Development Prioritizes the Needs of the East Kalimantan Community

Balikpapan, 7/3/2017. The development priority program of the East Kalimantan Provincial Government in 2018 must be prioritizes the needs of the people of East Kalimantan above the interests of groups and groups. This was conveyed by the Regional Secretary of East Kalimantan Province, Dr.Ir.H. Rusmadi, MS, when delivering his speech and opening the East Kalimantan Regency/City Bappeda Coordination Meeting, was attended by all regional officials within the East Kalimantan Provincial Government and Regency/City Bappeda throughout East Kalimantan totaling approximately three hundred people in the Novotel Balikpapan Ballroom.

Furthermore, the East Kalimantan Provincial Secretary who is the former Head of the East Kalimantan Provincial Bappeda said that the East Kalimantan Provincial Government's priority development program would accelerate economic development based on 8 priority areas, including:
1. Karingau and Buluminung Industrial Zone, Balikpapan and PPU;
2. Timber, Shipping, Industrial and service areas, Samarinda City;
3. Oil and Gas and Condensate based Industrial Area, Bontang City;
4. Special economic zone, International Industrial and Port Zone, Maloy (Maloy Batuta Trans Kalimantan Economic Zones);
5. Derawan Islands Tourism Industrial Area, Berau Regency;
6. Agricultural Industrial Zone, Paser Regency and PPU;
7. Agricultural Industrial Zone, Kukar and Kubar Regency;
8. Mahakam Ulu Border Strategic Area.

Meanwhile the Head of Bappeda for East Kalimantan Province, Dr.Ir.H. Zairin Zain, M.Si in his speech said that the Regional Development Policy Direction for East Kalimantan Province in 2018 was with the theme "Strengthening the Community's Economy Towards Fair and Equitable Prosperity".

Implementation of Regency/City Bappeda Coordination Meetings throughout East Kalimantan in 2017 in the context of preparing the 2018 Regional Government Work Plan (RKPD) with the aim of Aligning and Sharpening Development Priority Programs Between the Province and the Province. Regency/City and National Development Priority Programs.

The legal basis for implementing the Regency/City Bappeda Coordination Meeting throughout East Kalimantan includes: 1). Law Number 25 of 2004, concerning the National Development Planning System; 2). East Kalimantan Development Priority Programs & Targets for 2018

Based on the development targets of the Kalimantan Provincial Government through the 2013-2018 RPJMD with each budget year a development theme has been determined from 2014 with the theme "Strengthening Competitiveness Area Based on Renewable Natural Resources Supported by Strengthening SD Management Apparatus”; 2015 with the theme "Preparing for Industrialization of Regional Superior Products and Development of New and Renewable Energy"; 2016 with the theme "Increasing the Economic Added Value of Superior Regional Products and Strengthening Intra and Inter-Regional Connectivity"; 2017 with the theme "Consolidating Downstream Industry to Create a Quality Economic Structure"; and the final year 2018 with the theme "Strengthening the Community's Economy Towards Fair and Equitable Prosperity".

The 2017 East Kalimantan Province Development Priority Program includes:
1. Improving the Quality of Education Delivery
2. Improving the Quality of Health Services
3. Acceleration of Poverty Alleviation
4. Increasing and Expanding Job Opportunities
5. Community Economic Development
6. Accelerating Economic Transformation
7. Fulfilling Environmentally Friendly Energy Needs
8. Agribusiness Development
9. Increasing Food Production
10. Improving the Quality of Basic Infrastructure
11. Bureaucratic Reform and Government Governance
12. Improving the Quality of the Environment

