Development prioritizing the needs of the people of East Kalimantan
Balikpapan, 7/3/2017. The priority program for the development of the East Kalimantan Provincial Government in 2018 must be
prioritizing the needs of the East Kalimantan community above in the group and Golongnan. This was conveyed by the Regional Secretary of the Province of East Kalimantan, Dr.Ir.H. Rusmadi, MS when delivering remarks as well as opening the Regency /City Bappeda Coordination Meeting in East Kalimantan was attended by all regional apparatus scope of the Provincial Government of East Kalimantan and Regency /City Bappeda in East Kalimantan, amounting to approximately three hundred people in Ballroom Balikpapan. Based on 8 priority areas including:
1. Karingau and Buluminung, Balikpapan and PPU Industrial Estates;
2. Firm, Shipping, Industry and Services, Samarinda City;
3. Oil and gas and condensate -based industrial estates, Bontang City; 4. Special Economic Zone Industrial Estate and International Port, Maloy (Maloy Batuta Trans Kalimantan Economic Zones);
5. Derawan Islands Tourism Industrial Estate, Berau Regency;
6. Agricultural Industrial Estate, Paser Regency and PPU;
7. Agricultural Industrial Estates, Kukar and Kubar Regency;
8. Mahakam Ulu Border Strategic Area.
While the Head of the East Kalimantan Province Bappeda, Dr.Ir.H. Based on the Minutes of Agreement between the Provincial Government of East Kalimantan through the Regional Apparatus of Bappeda Province of East Kalimantan with Regency /City Bappeda in East Kalimantan based on the results of discussions, responses and input from participants in East Kalimantan in East Kalimantan on the material of the exposure that was delivered by the province of the East Kalimantan province, it was still faced with various development problems. including:
1. There is still an economic and regional disparity caused by a tendency to decline in economic growth and infrastructure that is inadequate to support connectivity between inland /border areas and between regional economic growth centers, this is coupled with the condition of the recovery of the world economy and the main trading partners take place slowly and tend to be limited, 2. The non -diversification of non -oil and gas export commodities in the development of the added value of East Kalimantan's economic products, 3. The tendency to decrease the fiscal capacity of East Kalimantan caused by a decline in economic growth rates due to a decline in the performance of the mining and oil and gas sector, 4. Income from the Balancing Fund is not proportional to the amount of East Kalimantan's GRDP contribution to the National GDP due to the not yet proportional to the central funds transfer policy to the regions that cause the small percentage of central transfer funds to East Kalimantan,
5. There are still a number of districts /cities that have not been optimal in absorbing the development budget from DAK so that it affects the amount of transfer funds to the regions.
On the basis of the above, provincial Bappeda and Regency /City Bappeda in East Kalimantan agreed, among others: 1. Bappeda Coordination Meeting in East Kalimantan in 2017 is a follow -up to the implementation of the Regional Development Technical Coordination Meeting (Rakortek) between the Center and the Region in Makassar on February 28 - March 3, 2017;
2. The acceleration of the development of East Kalimantan as an effort to strengthen the economy of the community is directed and focused on the development of 8 (eight) priority areas of East Kalimantan; is: 1). Kariangau Industrial Estate and Buluminung Balikpapan City and Penajam Paser Utara Regency; 2). Samarinda City Shipping and Service Industrial Estates; 3). Oil and Gas -Based Industrial Estate Bontang City; 4). Special Economic Zone Maloy Batuta Trans Kalimantan (KEK-MBTK) East Kutai Regency; 5). Derawan Island Tourism Industrial Estate and its surroundings in Berau Regency; 6). Paser Regency Agricultural Industrial Estate and North Penajam Paser Regency; 7). Kutai Kartanegara Regency Agricultural Industrial Estate and West Kutai Regency; 8). Mahakam Ulu Regency Border Strategic Area. 3. Supporting the preparation of RKPD in 2018 is carried out in an integrated and joint manner to overcome strategic issues and development problems faced by the East Kalimantan region by taking into account programs/activities that can be completed in 2018 and focus on supporting the East Kalimantan Province RPJMD and 2018 RKP, one of which is the completion of land acquisition in each district/city;
4. Strengthening the role of the private sector in supporting the development of East Kalimantan through the synergy of development financing between the government and the private sector to encourage the achievement of the development target of East Kalimantan; 5. The implementation of the 2017 Regency /City RKPD Musrenbang is done at the latest in the third week of March 2017 and the East Kalimantan Province RKPD Musrenbang in the first week of April 2017;
6. Optimal budget absorption, by taking steps in the form of improving the quality of planning, determining the APBD in accordance with the schedule that has been determined, the determination of the budget manager immediately after the APBD determination, the increase in the role of the evaluation team for the acceleration of the Budget Realization (Tepra) in all districts /cities, and the auction is carried out immediately after the mutual agreement between the Regional Head and the DPRD regarding the APBD design;
7. Regency/City in proposing activities through the source of DAK funds and provincial financial assistance to be consistent with the results of the regional development planning process that meets planning documents such as FS, DED, AMDAL and land readiness/land legality;
8. Provincial Bappeda will finalize the Proposed Programs/Activities of each Regency/City in 2018 in accordance with the theme of Development of Strategic Areas which is an inseparable part of the Minutes of this agreement one week after the current Bappeda Coordination Meeting; 9. The finalization material for the Proposed Program /Activity as referred to by the eighth point will be a discussion material at the Provincial Apparatus Forum which is scheduled in the third week of March 2017;
10. The implementation of Bappeda Coordination Meeting in East Kalimantan in 2018 will be held in Bontang City no later than the first week of February 2018.
