1. East Kalimantan Province Rp.4.85 trillion 2. Berau Regency Rp.2.10 Trillion Submission of DIPA and DPA is intended in the context of accelerating the implementation of activities in 2016, both sourced from APBN and APBD funds. Therefore, I hope that the implementation of vertical/SKPD agencies in all East Kalimantan Provinces can start soon in early 2016.

I need to explain also, in DIPA and DPA contained the nominal value of money we will spend is the mandate of the people that must be carried out and guarded with full responsibility. Likewise with the competencies of all regional financial management apparatus need to be continuously improved, so as to increase transparency and accountability of regional financial management, and have begun to prepare an accrual -based accounting system. In that way, local government financial statements are expected to get the best audit predicate with the principles of good governance.

With the submission of DIPA and DPA today, I also asked all agencies both vertical, provincial and district/city SKPD in East Kalimantan to be able to carry out the development process, so that development can be felt directly by the community. Furthermore, to the Regent /Mayor of East Kalimantan I need to convey the following things that need to get together attention:
1. So that as soon as possible deliver DIPA to the Regional Work Unit in their respective regions so that the people's economy moves faster.
2. Improve the quality of APBD spending by ensuring the budget allocation is really utilized for programs and activities that have great added value for the community.
3. So that the APBD can be approved on time so that the implementation of activities in the area sourced from the APBD can be carried out immediately without administrative, procedural and bureaucratic constraints.
4. Improve the competence of all apparatus mainly to increase transparency and accountability of regional financial management.
5. The regional heads were asked to have a one stop service, considering that a massive promotion regarding investment could not only be carried out by the central government and the provincial government, but needed participation and support from the local government. auction process and procurement of goods /services that have been a major factor in the absorption of the budget so that it will be carried out immediately, do not postpone it starting from December 1, 2015 and is targeted for the end of March 2016 all the auction processes are completed. The leaders of the agency/SKPD immediately process, prepare the General Plan for Procurement of Goods/Services (RUP), Sis, Technical Specifications and HPS. No RUP, No Kak, No RPP (Procurement Planning Plan), then No Tender.

At the same time, immediately set financial management officials such as PA, KPA and PPTK so that early January 2016 development activities can begin and more optimal budget absorption.

Then one thing that is also very important to get attention is discipline in making development of development activities reports, in accordance with PP 39 of 2006. For this reason, I ask all Provincial SKPD