Results of the East Kalimantan Regency/City Bappeda Coordination Meeting

Based on minutes of agreement between the East Kalimantan Provincial Government through the East Kalimantan Provincial Bappeda Regional Apparatus and the East Kalimantan Regency/City Bappeda based on the results of discussions, responses and input from East Kalimantan Bappeda Coordination participants regarding the presentation material presented by East Kalimantan Province which is currently still faced with various development problems including:
1. There are still economic and regional disparities caused by a downward trend in economic growth and inadequate infrastructure to support connectivity between interior/border regions and between economic growth center regions, this is coupled with the condition of world economic recovery and major trading partners which is slow and tends to be limited,
2. Non-oil and gas export commodities have not yet been diversified in developing value added products for the East Kalimantan economy,
3. There is a tendency for East Kalimantan's Fiscal Capacity to decrease due to the decline in the level of economic growth due to the decline in the performance of the mining and oil and gas sectors,
4. Income from the balancing fund is not commensurate with the large contribution of East Kalimantan's GRDP to National GDP due to the unequal policy of transferring central funds to the regions which causes a small percentage of central transfer funds to East Kalimantan,
5. There are still several regencies/cities that have not been optimal in absorbing development budgets from DAK, thus affecting the amount of funds transferred to the regions.

On the basis of the above, the Provincial Bappeda and Regency/City Bappeda throughout East Kalimantan have agreed, among others:
1. The 2017 East Kalimantan Bappeda Coordination Meeting is a follow-up to the Regional Development Technical Coordination Meeting (RAKORTEK) between the Center and the Regions in Makassar on 28 February – 3 March 2017;
2. Accelerating the development of East Kalimantan as an effort to strengthen the community's economy is directed and focused on developing 8 (eight) priority areas of East Kalimantan; are : 1). Kariangau and Buluminung Industrial Areas, Balikpapan City and North Penajam Paser Regency; 2). Samarinda City Shipping and Services Industrial Area; 3). Bontang City Oil and Gas and Condensate Based Industrial Area; 4). Maloy Batuta Trans Kalimantan Special Economic Zone (KEK-MBTK) East Kutai Regency; 5). Derawan Island Tourism Industrial Area and its surroundings in Berau Regency; 6). Agricultural Industrial Area of ​​Paser Regency and North Penajam Paser Regency; 7). Agricultural Industrial Area of ​​Kutai Kartanegara Regency and West Kutai Regency; 8). Strategic Border Area of ​​Mahakam Ulu Regency.
3. Support for the preparation of the 2018 RKPD was carried out in an integrated and joint manner to address strategic issues and development problems faced by the East Kalimantan Region by paying attention to programs/activities that could be completed in 2018 and focusing on supporting the RPJMD of East Kalimantan Province and the 2018 RKP, one of which was the completion of land acquisition in each Regency/City;
4. Strengthening the role of the private sector in supporting the development of East Kalimantan through synergy in development financing between the government and the private sector to encourage the achievement of East Kalimantan's development targets;
5. The 2017 Regency/City RKPD Musrenbang will be implemented no later than the third week of March 2017 and the East Kalimantan Province RKPD Musrenbang in the first week of April 2017;
6. Optimal budget absorption, by taking steps in the form of improving the quality of planning, determining the APBD according to a predetermined schedule, appointing a budget manager immediately after determining the APBD, increasing the role of the Budget Realization Acceleration Evaluation Team (TEPRA) in all Regencies/Cities, and holding auctions immediately after joint approval between the Regional Head and the DPRD regarding the Draft APBD;
7. Districts/Cities in proposing activities through DAK funding sources and provincial financial assistance so that they are consistent with the results of regional development planning processes that meet planning document requirements such as FS, DED, Amdal and land readiness/land legality;
8. The Provincial Bappeda will finalize the proposed Programs/Activities for each Regency/City in 2018 which are in accordance with the strategic area development theme which is an inseparable part of the minutes of this agreement one week after the implementation of the current Bappeda Coordination Meeting;
9. Materials for finalizing proposed programs/activities as referred to in point eight will be discussed at the Provincial Regional Apparatus Forum which is scheduled for the third week of March 2017;
10. The 2018 East Kalimantan Bappeda Coordination Meeting will be held in Bontang City no later than the first week of February 2018.
