016 Musrenbangnas at the Jakarta Palace, 11/5/2016 It is hoped that the change in the national development approach from money follows function to money follows program will produce maximum development results and the benefits will be felt more by the community. In addition, the Holistic-Thematic, Integrated and Spatial development planning approach will further strengthen the cohesiveness of multi-ministerial and regional government coordination to achieve national priority targets.
”Now the development program approach has changed to money follows program, so it must be clear what the program is, where the focus is. Each province, district and city should have a different development focus. The governor helps make development more focused through control and checking, if necessary, every day. "So now the direction is to increase capital expenditure and focus on clear development," said the President, better known as Jokowi.
Regarding development focus directions, President Joko Widodo said that regions need to build their respective regional development branding. He gave an example of a successful city in the United States because it focused on development and land use for golf courses. Every day hundreds of private jets stop there and contribute significant state income. In Indonesia itself, the President gave an example of the potential of the city of Palembang for branding as a sports city, or the cities of Ambon and Bitung which could become maritime cities.
”More and more in the future, super focused cities will win the competition. With more focus, development will be more efficient. For example, if you want to build a maritime city, concentrate your budget on infrastructure support, building ports, fish warehouses and so on that are connected to that focus. As in the current government, I asked for a focus on infrastructure, if it can be completed in three years. To stay focused, the order is from the highest. "In provinces there are governors, in districts there are regents," stressed President Joko Widodo.
On that occasion, President Joko Widodo advised regional leaders to support development by implementing deregulation to accelerate investment; developing a control system to speed up licensing (e-Government); paying attention to aspects of justice in the distribution of financial resources between provinces and districts as well as between districts; reducing operational budgets and increasing capital expenditure; and focus more on priority programs.
